All answers are shown below in red.

Q1: Technical Proposal – Factor 1 and Factor 2 These factors have a maximum number of projects of six and four – are these amounts for each Zone or for all Zones?

Please clarify.

A1: Only one Past Experience Scorecard and one Past Performance Scorecard may be submitted per proposal, regardless of the number of Zones the proposal is submitted for, and each Offeror is only permitted to submit one proposal. The Scorecards represent the maximum number of projects/PPQs/performance recognition documents that can be submitted, regardless of the number of Zones the proposal is submitted for.

Q2: Can I submit additional information such as a capability statement, an organizational chart, narrative of management philosophy, resumes of staff, more narrative information on projects, or pictures of the work we have done?

A2: No. Only the required documents shall be submitted. If any additional information or documents are submitted, or if a greater number of past projects or past performance information is submitted beyond the maximum allowed, that information will be discarded and not considered for evaluation. All information to describe projects must be submitted on Project Details Questionnaires (PDQs).

Q3: Will the Government hold discussions with Offerors? Will there be an opportunity to revise proposals based on comments from the Government?

A3: The Government intends to evaluate proposals and award contracts without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If discussions are to be conducted, a competitive range will be established. Based on the ratings of each proposal against all evaluation criteria, the Contracting Officer shall establish a competitive range comprised of all of the most highly rated proposals, unless the range is further reduced for purposes of efficiency. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

Offerors should submit their best proposals the first time. Offerors should submit any questions they have by the deadline in the Solicitation so that they fully understand the proposal requirements and solicitation process. There will likely not be an opportunity to revise proposals.

Q4: The solicitation allows for a Joint Venture Agreement but does not mention a Teaming Agreement. Can an 8(a) company form a teaming agreement and submit a proposal by combining both companies’ capabilities? The Teaming Agreement would be between an 8(a) firm and non-8(a) firm form by combining both companies’ capabilities to qualify for this solicitation. The 8(a) firm would sign the contract and the teaming partner would be a subcontractor.

A4: No, this type of teaming arrangement is not permitted. Subcontractor work will not be considered for evaluation. The PDQs, PPQs, and performance recognition documents submitted must represent work performed by the legal entity that will sign the offer and be a party to the contract. The only exception is for a Joint Venture with a valid and active Joint Venture Agreement which binds both parties. A Joint Venture may submit PDQs, PPQs, and performance recognition documents which reflect work performed by the joint venture, or by either member of the joint venture individually.

Q5: The Tenant Improvement Projects Category located on the Past Experience Scorecard has columns for only projects 1 and 2. Shouldn’t there be columns for Projects 1, 2, 3, 4, 5 and 6 under the Tenant Improvement Category (since that would be a total of 30 points, 5 points for each project)?

A5: The Tenant Improvements Category has three sub-categories based on the size of the project: Under 5,000 square feet, 5,000-10,000 square feet, and 10,000 square feet.

Each sub-category is expected to have 2 projects, for a total of 6 projects (30 points) in the Tenant Improvements Category.

Q6: The attachment links for “Wage Determinations Zone 1”, “WD Zone 2”, “WD Zone 3”, and “WD Zone 4” are broken, and I cannot open the file.

A6: Some people have reported difficulties with these files, whereas other people have had no issues opening and downloading them. Please try printing the attachment to PDF rather than downloading it directly. If you still encounter issues, please email krista.miller@gsa.gov.

Q7: Technical Factor 2: Past Performance states that the offeror is required to submit up to four (4) (PPQs) (included in the solicitation as an attachment), completed by the applicable client. It has been our experience that if an official CPARS or CCASS evaluation exists the government client will not complete any additional past performance information, since the CPARS or CCASS evaluation is an official assessment of the project. If a CPARS or CCASS evaluation exists for a project we are submitting under this section, can the offeror simply include the CPAR evaluation in our proposal in lieu of providing a Past Performance Questionnaire?

A7: No, CPARS or CCASS evaluations may not be submitted in lieu of PPQs. GSA internal policy dictates the use of PPQs for construction solicitations. However, CPARS or CCASS evaluations may be submitted as performance recognition documents (up to 4), as long as the CPARS or CCASS forms are for projects substantially completed in the last 7 years. PPQs also have to be for projects substantially completed in the last 7 years.

Q8: What will the total value be of all of the task orders combined placed under the IDIQ contracts per Zone over the course of the five-year contract period?

A8: This value is unknown. It depends on available funding and the decisions of individual Contracting Officers to utilize the IDIQ contracts for future requirements.

Q9: The first part of the scorecard that is about "Tenant Improvement Projects" shows that we are to submit 2 Projects each for- Under 5,000 SF, 5,000 - 10,000 SF and above 10,000 SF. After looking at our past projects, I realized that we have more projects that are more than 10,000 square feet in Area. My question is: Can we submit more Projects that are bigger in square footage? Like can we submit one that is less than 5,000 square feet, one that is between 10,000 square feet and 4 that are more than 10,000 square feet? Or none (0) that is less than 5,000 square feet but two (2) that are 10,000 square and four (4) that are more than 10,000 square feet? Or other combinations with Projects larger in square footage. Please advise.

A9: No. A maximum of two projects may be submitted to score points in each of the Tenant Improvement Projects size categories. The resulting contracts will be used for task orders ranging from a few thousand dollars, to several million dollars. Accordingly, the Government seeks experience in a wide variety of project sizes.

Q10: While I understand that a project can be used to demonstrate our ability to do more than one sub-category, are we allowed to submit 6 projects to demonstrate our ability to perform Tenant Improvements and then submit 6 different projects to demonstrate our ability to repair/replace Facility Systems? Does this also mean we can submit 5 different projects to demonstrate our ability to perform each of the other subcategories?

A10: Yes. Offerors may submit 6 projects in the Tenant Improvement Projects category, and 6 different projects in the Facility Systems category. And yes, 5 different projects may be submitted for each of the other categories (High End/Specialized Architectural Finishes/Features, Design-Build, Federal Facility, and High Security Spaces).

Q11: Factor 1 groups Tenant Improvement and Facility Systems together. On the ”Past Experience Score Card” under Facility Systems it list Mechanical, Structural, Electrical, Plumbing, Building Automation Systems & Lighting control. Are we supposed to included 6 different project that meet all of these requirements or do we “just” have to have one project that individually meets each of these individual sub requirements. As an example if Project 1 of the Tenant improvement category meets the structural requirement and project 2 meets the plumbing requirement and project 3 meets the electrical requirement, and project 4 meets the lighting control requirement and project 5 meets the building automated systems and project 6 meets the mechanical will this allow us to get the maximum points under “Facility Systems” or do all 6 “Tenant Improvement” projects need to meet all 6 of the “Facility Systems” Sub-Categories to get the maximum points? The same question, applies to the Sub-Categories for High

End Specialized Architectural Finishes/Features, Design Build, Federal Facilities, and High Security.

A11: There is no intention to “group together” Tenant Improvements and Facility Systems. These are separate and distinct categories. To score points for the 6 different sub-categories of Facility Systems (Mechanical, Structural, Electrical, Plumbing, Building Automation Systems, and Lighting Control) Offerors may submit 6 different projects, or Offerors may submit a smaller number of projects that included work in multiple of those sub-categories. For example, an Offeror may submit one project that includes Mechanical, Structural, Electrical, Plumbing, Building Automation Systems, and Lighting Control.

If Project 1 of the Tenant improvement category meets the structural requirement and project 2 meets the plumbing requirement and project 3 meets the electrical requirement, and project 4 meets the lighting control requirement and project 5 meets the building automated systems and project 6 meets the mechanical, then all possible points (30) would be scored for Facility Systems. All 6 of the Tenant Improvement Projects do not need to meet all 6 of the Facility Systems requirements to score the maximum points in each category (Tenant Improvements Projects and Facility Systems). Offerors may use the same projects under Tenant Improvement Projects and Facility Systems, but that is not required. Tenant Improvement Projects and Facility Systems are totally separate categories, and the points are not interrelated.

Similarly, High End/Specialized Architectural Finishes/Features, Design-Build, Federal Facility, and High Security Spaces are four separate and distinct categories, and there is no requirement for projects in one category to be used to score points in another category.
