All answers are shown below in red.

Q1: Can you make the documents so we can write in them after we save them? When I have tried to type in them, they are in read only mode.

A1: This Amendment 02 is issuing a new Past Performance Scorecard, Past Experience Scorecard, and Project Details Questionnaire which may be typed in. This is the only change to these documents. All of the content of the documents remains unchanged.

Q2: Do we need to put a price to each item in the Express Menu?

A2: No. The Contract Price Form needs to be filled out, with a Proposed Express Menu Factor, which will be applied in future task orders, in accordance with the terms in Section II.A.(6) of the Agreement.

Q3: Factor 2 - Past Performance This looks like two factors 1) PPQ and 2) CPAR

A) 4 PPQs – many of our POC (Points of Contact) have retired or moved on.

Can we provide a CPAR to show Past Performance?

B) 4 Performance Recognition – can we provide safety awards, IDIQ CPARs, or only project CPARs?

A3:

A) Factor 2: Past Performance is one factor with two separate submittal requirements: Past Performance Questionnaires (PPQs) and performance recognition documents. CPARs may not be submitted in the place of PPQs.

B) Safety awards, and CPARs reports (both for IDIQs or projects/task orders) may be submitted as performance recognition documents.

Q4: Can you please provide the Past Experience Form in Microsoft Word, or can we recreate the form? Need to be able to expand “blocks” for responses.

A4: The Project Details Questionnaire (PDQ) is provided in this Amendment 02 in a form that can be typed in. The text box sizes can not be expanded and represent that maximum amount of text allowed.

Q5: Does the notarized bonding capacity letter for the captioned bid need to come from the bonding company or can it come from the bonding agent?

A5: The bonding capacity letter must be from the bonding company, not the bonding agent or agency.

Q6: What are the anticipated Task Order minimum and maximum dollar values?

A6: Task orders under the current construction IDIQ contracts have ranged from $6,700 to nearly $6 million. It is anticipated that task orders will continue to be in approximately that range, but there are no strict minimum or maximum dollar value limits other than the total award value limit of $50 million for the life of the contract.

Q7: The RFP II.D.(3) states, “Offerors may resubmit questionnaires previously submitted with other proposals.” GSA provided as Attachment 5 a Past Performance Questionnaire (PPQ) form. This form is substantially similar to the NAVFAC/USACE PPQ-0 questionnaire. It includes the same ratings and definitions and the same questions. Would GSA accept a previously completed/ submitted NAVFAC/USACE PPQ-0 questionnaire?

A7: Yes, the completed NAVFAC/USACE PPQ-0 may be submitted in lieu of the GSA PPQ issued with this Solicitation.

Q8: RFP paragraph VI.A(3) indicates specific socioeconomic set-asides, with one contract set-aside for each group (e.g., HUBZone, WOSB, 8(a), SDVOSB) in each zone. RFP paragraph VI.A.(4) states, “The highest ranked for each of the predetermined socioeconomic group set-asides for each Zone will be determined… If all of the prices for those offerors in each of the designated socio-economic groups for each Zone are within the predetermined range for fair and reasonable, those Offerors will be recommended for an award.” RFP paragraph VI.A.(4) also states that the next highest ranked offerors (essentially, all those who aren’t within the pre-designated socio-economic groups for each Zone) will proceed to price evaluation. RFP paragraph VI.A.(4) reiterates that GSA is targeting “a minimum of five awards, going up to a maximum of 15 per Zone.”

Is GSA targeting only one award to each of the identified socioeconomic groups in each Zone?

A8: The socioeconomic set-aside for each Zone represents the minimum number of awards that will be made to each of the stated socioeconomic groups. Once each of those partial set-asides are satisfied, all of the remaining proposals, regardless of socioeconomic group status, will be considered based on their technical rating (and as long as the pricing proposed is fair and reasonable). The awards outside of the partial set-asides for socioeconomic groups will be made without regard to socioeconomic group status. In other words, once the partial set-asides for socioeconomic groups are satisfied, there will be no advantage or disadvantage based on socioeconomic group status.

Q9: RFP Section II.A and Section II.C(1) ask Offerors to submit “GSA Form 527 – Contractor’s Qualification and Financial Information.” Will the GSA provide a copy of this form, or is the latest version downloaded from GSA’s website sufficient?

A9: The Form 527 is being provided as part of this Amendment 02. It can also be downloaded at https://www.gsa.gov/forms-library/contractors-qualifications-and-financial-information

Q10: Can we use a completed NAVFAC/USACE PAST PERFORMANCE QUESTIONNAIRE (FORM PPQ-0)? It is VERY similar to your PPQ; our POC has since retired but we have found an old (six years) PPQ for project reference.

A10: Yes, the completed NAVFAC/USACE PPQ-0 may be submitted in lieu of the GSA PPQ issued with this Solicitation.

Q11: The solicitation included a list of FAQs. Q9/A9 state that “a company may submit a proposal individually and also as a member of a joint venture.” Under this clarification, could a company also be able to submit a proposal as a member of two separate Joint Ventures (i.e., one proposal as A&B Joint Venture and a second proposal as A&C Joint Venture)?

A11: Yes, a company may be party to two separate Joint Ventures, both of which submit proposals.

Q12: If the Offeror is unable to secure completed Past Performance Questionnaires (PPQs) due to the Clients’ inability to provide past performance questionnaires per their organizational rules and guidelines, will the Offeror be provided with a neutral rating? How would that translate to the Past Performance Scorecard point system?

A12: If the Offeror does not submit the maximum number (four) of PPQs, because they do not have any more PPQs to submit, the Offeror can explicitly state in the proposal that the Offeror has no other past performance record. If the Offeror makes such a statement, the lack of past performance records will not be rated favorably or unfavorably, and will instead receive a neutral rating. If the Offeror provides fewer than the maximum allowed number of PPQs or performance recognition documents and does not explicitly state that the Offeror has no other past performance records, the lack of past performance record will be evaluated unfavorably. A neutral rating for a PPQ is 10 points - the equivalent of a "Satisfactory" rating. A neutral rating for a performance recognition document is 2.5 points.

Q13: How will the award be made if 2 or more offerors score equally on both the price and technical proposals?

A13: If two (or more) Offerors’ technical proposals score equally, they will be treated the same. If the "tied" proposals are among the highest technically rated for a given Zone, they will proceed to the price evaluation. If each of these Offerors' respective pricing is determined to be fair and reasonable, each of them will be eligible for contract award.

Conversely, if the proposals with the "tied" technical scores are not among the highest technically ranked for a given Zone, they will not proceed to the price evaluation, and will not be eligible for contract award.

Only those proposals which are among the highest technically rated in a given Zone will proceed to the price evaluation. The price proposals will not be scored. Pricing will be evaluated to determine whether it is fair and reasonable. If a given Offeror's pricing is determined to be fair and reasonable, that Offeror will be eligible for contract award. The evaluation will not “score” pricing.

Q14: Solicitation section VI.C. Price Reasonableness says that “Pricing from Offerors which falls within the ranges will automatically be considered acceptable”. What will be the determining factor if the submitted numbers by competing offerors are all within this range and the overall equal or very close but varies among the 4 cost categories?

A14: Price proposals will not be ranked or scored. Pricing is either determined to be fair and reasonable, or it is determined to not be fair and reasonable. No other ratings or scores will be assigned to price proposals.

Q15: Pls. clarify or provide more specific definitions for the “High End/Specialized Architectural Finishes/Features” stated under Technical Factor 1.

A15: “High End/Specialized Architectural Finishes/Features” can include, but are not limited to, custom millwork similar to what you would find in a courtroom or Judge’s chambers, crown moldings and hardware related to historical buildings, other unique or technological architectural features such as a custom audio/visual display, or an artistic construction element.

Q16: Please advise if the subcontractors are required to meet the same insurance requirements stipulated in Contract item 3-F. If so, we request for reduction in amounts given the modest task order price range and most subcontractors carry policies w/lower amounts.

A16: The contract includes Federal Acquisition Regulation 52.228-5 Insurance - Work on a Government Installation (Jan 1997) which states in part, “The Contractor shall insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors’ proofs of required insurance, and shall make copies available to the Contracting Officer upon request.”

Yes, the insurance requirements in the contract are applicable to subcontractors as well. The limits will not be lowered for the base contract awards. However, Ordering Official Contracting Officers may lower the amounts required for individual task orders.

Q17: What does the Government consider a “High-end/Specialized Architectural Finish or Feature?” Would this include (for example) doorknobs, crown molding in an historical building, or items of a technological nature? Please clarify.

A17: “High End/Specialized Architectural Finishes/Features” can include, but are not limited to, custom millwork similar to what you would find in a courtroom or Judge’s chambers, crown moldings and hardware related to historical buildings, other unique or technological architectural features, such as a custom audio/visual display, or an artistic construction element.

Q18: Bid Rates: Should this include general contractor’s breakdown of general conditions?

A18: The bid rates for bond, overhead, and profit should not include Division 1 general requirements/conditions. These should be priced on individual task orders as direct costs, unless the Express Menu is used.

The bid factor for the Express Menu does include the Division 1 general requirements, per section II.A.(6) of the Agreement.

Q19: For the purpose of the express plus menu – for each line item is the only number needed the total cost or do we accompany a cost breakdown of labor and material line item as per RS Means?

A19: The only pricing to be proposed for the Express Menu is a factor on the Contract Price Form. The individual Express Menu line items are not to be priced. No breakdown is required of the factor unless a factor outside of the predetermined fair and reasonable range is being proposed. In that case, the Offeror must submit a narrative explanation as to why their proposed pricing should be determined to be fair and reasonable.

Q20: For Express Menu – it is requesting to use the 2017 Means is not reflective of the Davis Bacon wages required for the projects. Do we adjust the labor portion to reflect the current Davis Bacon provided in the bid-package?

A20: “2017” was stated in error. Pricing for Express Menu task orders under this contract will be based upon the 2020 Facilities Construction Cost with RSMeans Data Book, to be updated to the current version when each contract option year is exercised.

A revised Agreement is issued with this Amendment 02 to make this correction from “2017” to “2020.”

Q21: Please confirm six projects will be used for Tenant Improvement and five projects for Design Build.

A21: Yes, a maximum of 6 projects may be submitted in the Tenant Improvement and Facility Systems categories, and a maximum of 5 projects may be submitted for the 4 other categories, including Design Build.

Q22: Please confirm you want PPQ and additional references over and above the

PPQ?

A22: For the Past Performance evaluation factor, you may submit a maximum of 4 PPQs and 4 performance recognition documents. Please refer to the second paragraph in section II.D. Technical Proposal Part 3: Technical Factor 2: Past Performance of the Solicitation for more information. To score more points, performance recognition documents may be submitted (up to 4) “over and above the PPQ.”

Q23: How many additional references can be provided?

A23: Up to 4 performance recognition documents will be accepted and counted towards the final evaluation score. Any extra performance recognition documents will not be considered.

Q24: How do we go about providing you with the appropriate SF per project as required if the majority of our projects are 20,000 SF and above?

A24: GSA seeks a wide range of contractors with a variety of experience. As a result, the Tenant Improvements category has been split according to square footage to reflect this; contractors are asked to submit 2 projects for each square footage sub-category. If you are unable to provide projects within some categories, then you will not receive points for that square footage sub-category.

Q25: Please confirm we could use PPQs previously submitted for other projects?

A25: PPQs previously submitted for other projects can be submitted for this proposal as well, as long as they meet all of the other requirements of this Solicitation.

Q26: Please clarify RE: the first page of the proposal where do we get information for “Agreement, Terms and Condition” provisions. If there is such a document can it be made available? This question refers to Solicitation provision FAR 52.215-1(c)(2)(iii) which states, “ The first page of the proposal must show. . . . A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item.”

A26: As it is used in 52.215-1(c)(2)(iii), “all terms, conditions, and provisions” refers to the contents of the Solicitation document and attachments thereto, and Agreement document and attachments thereto which are already included in this request for proposal. There are no other “terms, conditions, and provisions.”

Q27: Not all the projects on the CPARS are accessible. How do I obtain access to the various Task Orders per project to submit?

A27: There is no requirement to submit CPARS reports in the proposal. An Offeror may choose to submit any CPARS reports (up to 4) as performance recognition documents which he or she has access to. The Help Desk for cpars.gov may be reached at (207) 438-1690.

Q28: You are requiring Form 527 Financials. I cannot find it in the bid-package. Could you provide it?

A28: Form 527 is being provided with Amendment 02. It can also be downloaded at https://www.gsa.gov/forms-library/contractors-qualifications-and-financial-information

Q29: Are we precluded from using all other construction activities in the RS Means book aside from the approximately 375 activities that are listed in the RFP for Express Menu pricing? Or can we use other relevant activities in order to supplement the task order?

A29: If an Ordering Official Contracting Officer issues a solicitation for a task order specifically to use the Express Menu, only activities on the Express Menu may be used to price the task order. The rest of the RS Means book may not be used.

Q30: If we are bidding on more than one zone, are we only allowed to use one express menu factor for both or are we able to adjust it for each zone?

A30: The Contract Price Form provides different Express Menu Factor Ranges for each Zone. An Offeror shall submit on the Contract Price Form a separate Proposed Express Menu Factor for each Zone he or she is proposing for.

Q31: If you are bidding on more then one zone and are not accepted into one of the zones, are you eliminated from both?

A31: No. The evaluation for each Zone is separate and distinct from the evaluations for the other Zones. The Government may decide to award a contract to an Offeror in one Zone, but not in another.

Q32: If you fall under one of the categories Hubzone, 8(a), SDVOSB, WOSB, would you compete only against other companies with the same certification for the partially set-aside contract, then from there we compete against Small Businesses?

A32: All proposals will be evaluated and ranked within each Zone. Once the rankings are complete, the highest ranked proposal from a firm which has the specific certification necessary to fulfill the partial set-aside will be chosen. Once the partial set-asides have been fulfilled, contractors will be chosen according to technical ranking (assuming fair and reasonable pricing) among all remaining Offerors in that Zone, regardless of socioeconomic group status.

Q33: Would you be able to direct me to a source that could provide answers to questions we have on the GSA Form 527?

A33: I am not aware of any specific resource that can help an Offeror fill out the GSA Form 527.

Q34: Is there any way one can submit in another zone on this solicitation if they plan on relocating a satellite office in that zone?

A34: In order to propose for a contract in any particular Zone, the Offeror must include at least one Project Details Questionnaire for a project completed within the geographic limits of that Zone. The current or potential future locations of any Offeror’s offices has no bearing on which Zone they may submit a proposal for.

Q35: What are the anticipated typical Task Order IDIQ CONTRACT minimum and maximum dollar values?

A35: For the current construction IDIQ contracts, the lowest value per IDIQ contract is $0, and the highest is over $22 million.

Q36: Is a DB NEW Construction project considered Tenant Improvement? Or only remodels/repairs?

A36: A Tenant Improvement project may be a Design Build New Construction project, or a repair and alteration project. For the purposes of this requirement, a Tenant Improvement can be any commercial construction work completed to meet the needs of a particular tenant. Examples include, but are not limited to, flooring, lighting, ceilings, partitions, HVAC, fire protection, and security.

Q37: We just completed an IDIQ for GSA REGION 8- have an EXCELLENT CPAR for contract. Can I use, or no because it’s not in the areas of concern?

A37: Yes, you can submit a CPARS report for work completed in a different geographic area as a performance recognition document. There is no requirement that PPQs or performance recognition documents submitted need to be from projects completed in one of the four Zones.
