All answers are shown below in red.

Q1: Our firm graduated out of the SBA 8(a) program in August 2019. We are still considered a small business concern and would appreciate your feedback on whether bids for this solicitation are solely being sought after from active 8(a) certified entities or if 8(a) graduates still deemed small business concerns are able to participate in this event as well.

A1: Only a small number of awards are set-aside for 8(a) businesses. The majority of the awards will be made to small businesses, regardless of socioeconomic group status. So, your firm, as a small business concern, is able to submit a proposal for this solicitation. Your firm does not need to be an 8(a) business to participate.

Q2: From Amendment 01, A10: “5 different projects may be submitted for each of the other categories (High End/Specialized Architectural Finishes/Features, Design-Build, Federal Facility, and High Security Spaces).”

From Amendment 02, A21: “a maximum of 5 projects may be submitted for the 4 other categories, including Design Build.”

Please confirm that the answer from Amendment 02 still allows 5 different projects to be submitted for each of the categories. E.g., projects 1 through 5 can be used for the Design-Build category, projects 6 through 10 could be used for High Security Spaces category, and so forth.

A2: Yes, confirmed. A maximum of 5 different projects may be submitted for each of the following categories: High End/Specialized Architectural Finishes/Features, Design- Build, Federal Facility, and High Security Spaces. In other words, for these four categories combined, an Offeror may submit up to 20 separate projects.

Q3: The GSA 527 form, Section III – FINANCIAL STATEMENTS, allows for the use of prepared financial statements. Please confirm that audited financial statements from year end 2019 are acceptable for submission as a prepared financial statement.

A3: The top of Section III of Form 527 states, “Prepared Financial Statements with notes may be provided in lieu of completing Section III.” Financial statements with notes from year end 2019 are acceptable to submit in lieu of Section III.

Q4: I noticed there is no place to provide you with project Contract No and Task Order No on the Project Details Questionnaire form. Can we provide it on the description block?

A4: This information is not required. You may provide it in the description block if you wish.

Q5: On GSA form 527, Page 2, Box 18 asks “Are You the Incumbent Contractor for This Solicitation” mark yes or no. We are currently on the IDIQ contact before this one.

Because of this, do we mark yes?

A5: Yes, if you have a current GSA Construction IDIQ contract for GSA Public Buildings Service Region 9, please mark the box as “yes” for Incumbent Contractor for box 18.

Q6: For the Performance Recognition requirement, can two (2) different documents be submitted for the same project (i.e. an Award Certificate and a CPAR), to be counted as 2 scores on the scorecard?

A6: Yes, multiple performance recognition documents may be submitted for the same project.

Q7: Are we allowed to submit a PPQ and a Performance Recognition document for the same project?

A7: Yes, you are allowed to submit a PPQ and a Performance Recognition document for the same project.

Q8: What criteria is required to qualify a project as a High Security Space? (i.e. - If a background check is required before a badge is issued to personnel for access, could that project be considered High Security?)

A8: For the purposes of this requirement, some examples of "High Security Space" can be construction work involving sensitive compartmented information facilities (SCIF), holding cells, surveillance facilities, evidence storage facilities, other specialized spaces to meet law enforcement/ intelligence requirements, etc.

A general background check and badge is required on the majority of construction within Federal facilities, so that does not qualify alone, but if a project requires a clearance level of Secret or Top Secret, that constitutes work in a "High Security Space".

Q9: Is a project completed on January 16, 2013 within the 7 years?

A9: No. Projects submitted for both Factor 1: Past Experience, and Factor 2: Past Performance must have been substantially completed within seven years of the proposal due date of July 1, 2020.

Q10: Re: PAST EXPERIENCE SCORECARD: If we have two (2) projects under the same category – let’s say (PLUMBING), Do we get 10 points – or is it maximum 5 for each subcategory?

A10: There is a maximum of 5 points possible per subcategory. If you submit 2 projects under the same subcategory, you will not receive more than 5 points for that subcategory. Only one plumbing project may be counted for a maximum of 5 points.

Q11: RE: FEDERAL FACILITY CATEGORY: Do projects performed for the VETERANS ADMINISTRATION and NAVY (CAMP PENDLETON CA), GSA qualify as under FEDERAL FACILITY category?

A11: Yes, projects performed at a Navy facility or a Veterans Administration facility qualify as work at a Federal Facility.

Q12: On the PBS Past Performance Questionnaire - Section 3, actual completion date - We are using the date we were approved to submit a final invoice as actual completion date. Ultimate completion, occupancy, or fire inspection pass are all dates that could possibly be used but typically we do not receive a formal letter or notification of these dates. Will this be acceptable?

A12: The “Actual Completion Date” is the date when all of the contract obligations have been met, and so will be defined by each individual contract. If the approval to submit a final invoice is how your contract defines completion, then that is the date you should use.

Q13: On the PBS Past Performance Questionnaire - Section 4, How is this project relevant to project of submission - In this area we are listing the the items found as sub categories on page 7 (pdf page 7) of the solicitation package - Tenant improvement, design-build, high security, etc. Is this the correct location to list the sub-categories?

A13: Yes, please include that information in that section.

Q14: We have an architectural façade (historical) renovation project at a Federal Facility. Can we claim it for both ARCHITECTURAL FINISHES AND FEDERAL FACILITY? If we can, do we need to provide two separate Project Details Questionnaires for the same project?

A14: Yes, a single project may count for scoring points for more than one category or subcategory. A project can be counted for both High End/Specialized Architectural Finishes/Features and for a Federal Facility if both of those elements are part of the project. Only one PDQ should be submitted for each project. If the project includes elements of work for multiple categories or subcategories, include that information on a single PDQ.

Q15: For Section VII of the GSA Standard Form 527, it seems that you are only interested in projects for GSA’s Public Building Service. This would be for “Contracts In Force” as well as for “Largest Jobs You Have Completed In The Last Five Years.” Is this correct?

A15: Yes, that is correct. For both “Contracts in Force” and “Largest Jobs You Have Completed in the Last Five Years”, the form is asking for just Public Buildings Service contracts.

Q16: How many contract awards does GSA intend to award above and beyond the set asides mentioned per region. i.e. Northern California has three separate set aside contracts that are expected to be awarded. Does GSA intend to award any contracts above and beyond the three? If so, how many total awards per region?

A16: GSA intends to award between 5 and 15 contracts per geographic Zone.

Q17: Section II.D(3) Technical Factor 2 of the Solicitation states: “The Offeror shall submit references (a person or persons who may be contacted regarding the quality of the Offeror’s past performance)….”. Would these references be separate from and in addition to the client contacts that are noted in the PPQ’s?

A17: These “references” are the client contacts noted on the PPQs. Separate references are not required or requested for this factor.

Q18: What is the dollar amount range for the task orders awarded under the contract?

A18: Please see Amendment 02, Question 6.

Q19: What is the average amount anticipated to be awarded for each IDIQ contract?

A19: Please see Amendment 02, Question 35. There is no specific anticipated average amount to be awarded for each IDIQ contract.

Q20: How many IDIQ contracts will be awarded?

A20: Please see the solicitation VI.A. Evaluation of Offers Part 4.

“The Government intends on awarding a minimum of 5 contracts per Zone and up to a maximum of 15 contracts in any given Zone, depending on multiple factors, including but not limited to: the size of a given Zone, the level of need, and the amount and quality of competition.”

Q21: What is the procedure for awarding task orders between IDIQ contractors, if there are multiple contractors involved?

A21: Task orders will be awarded to contractors at the discretion of individual GSA ordering officials according to the Agreement III.L. Additional Terms and Conditions, Ordering Procedures. Each task order will have its own evaluation criteria and will vary.

Q22: Can you please provide the average number of task orders and average dollar amount of task orders in various areas of Region 9? For example, what will be the number of contracts in Southern California and what will be the average amount of task orders?

A22: The anticipated average number of task orders and the average dollar amount of task orders for the various zones is unknown. For the historical task order dollar amount range, please see Amendment 02, Question 6.

Q23: What type of scopes are planned to be awarded in Southern California? Can you provide descriptions of some of the typical task orders?

A23: Typical task order scopes of work for these IDIQ contracts, regardless of zone, may include but are not limited to: Modifications to architectural components including but not limited to ceilings, walls, floors (including access floor systems), roofing systems, millwork, and wall coverings. Work will also include modifications and replacement of mechanical systems to include but not limited to air handling units, chillers, boilers, ductwork systems and accessories, piping systems including pumps, HVAC system controls, fire protection sprinkler systems and accessories, and plumbing equipment/accessories. Work also includes electrical systems to include but not limited to: lighting systems, primary and secondary power distribution systems and transformers. Special competencies will be required for any work involving membrane roofing, asbestos abatement, PCB removal and/or elevator work. In addition, some orders may include the requirement to provide design capability in the form of, but not limited to, drawings or sketches to describe proposed repair and alteration projects and to provide descriptions or specifications for proposed materials or equipment.

Q24: Please provide evaluation score cards for a) past performances and b) past performance evaluations.

A24: Please see the solicitation and Amendment 02 for updated past performance and past experience evaluation scorecards.

Q25: We would like clarification regarding the evidence of bonding capacity requirements. It calls for us to “Provide a notarized statement from Treasury – approved surety of the Offeror’s minimum aggregate bonding capacity of $5,000,000 and the offer’s minimum per task order bonding capacity of $500,000”. Due to stay at home, work from home mandate, will Power Of Attorney from the bonding company accompanied by the bonding capacity letter be acceptable in lieu of a notarized bonding capacity letter?

A25: Yes.

Q26: Page 5 of the Project Details Questionnaire - the font is huge and can’t be changed. Possible to get that corrected so we can enter info?

A26: This has been corrected and a new PDQ is issued with Amendment 03.

Q27: On page 4 item (d), of the Representations and Certifications document it states; The offeror has completed the annual representations and certifications electronically in SAM website accessed through www.sam.gov. After we review our information in SAM and it is up to date are we required to submit additional paperwork with the offer, or is the update in SAM all that is required?

A27: The Representations and Certifications form included in the solicitation must be completed and included in the proposal. The Offeror also must have completed the annual representations and certifications electronically in SAM. Both tasks must be completed.

Q28: We are proposing as a Joint-Venture, for Form 527 should that be completed by each partner or by the JV?

A28: If the Joint-Venture has a financial history, then the 527 must be submitted for the JV. If the Joint-Venture is new and does not have established financial history, a separate 527 for each member of the JV must be submitted.
