All answers are shown below in red.

Q1: Regarding PDQ’s: Our Tenant Improvement Projects “under 5000 sq. ft.” also involve a very small/minor amount of Mechanical work. Would it be better NOT to check the box in the Facility Systems “Mechanical” sub-category for those small jobs, and use a larger job with a significant amount of mechanical work to score points for that sub-category, instead?

A1: The size of the Mechanical project does not affect the awarding of points for the Mechanical subcategory. However, if the Mechanical work involved in the small project is very minor or insignificant, you may want to use a different project with more substantial Mechanical work that can be described on the Project Details Questionnaire.

Q2: Would we be allowed to submit our Financial Statement in a separate email, rather than together with the Price Proposal and GSA Form 527? Our accounting/administration department prefers to keep that information confidential, if possible.

A2: The Financial Statement must be included with the GSA Form 527 as part of the Price Proposal. There will only be a very limited number of Government personnel who will have access to it as part of the proposal review process, and it will be kept confidential.

Q3: Is a price required in block 17 of the SF1442 or just the contract price form?

A3: In block 17, please write, “See Contract Price Form.”

Q4: Can we have a small business and a large business form a joint venture to pursue this Small Business Set Aside (SBSA) Contract without having a SBA approved “All Small Mentor-Protégé Program” (ASMPP) in place? Is the participation in the SBA’s ASMPP required to pursue this SBSA Contracts? If yes, it is our understanding the approval process is 90 days or more. Can we apply for the SBA’s ASMPP and SBA’s JV program prior to (or at the same time or soon after) the submittal of our response to this Solicitation, without the approval in place?

A4: In order to qualify as a small business joint venture for this procurement, the two participants must either have a valid mentor-protege agreement (and a current, executed joint venture agreement) through the Small Business Administration's All Small Mentor-Protege Program, or the two participants of the JV must each be small businesses (and have a current, executed joint venture agreement). Accordingly, a JV between a large business and a small business that does not have a mentor-protege agreement through the SBA will not be considered a small business and will not be eligible for an award resulting from this procurement.

As stated in Section II.F. of the Solicitation, "All offers submitted by joint ventures must include a copy of an executed joint venture agreement (with original signatures) which fully discloses the legal identity of each member of the joint venture, the relationship between the members, the form of ownership of each member, and any limitations on liability or authority for each member."

Also, note that section II.C. of the Solicitation states, "Offerors are reminded their SAM registration status must be “Active”, at the time their offer is submitted, to be considered for award (see 52.204-7)." The JV is required to have its own active SAM registration.

Accordingly, a pending application for a mentor-protege agreement or a draft joint venture agreement is not acceptable.

Q5: Can you please extend the submittal date by 2 weeks, so that we can submit a qualified technical response to this solicitation.

A5: The proposal due date is not extended.

Q6: We recently completed a project as a joint venture. Can we include the project as part of the past performances?

A6: If the Offeror is the joint venture, the Offeror may submit Past Performance Questionnaires and performance recognition documents for work completed by the same joint venture. If the Offeror is a member of the joint venture, proposing as an individual company (not as a member of the JV), the Offeror may not submit Past Performance Questionnaires and performance recognition documents for work performed by a joint venture.

Q7: “To be considered for a contract award in any of the four geographic Zones, at least one PDQ must be submitted for a project completed in that geographic Zone.” If this requirement is confirmed it will unfortunately eliminate us and potentially other quality contractors from being eligible to submit for 1 or more zones merely because we haven’t executed a contract there yet.

Part of our business model as a predominantly Federal Contractor is to systematically expand our geographic area for performing work. I believe there is no better way to accomplish that goal than by working with a group you know and trust, GSA. I’d like to think that this would benefit both the contractor and the agency.

A7: The requirement is that in order to be considered for a contract award in any of the four geographic Zones, at least one Project Details Questionnaire must be submitted for a project completed in that geographic Zone. That requirement remains in place. The Government seeks to award contracts to firms who have a history and demonstrated capability of completing projects in the geographic Zone for which a contract is awarded.

Q8: What is your email attachment receiving capacity? If the submission files exceed your capacity, can the 6 parts of Proposal Contents be submitted separately in multiple emails? Or will you accept a dropbox link to retrieve all or at least the large files i.e.

Technical Proposal?

A8: GSA’s email attachment receiving capacity is 25 MB. If you feel that your proposal may exceed this, please create a GACA email address and share the documents with us via a Google Drive folder. To create a GACA email address, see the following instructions:

1. Have the person who will be using the GACA account create a Gmail account at http://mail.google.com/mail/signup

a. Enter the first name and last name

b. Enter the username: must start with “GSA.” then first name, last name -example: GSA.johnsmith@gmail.com

c. Complete all required fields

2. Accept the Terms of Service and submit the request.

3. Set up 2-Step Verification (also known as two-factor authentication) using a smartphone that can receive simple messages.

You may send us your Price and Technical Proposals in two separate emails, however the subject lines must be clearly labelled and indicate how many emails you will be sending in the following format: Company Name Price Proposal 1 of 2, Company Name Technical Proposal 2 of 2.

Q9: We are currently working on our proposal for the Construction IDIQ and on the PDQ form there is a fillable section directly next to the green headlines (i.e. Design- Build Contract, Federal Facility, High Security Spaces). Is this a section where we should be entering information? I looked through the amendments and did not find an answer to this question.

A9: There is no information or text to be entered next to the green headlines. All information for the categories should be entered in the boxes below the green headlines.

Q10: Please confirm PPQs are considered Performance Recognition Documents?

A10: PPQs may be submitted as Performance Recognition Documents. However, PPQs submitted for points in the PPQ section may not be reused as Performance Recognition Documents, and will not be awarded points in the Performance Recognition Documents section.
