2. BACKGROUND

a. The Public Buildings Service (PBS) is the landlord of the civilian Federal government, providing workspace for millions of federal employees in government-owned buildings and privately owned leased facilities across the nation. PBS also repairs, alters, renovates, and maintains these facilities, including 400 historic properties in the government’s inventory. Eleven regional PBS offices, located in major metropolitan centers across the country, deliver comprehensive real estate services to their Federal customer agencies.

b. The Federal Acquisition Service (FAS) possesses unrivaled capability to deliver comprehensive products and services across government at the best value possible. FAS offers a continuum of innovative solutions in the areas of products and services, technology, motor vehicle management, transportation, travel, procurement and online acquisition tools.

c. The Public Buildings Service (PBS) supports other civilian federal agencies, who use our programs to provide their workspace and furnishings at best value to the American taxpayer. We acquire space through new construction and leasing and maintain federal properties nationwide. We own or lease an inventory of more than 8,800 assets, maintain more than 370 million square feet of workspace for 1.1 million federal employees, and preserve more than 500 historic properties.

3. LOCATION

a. The work required by this PWS is estimated to mainly provide support positions for the location to be determined at the Task Order Level. A separate PWS will be provided to specify work locations that will be supported by each Task Order as required.

See Clause D.10 F.1 of the solicitation for information on the locations where contract staff support may be required.

b. The contractor will also be required to support the Mobile Work initiative. Contract employees shall be encouraged to successfully participate in Mobile Work to the greatest extent practicable. During the base year, Mobile Work will be established and in the options years the expectations for contract employees to successfully participate in the Mobile Work program will increase.

4. STAFFING

a. The Contractor shall provide staffing to perform the required services in accordance with the contract or task order.(s) The task order(s) issued at the start of each contract period will cover all then-known staffing requirements for the period. Staffing levels continued in the task order(s) will remain fairly stable but may fluctuate over time due to changes in the specific GSA Region’s mission requirements and/or budget considerations. Increases or decreases in staffing levels may be made by task order modifications.

b. Contractor staff will be placed in various service centers and business lines within the GSA Regional offices.

c. Contractor staff shall assist GSA in improving processes, streamlining work, and accomplishing work in the most efficient manner while still providing quality service to GSA and its customer agencies.

d. Recruitment and hiring of fully qualified contractor staff is solely the responsibility of the Contractor. All Government Points of Contact will be provided to the contractor at time of task order award.

5. CONTRACT MANAGEMENT AND INTERFACE

a. The individual designated by the Contractor to serve as Program Manager shall be the focus of Interface with the CO and COR for overall contract management to ensure satisfactory performance of the contract requirements, and shall have full authority to act for the Contractor on all matters relating to the performance of this contract. The Program Manager shall provide general oversight of staff and interface with Government personnel. This individual shall provide such oversight in a manner that contributes to timely and efficient workflow and support to GSA work centers while precluding establishment of a personal services relationship between the Government and contract employees. Within that context, Government POCs in the various work centers or Regions may provide general guidance to contract staff as necessary to clarify or complete work assignments. In locations where contractor personnel exceeds 20 contracting staff, an onsite manager is required. The overall contract Program Manager can serve in a duplicate role as an onsite manager for one location with 20 or more contracting staff.

b. If the Contractor requires a change in personnel for any proposed key personnel position the Government shall evaluate the Contractor's proposed candidate in accordance with the evaluation criteria included in the solicitation prior to a determination being issued by the Contracting Officer that the candidate's experience and qualifications are acceptable or not acceptable.

c. Contractor employees performing on the contract shall be fully qualified and skilled so as to require minimal direction in performance of their assigned tasks.

Upon award, flexible work schedules shall be coordinated with and approved by the COR and the Contracting Officer to ensure the Contractor’s flexible work schedule policy does not conflict with the needs of the Government in the applicable work center or Region.
