Public Buildings Service Rocky Mountain Region Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016
February 28, 2022
From: Sarah Callies Contracting Officer, GSA, Region 8
SUBJECT: Solicitation 47PJ0022R0019 – Amendment 0003 – Response to Questions.
The General Services Administration has a requirement for Administrative and Technical Support Services. This is GSA’s Response to the Questions we have received prior to the original submission deadline of February 25, 2022. On February 23, 2022 Amendment 0002 was issued to extend the question deadline to March 4, 2022.
1) Would you be able to confirm that the incumbent contract for Region 8 is Contract # GS08P16JED7002, held by MIRACORP?
Response: Correct, MiraCorp is the incumbent under contract number
GS08P16JED7002.
2) Would you be able to provide me with the contract ID numbers and the vendor names for the incumbent contracts for Region 6 and Region 7? Or are there no incumbent contracts for Region 6 and 7?
Response: There is not a response to this question.
3) Is there an incumbent?
Response: Please see response to Question 1.
4) Is there an industry day?
Response: No there is not an industry day.
5) A “Similar Project” is defined as a “contract with staffing requirements for technical and administrative support services personnel, with a staff of at least seventy (70) employees and a contract value of at least $5 million per year and performed within the last five (5) years.”
As stated above, the government seems to exclude small businesses as ineligible to compete if they did not have at least one individual contract with more than 70 http://www.gsa.gov/r8
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016 employees worth at least $5M in annual revenue. May an offeror submit multiple prime contracts for consideration which together represent seventy (70) or more employees and annual contract revenue values of a least $5 million? Alternatively, will the government consider lowering the prescribed employee and contract value thresholds?
Response: The past performance requirement will be reduced from 70 employees to 30 and from $5M to $3M. This change has been incorporated into 2200R0019
Solicitation Revision 001.
6) Since the date in L.7 is the same as the question deadline, can GSA please confirm the March 23 submission date?
Response: The original question submission deadline was February 25, 2022.
On February 23, 2022 Amendment 0002 was published to Contract Opportunities to extend the question submission deadline to March 4, 2022. The proposal deadline remains unchanged and proposals are due March 23, 2022. This change has been incorporated into 2200R0019 Solicitation Revision 001.
7) I noticed that there is a due date for offers on this Notice ID, can a company who desires to be a subcontractor submit an offer or are offers only accepted from prime contractors who received the award?
Response: Offers will only be accepted from the prime contractors.
8) Is the above captioned Notice ID already awarded to a company and if so how can I become a subcontractor for this Notice ID?
Response: The captioned noticed ID is a new ID number and is not awarded to a company.
9) Section L.7 Proposal Preparation Instructions – General, Factor 4: Past Performance on page 118, would the government consider a CPARS reference in lieu of the J-64 Past Performance Questionnaire so as not to burden government counterparts?
Response: The government will not consider a CPARS reference in lieu of the J- 64 Past Performance Questionnaire.
10) Are the personnel already on site or is this a new opportunity?
Response: There are already personnel on site. The incumbent contractor has approximately 81 support contractors on staff.
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8
11) Can anyone submit an offer for this contract or is it for service-disabled veterans only?
Response: This procurement is set aside for service-disable veteran owned small businesses only, per section A.3 on page 3 of the solicitation.
12) Reference: 22R0019 Solicitation, B.6 Labor Standards, Page 8.
Question: B.6 states “With the award of each option period, a new SCA Wage Determination will be incorporated into the contract at the Task Order level. The Contractor will have 30 days to request compensation for any wage adjustment increase.” Please clarify whether “award of each option period” refers to (a) the IDIQ contract vehicle option period awards, or (b) each Task Order’s option period awards.
For consistency and efficiency, we recommend the Government incorporate updated Wage Determinations with IDIQ contract vehicle option period awards, as applicable to all then-current Task Orders (which would be identified in the IDIQ contract vehicle modification), rather than relying on all Task Order Contracting Officers to incorporate updated Wage Determinations into their respective Task Orders, which will have option awards at varying times.
Response: The wage determinations will be added to the base IDIQ at the start of each option year, which then will flow down to the task order level.
13) Reference: 22R0019 Solicitation. E.1 Acceptance, Subparagraph (b), Page 11.
Question: E.1 states “Contractor may be liable for any damages sustained by the Government including, for example, the costs associated with reinspection.” While we intend to fully perform under this contract and foresee no issues preventing us from doing so, we must evaluate the damages provision as part of our internally required risk assessment. The Government’s example regarding the costs associated with reinspection is an example of compensatory damages. Additionally, FAR 52-246-4 Inspection of Services – Fixed-Price requires the Contractor to cover costs associated with any required re-performance by the Government, another example of compensatory damages. Does the Government also intend to hold the Contractor liable for incidental, consequential, nominal, liquidated, and/or punitive damages under this contract, in the event of non-conforming services?
Response: The Government reserves the right to act for non-conforming services in accordance with FAR 52.246-4.
14) Reference: 22R0019 Solicitation, E.3 Suspension of Work, Page 11
Question: E.3 states “In the event services are not provided or required by the Government because the building(s) is closed due to safety and health concerns, inclement weather, under construction, unanticipated holidays declared by the President, failure of the Congress to appropriate funds, etc., reductions will be computed as follows:” In the event services are not initially provided due to any of the described circumstances, please confirm that the Government will consider adjusting delivery
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016 schedules and/or period of performance as appropriate to permit the Contractor to perform. In the event services are not required by the Government due to any of the described circumstances, please confirm the Contracting Officer will issue a Task Order modification revising the statement of work.
Response: The CO will not issue a revised statement of work for these circumstances. Any reconciliations that will need to be done to the contract for these circumstances will be done via modification. Reconciliations may not occur until the end of the base or option period of performance.
15) Reference: 22R0019 Solicitation, F.2 Performance, Page 14.
Question: F.2 states “Payment shall be made in accordance with FAR Clause 52.232- 32, Performance-Based Payments (Apr 2012), for each task order.” Are we correct in assuming FAR 52.232-28 Invitation to Propose Performance-Based Payments will be included in each task order RFQ, with final performance-based payments details negotiated with the Government prior to task order award? If not, how will the performance-based payments be determined?
Response: This is a fixed price contract and payments are made on a monthly basis and on a direct productivity hour basis of 1872 annual hours per the solicitation. Adding clauses to at the task order level is at the discretion of the task order contracting officer.

Question: Please confirm the correct references are to H.2 Contractor Workforce (rather than H.3), Subparagraphs (a), (b), (c), (d), and (e); as shown in Section H, on page 45.
Response: The correct references are to H.2 Contractor Workforce. This change has been documented in 2200R0019 Solicitation Revision 001.
17) Reference: 22R0019 Solicitation, G.7 Task Order Proposals, Requirements for
Proposals, Page 25.
Question: G.7 states “The Government is not obligated to obtain written proposals or hold discussions prior to award of a Task Order.” Does the term “written proposals” apply only to technical proposals, or does it also apply to price proposals? If applicable to both, and the Government does not request a price proposal, how will the task order price be determined?
Response: GSA will request pricing before issuing each Task Order.

18) Reference: 22R0019 Solicitation, H.2 Contractor Workforce, Page 44.
Question: H.2 states “All personnel assigned to this contract must successfully complete a Background/Security Check screening as specified in Clause H.2 SECURITY REQUIREMENTS.” Please confirm the reference to “Clause H.2 Security Requirements” should instead be a reference to “H.1 Security Requirements.”
Response: The correct reference for Security Requirements is H.1
19) Reference: 22R0019 Solicitation, Section J, Page 81; and RFP Attachments.
Question: We are having difficulty correlating the files listed in Attachment J to the Government-provided attachments. For example, the Government has provided two bid spreadsheets, two position description files, and two PWSs. It is unclear which are for the vehicle, and which may be for the seed project, if that is the purpose of these files.
Please clarify RFP attachment identifications in Section J, proposal instructions, and in the titles of the attachments themselves, so Offerors may ensure a compliant proposal submission.
Response: If an attachment has the letters “R8”, this refers to the Region 8 Task order, which is the seed project. Please refer to section M.2 Evaluation Factors Price Evaluation.
20) Reference: 22R0019 Solicitation, L.7 Proposal Preparation Instructions – General, Subparagraph 4, Page 113; and L.18 Closing Date and Submission of Offers, Page 122.
Question: L.7 indicates proposals are due no later than 02/25/2022 2:00 PM Mountain Standard Time (Incidentally, 02/25/22 is also the date identified in L.17 as the deadline for submission of questions). L.18 indicates offers are due no later than 10:00 A.M.
Mountain Standard Time on March 23, 2022. Please confirm the correct proposal submission due date.
Response: See response to Question 6.
21) Reference: 22R0019 Solicitation, L.7 Proposal Instructions – General, Volume I, Technical Proposal, Factor 2 Past Experience, Page 116; and Factor 4 Past Performance, Pages 117-118.
Q1: Factor 2 requires a minimum of one similar project, while Factor 4 states “The Offeror shall submit Attachment J-64 Past Performance Questionnaire only three (3) references for no more than three (3) separate projects meeting the “Similar Project” criteria outlined above.” The wording is unclear as to the required minimum number of projects for which Past Performance Questionnaires must be submitted, and the required minimum number of reviewers/references for each project. Is the Factor 4 minimum consistent with the Factor 2 minimum, that is, one similar project, with a minimum of one reference completing a questionnaire? Please clarify.
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016
Response: Vendors are required to submit a minimum of one similar past experience with a maximum of three corresponding Past Performance Questionnaires. Vendors may submit a maximum of three similar past experiences, one corresponding Past Performance Questionnaire for each separate project. This change has been incorporated into document “22R0019 Solicitation Revision 001”.
Q2: Is a similar project defined as a similar IDIQ/BPA, TO, or contract?
Response: Any of the above are acceptable, as long as the requirements are met.
22) Reference: 22R0019 Solicitation, L.7 Proposal Instructions – General, Volume I, Technical Proposal, Factor 2 Past Experience, Page 116; and Factor 4 Past Performance, Pages 117-118.
Question: Factor 2 requires a minimum of one similar project and states “Projects considered for submission for Past Experience shall also be submitted for Past Performance.” This indicates there must be at least one submission under Factor 4.
Factor 4 states “If the Offeror does not have any established past performance, the Offeror will be given a neutral rating and will not be evaluated favorably or unfavorably for this criterion.” If Factor 2 requires a minimum of one similar project, and any project submitted under Factor 2 must be included in the Factor 4 submission, how is it possible for an Offer with no past performance under Factor 4 (and therefore no submission under Factor 2), to have have submitted a compliant proposal?
Response: In accordance with FAR 15.305(a)(2)(iv) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
23) Reference: 22R0019 Solicitation, L.7 Proposal Instructions – General, Subparagraph 4, Page 113, and Price Evaluation, Page 119.
Question: Page 113 refers to Volume II as “Price Proposal,” while page 119 refers to Volume II as the “Offer and Other Documents.” Please clarify the correct title of Volume
II.
Response: Volume II is Price Proposal. This change has been incorporated into document “22R0019 Solicitation Revision 001”
24) Reference: 22R0019 Solicitation, L.7 Proposal Instructions – General, Price Evaluation, Page 119.
Question: Page 119 requires Offerors to include a fully executed SF1449, with Blocks 12, 17, 23, 24, and 30 completed, as the cover sheet (or first page) for Volume II. Are
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016
Offerors also required to complete the unit prices and extended amounts on SF1449 pages 3-81, or will those pages be completed upon award?
Response: The 1449 should be filled out with the composite base rates.
25) Reference: 22R0019 Solicitation, L.7 Proposal Instructions – General, Price Evaluation, Question: The instructions state the completed Attachment J-03 Region 8 Task Order bid sheet shall reflect fully loaded labor rate prices for the Denver Metro Area. What geographic area shall Offerors assume when completing the SF1449 pricing and Attachment J-02 IDIQ Bid Sheet (which must tie to the SF1449 pricing)? If Offerors are authorized to choose the WD upon which their proposed IDIQ rates are based, how will the Government ensure appropriate proposed rate comparisons between Offerors, when Offerors may have used different WDs?
Response: The Attachment J-02 IDIQ Bid Sheet encompasses a national rate that will be used as a baseline for which to initiate a task order. Per section G.7 in the solicitation document, the GSA Contracting Officer reserves the right to negotiate at the task order level. Attachment J-02 IDIQ Bid Sheet is intended as a contiguous 48 state composite base rate for which negotiated task orders can begin and therefore offerors should not use a specific geographic area’s Wage Determination as the basis for pricing.
26) Reference: 22R0019 Solicitation, L.7 Proposal Instructions – General, Price Evaluation, Question: “Page 119 states “For those labor categories not currently contained in the wage determination, the Contractor will be required to confirm the wages with the Department of Labor after contract award for the base and all option periods. It is expected that the Contractor will request conformance of wages at the rates proposed for those labor categories, and proposed prices will be evaluated accordingly.”
Q.1 Are we correct in assuming the Government’s intent is to ensure all labor categories under this contract will ultimately be treated as subject to Fair Labor Standards and Service Contract Labor Standards? If not, which labor categories does the Government consider to be exempt?
Response: No, the following positions are considered professional positions exempt from the Service Contract Labor Standards:
Administrative Assistant II, Administrative Assistant III, Building Automation Specialist, Building Management Coordinator, CAD Drafter Operator Landscape, CAD Drafter Operator Interior Design, Computer Data Analyst I, Computer Data Analyst II, Contract Specialist I, Contract Specialist II, Contract Specialist III, Contract Specialist IV, Draft CAD Operator III – CIFM Program Manager, Data

Q.2 Are we correct in assuming that, in the event the Department of Labor does not approve the Contractor’s awarded rates for labor categories not currently contained in the wage determination, the Government will issue a contract modification revising these rates to meet the Department of Labor’s minimum rate requirements for these categories?
Response: This is an incorrect assumption.
27) Reference: 22R0019 Solicitation, L.7 Proposal Preparation Instructions – General, Pages 115, 117, and 118; and M.2 Evaluation Factors, Pages 126 and 127.
Question: On the listed pages, L.7 and M.2 indicate circumstances that “shall preclude an Outstanding rating;” however, the RFP provides no other information on the evaluation rating structure. What is the complete evaluation criteria rating structure?
Response: No response.

Extend Services (Nov 1999), Page 56; L.7 Proposal Instructions – General, Standard of Evaluation, Page 120; and M.2 Evaluation Factors, Price Evaluation, Page 127.
Question: A.1 states “In addition to extension of performance that may be affected through exercise of the first through fourth option periods, the contract may be further extended for up to six (6) additional months pursuant to the FAR Clause, 52.217-8 Option to Extend Services;” and I.5 provides FAR 52.217-8 in full text. L.7 and M.5 state “The pricing of the J-03 Region 8 Task Order base year and all options will be added together for the price evaluation.” Neither the IDIQ bid sheet nor the task order bid sheet have columns for Offeror completion of the potential six-month extension.
Q.1 How does the Government intend to calculate the labor rates for the potential six-month extension?
Q.2 Does the Government intend to include the rates for the potential six-month extension when evaluating the proposed IDIQ labor rates?
Q.2 Does the Government intend to add the potential six-month extension to the sum of the base and all option years when calculating the task order total evaluated price?
