9. Even when stated succinctly, it will be difficult to provide the details requested. Would GSA consider allowing more than 12 pages for Factor 1?

Reference: Amendment 3, Answer 25 Response: The Attachment J-02 IDIQ Bid Sheet encompasses a national rate that will be used as a baseline for which to initiate a task order. Per section G.7 in the solicitation document, the GSA Contracting Officer reserves the right to negotiate at the task order level. Attachment J-02 IDIQ Bid Sheet is intended as a contiguous 48 state composite base rate for which negotiated
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016 task orders can begin and therefore offerors should not use a specific geographic area’s Wage Determination as the basis for pricing.
10. Attachment J-02 requires a single rate per position for nationwide coverage. However, as an example, the SCA wage determinations have as much as a $21.50 difference between the highest and lowest rates for the same position. Is the Government expecting that the pricing on Attachment J-02 should be a ceiling rate, an average rate, a lowest rate, or other? This seems essential to ensure that all proposals are evaluated in an apples-to-apples comparison.
Response: Offeror’s should price J-02 utilizing the Denver Metro Area as the basis which is also the basis for pricing J-03 Region 8 Task Order Bid Sheet. Vendors must build pricing on Attachment J-02 based on Denver Metro Area rates, instead of based on a composite rate. Please note that the guidance issued by GSA on Amendment 0003 question number 25 is therefore null and void.
11. According to G.39 Hiring for Vacancies (Solicitation Page 40), the Government states the offeror shall hire individuals within a period of 3 weeks from date of vacancy notification from the Contracting Officer. Is this requirement inclusive of all GSA security processing / onboarding procedures?
Response: The GSA security onboarding process does not factor into the three week requirement. The government is aware that security may take longer.

12.Could the government please extend the offers due date to April 15, 2022?
Response: No extension to the proposal due date is granted at this time.

13. Reducing contract price based on number of days not in service for the mentioned unforeseen events does not represent a firm fixed price (FFP) contract. Please remove this language.
Response: No response

14. The IDIQ contract and task orders are identified as FFP. Please remove this language as it is indicative of other than FFP.

16. Total number of Direct Productive Hours worked and billed in the period. As a Fixed Price Contract amounts billed are based on Annual Direct Labor hours divided by 12 and not daily hours worked. Will the government please remove this requirement?

17. Demonstration of qualifications by replacement personnel should be compared to the requirements rather than the personnel being replaced. Please remove language indicating comparison to replacement personnel.

18. Is the completed Quality Control Plan (QCP) deliverable addressing each section E.6 factor going to be evaluated, and therefore required as part of the 12 page Factor 1 - Management Plan and QCP?
Response: Yes, the QCP deliverable is required as part of the 12 pages required for “Factor 1 - Management Plan and Quality Control Plan”

http://www.finance.gsa.gov” By attaching the invoice and supporting documentation to the electronic submission portal will this quality as the submission of the copy to the Contracting officer on the same business day?

20. To accommodate timekeeping systems with bi-weekly payroll submissions, will the government accept the Verification of Work Report after the submission of the invoice? Delay in the submission of invoicing to wait on timekeeping information will put undo harm on the small, disadvantaged business.

Response: Offeror’s should price J-02 utilizing the Denver Metro Area as the basis which is also the basis for pricing J-03 Region 8 Task Order Bid Sheet.

23. The Bid Sheet CLIN 0031 Graphic Artist I lists GS-09 Step 2; however, the Position Description (PD) included in the “PD Consolidated” document states GS Level 11 no step. Would the government please confirm that the GS level 09 Step 2 on CLIN 0031 in Attachment J-02 Bid Sheet is correct?
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016
Response: Attachment J-02 has been updated and is Attachment J-02 Bid Sheet Revision 002.

24. Will we be allowed to bill for the onsite managers for locations exceeding 20 contracting staff?

25. Several PD’s GS Levels and Step are different from the Excel Workbooks. For Example, Contract Specialist IV PDs in both the R8 PDs Consolidated and document PD’s Consolidated lists the GS Level as 13 Step 4 but the R8 Task Order Bid Sheet lists Level 12 Step 4. Administrative Assistant in both the R8 PDs Consolidated and document PD’s Consolidated lists GS Level 9 Step 1 but the R8 Task Order Bid Sheet lists it as GS Level 10 Step 1, Administrative Assistant II has conflicting GS Levels and Steps as well with the R8 Task Order Bid Sheet a higher Level of GS 11 Step 1 compared to the PDs GS Level 10 Step 1. Will the Government provide clarification on which GS Level and Step are accurate?
Response: Attachment J-02 has been updated and is Attachment J-02 Bid Sheet Revision

Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546
28. The last round of Q & A indicates the 3 mil. Value as it applies to past performance is the annual amount. In the evaluation section it states that it is the contract value. Can the government clarify if the 3 mil. threshold is the annual value or contract value?
Response: Annual value per contract
29. We have a GSA Contract that covers multiple states and sites and is very similar to the subject RFP. We have been successfully performing on that contract for 6 years (on our second award). That contract's overall value exceeds the overall contract value called out in the solicitation. Would the Government consider a contract such as we described above as meeting the relevancy definition included in this solicitation?
Response: Presumably, if the offeror is describing a master contract vehicle that has a spend of $3 million or more in a year, then that vehicle can be submitted for evaluation.
30. We did not see a reference to any specific schedule for this award. Does GSA anticipate using a schedule, for example should vendors submit via GSA MAS?
Response: No, GSA MAS is not required.
31. Will the government please provide the wage determination schedule?
Response: This is already provided as attachments on Contract Opportunities.
32. There is not a specific place in the price schedule for that, is there a specific format they are looking for?
Response: There are two attachments for pricing schedules J-02 and J-03 as stated in the solicitation.
33. Amendment allows for SDVOSB Self Certification in SAM.Gov. Self-certification of SDVOSB status in SAM.gov in and of itself does not meet the requirement for award. The owner(s) of a SDVOSB should be able to supply the KO a VA Summary of Disability Benefits Letter showing an awarded service-connected disability, whether CVE certified or not. This would greatly assist the KO in determining status.
Request the Government reconsider its SDVOSB self-certification requirement and at a minimum add a requirement to supply a VA Summary of Disability Benefits Letter or a VA Form 20-5455.
Acquisition Division (8PQ) P.O. Box 25546 Building 41 Denver Federal Center Denver, CO 80225-0546 www.gsa.gov/r8 Revised 3//30/2016
34. Amendment 003, Q26 and 82, responses state that there are 43 of the 63 positions form J-02 Bid Sheet that are not subject to the Service Contract Act (SCA). However, of the remaining 20 positions, 10 of them (Access Control Specialist, Business Data Analyst, Computer Maintenance Management Specialist, Data Analyst I, Financial Analyst I, Library Information Administrator, Move Project Coordinator, Procurement Tech/General Clerk IV, Procurement Technician III, and Workplace Services Coordinator) are not listed on any of the Wage Determination sheets.
Question: Will the government please clarify what the corresponding SCA LCAT applies to those positions?
Response: It is incumbent upon the contractor to make an assessment of the appropriate SCA category with the documents provided in the solicitation.
35. PWS, Attachment A-1; 5. Contract Management and Interface states, “In locations where contractor personnel exceeds 20 contracting staff, an onsite manager is required.
The overall contract Program Manager can serve in a duplicate role as an onsite manager for one location with 20 or more contracting staff.” However, In Amendment 003, the response to question 79 states, “The onsite manager is part of the vendor’s internal key personnel team, therefore this position will not be directly billable to the contract.” Also, in the J-03 Bid Sheet, there is a Technical Program Manager.
Question: Will the government confirm if this Technical Program Manager is the same as the onsite manager?
Response: No, the technical program manager is not the same as the onsite manager.
