The Contractor Performance Assessment Reporting System (CPARS) is a web-based module created to provide a secure, confidential information management tool to facilitate the performance evaluation process. CPARS enables a comprehensive evaluation by capturing comments from the GSA, Public Buildings Service and the Contractor. The Contractor shall provide the point of contact, including name and email address, for the performance evaluation process to the Contracting Officer after notification of award.
The Contractor will receive an email that contains a link that will enable the Contractor to review its evaluation and submit additional information, comments, or a rebutting statement. The Contractor will have 30 calendar days from receipt of the email to submit comments. GSA shall provide for review at a level above the Contracting Officer (i.e.: contracting Director) to consider any disagreement between GSA and the Contractor regarding GSA’s evaluation of the Contractor. Based on the review, the individual at a level above the Contracting Officer will issue the ultimate conclusion on the performance evaluation.
Copies of the evaluation, Contractor responses, and review comments, if any, will be retained as part of the contract file and may be used by Federal Agencies to support future award decisions.
(CPARS) Assessment Ratings: A common five level assessment rating system outlined in FAR
42.1053 is used to evaluate a contractor's performance. Ratings range from Unsatisfactory (lowest) to Exceptional (highest). The following is the breakdown of each category with a definition:
Exceptional - Performance meets contractual requirements and exceeds many to the Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.
Very Good -Performance meets contractual requirements and exceeds some to the Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
Satisfactory - Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Marginal - Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being evaluated reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.
Unsatisfactory - Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
Contractor Assessment: The COR makes an annual report on Contractor Performance (CPARS or other annual report). The contractor’s failure to achieve satisfactory performance under the contract/task order may result in the non-exercise of available options.
For each item that does not meet acceptable levels, the Government may issue a Contract Discrepancy Report (CDR). CDRs will be forwarded to the Contracting Officer with a copy sent to the contractor. The contractor must reply in writing within 5 days of receipt identifying how future occurrences of the problem will be prevented. Based upon the contractor’s past performance and plan to solve the problem, the Contracting Officer will determine if any further action will be taken.
In accordance with the inspection of services provisions of the contract, the contractor will be incentivized to provide quality products in a timely manner since the Government can require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.
