EXECUTIVE SUMMARY
IHI Environmental was retained by General Services Administration to perform asbestos reinspection services of the Federal Building and Post Office, located at 1 O East Babcock in Bozeman, MT 59715.
The building was constructed in 1966. The facility inspected is a five-story steel framed structure with basement. It encompasses a total of 97,000 square feet of building space.
At the time of the current survey, documentation available to IHI established a complete record of the two previous surveys of the building including laboratory results of sampling taken during those surveys. During the current survey, two new materials were noted as a result of the 5th floor remodel that occurred since the previous survey. These materials were sampled and laboratory results of this sampling are incorporated into this report.
One material that has not previously been identified was discovered in Room 124A. This material, a transite backer board behind wall plaster, was not sampled in order to maintain structural integrity of the wall system and is assumed to be asbestos containing. This material was given material number M4.1 .
Previous reports identified window sealant (Material M8.6) on one ground floorwindow to be asbestos containing. At the time of the current inspection, a project to replace all windows in the building has been completed and all original window sealant has been removed with this work.
Documentation exists in the building regarding the non-asbestos status of the built-up roof that was installed in the late 1990s. Documentation also exists in the building establishing the non asbestos status of the gypsum drywall, tape and joint compound in the building.
Since the last survey, several repairs and/or modifications have been made to the building. The majority of the work included a total remodel of the 5th floor and upgrades to the HV AC equipment located in the basement. All asbestos containing building materials on the 5th floor were removed with the exception of vinyl floor tile/mastic (under carpet) and above ceiling pipe fitting insulation. Room numbers on the drawings accompanying this report have been updated to reflect the current room configurations. These numbers will not match room number configurations of previous reports.
Two new materials were added during this remodel work on the fifth floor. These materials are a newly identified ceiling panel (MS.7) and new gypsum wallboard and joint compound (M3.2).
These materials were sampled during the current inspection and were found to be non asbestos-containing.
In the basement, upgrades were made to the chillers and parts of the heating system. A large quantity of asbestos containing pipe insulation has been abated in the basement. However, additional asbestos containing pipe fitting insulation still remains in many rooms of the basement. The room-by-room section of this report lists current inventories of the remaining asbestos containing insulation. ·
In order to maintain the structural integrity of certain building components, the following materials are ASSUMED to be asbestos containing and were not sampled:
1. Elevator brake shoes (Material M16.2)
2. Fire doors (Material M9.1)
3. Floor tile F2.4 (this tile is a replacement tile located in the mid-portion of room
870. (The two other floor tile types present in this room are confirmed to be asbestos containing.)
Abatement History
Since the last asbestos survey, major remodel and upgrade work has occurred on the 5th floor (room reconfigurations) and in the basement (chiller replacement and limited asbestos containing pipe fitting insulation abatement. Records of all abatement work reside at the GSA office in Helena, Montana.
On July 31 and August 1, 2010, the ceiling plenum of the entire 3rd floor was cleaned to remove asbestos containing pipe debris from this space. All work was cleared using TEM (transmission electron microscopy) clearance standards.
This report lists the quantity of asbestos containing room finishes and pipe fitting insulation remaining in the affected rooms AFTER these abatement projects have been completed.

SECTION 1: INTRODUCTION AND SCOPE OF WORK
IHI Environmental was retained by General Services Administration to perform a re-inspection asbestos survey of the Federal Building and Post Office located at 1 O East Babcock, in Bozeman, MT. The purpose of this survey was to identify friable and nonfriable suspect asbestos-containing building materials (ACBM).
The scope of this inspection included the following activities:
• Surveying, identifying, and sampling suspect friable and non-friable ACBM.
• Preparing this comprehensive report documenting the sampling procedures and results of the ACBM survey.
To accomplish this survey, all accessible areas of the building were identified by name and a room number assigned. A summary of identified functional spaces is presented in Table A.
Within each space, suspect building materials were identified. Northern uses a standardized numbering format to identify suspect building materials, and to identify bulk samples. A comprehensive list of this standardized numbering format is described in the Material Summary List found in Appendix F.
IHI Environmental 6
SECTION 2: INSPECTION PROCEDURES
The asbestos survey was performed using the applicable portions of the currently recognized standard protocol developed for schools under AHERA, as promulgated in Title 40, Code of Federal Regulations (40 CFR}, Part 763 and as amended in the Federal Register. Since the primary concern for this investigation was to identify potential asbestos hazards in the entire building, Northern representatives visually inspected existing conditions within the entire facility. An overview of asbestos and current regulations and a glossary of common terms is presented inAppendix F - General Inspection Information.
Inspection and Sampling
The inspection was conducted by our accredited inspectors, and consisted of a detailed visual survey of surfacing materials, thermal system insulation, and miscellaneous materials throughout the building. Suspect ACBM was then grouped into homogeneous materials and sampling plans developed. Components of the inspection included:
• Identification of homogeneous suspect materials on a room by room basis. A summary of the suspect materials identified and all bulk sample analysis results is presented in Appendix B - Tables. Locations of bulk samples confirmed ACBM (if any) is shown in Appendix A - Figures.
• An assessment of known or assumed ACBM, generally classifying the materials using categories defined in the AHERA and National Emission Standards of Hazardous Air Pollutants (NESHAP}, for asbestos. AH ERA assessment categories are summarized in Appendix F. A description of NESHAP categories is presented in the Section 3 Room-By-Room Table Key.
• Homogeneous suspect ACBM's were, for the purposes of this study, placed into the following four material type categories: thermal system insulation (TSI), surfacing materials, miscellaneous materials, and floor covering. AHERA sampling protocol specifies sampling procedures for each material type.
A description of the AHERA sampling protocol is summarized in Appendix F.
Sample locations for this survey were chosen in a non-random fashion, with emphasis placed on obtaining samples of each type of accessible, suspect material and minimizing damage to the material being sampled. Samples were collected by carefully removing small portions of the suspect material in a non-abrasive manner. If possible, samples from existing damaged areas or loose pieces of material were collected. Immediately after collection, samples were placed in pre-labeled plastic containers. Containers with samples were then placed in a large resealable plastic bag for transportation to the laboratory. Sample locations are shown on Figure Set 1, Appendix A.
Samples were obtained by using techniques such as wet slicing, wet boring or similar methods designed to limit contamination of the area during sampling. The sampled area was sealed using patching compounds, duct tape, or spray encapsulates as appropriate to the material being sampled.
Photographs of each suspect ACBM were taken during the inspection. Photographs of confirmed or assumed ACBM are presented in Appendix D.
IHI Environmental 7
Laboratory Analysis
Bulk samples obtained during the inspection were assigned bulk sample numbers and entered on sample summary/chain-of-custody forms. The samples were transported to the laboratory by overnight courier under standard chain-of-custody procedures. The analysis was performed in accordance with EPA Interim Method 600/M4-82-020, which employs polarized light microscopic techniques with dispersion staining for identification of mineral forms of asbestos.
The quantification of asbestos in the sample is intended to be an estimate only and the limit of detection for this method is approximately 1 % by volume. Sample analysis results are presented in Appendix C - Laboratory Analysis Report and Chain of Custody.
Quality Assurance and Quality Control
Quality Assurance and quality control (QA/QC) measures adopted by Northern involved field and office components. Key parameters are summarized below:
Field QA/QC
• Review inspection forms for completeness;
• Check Homogeneous Materials Listing for sufficient number of collected samples;
• Verify locations of major mechanical components;
Office QA/QC
• Review lab results for completeness;
• Ensure appropriate cross-referencing of results, forms for given ACBM;
• Ensure drawings are updated as necessary following field QC;
• Verify approximate quantities of ACBM based on drawing review;
• Review recorded field comments for meaning, incorporate as necessary into report.
