EXECUTIVE SUMMARY

IHI Environmental was retained by General Services Administration to perform asbestos reinspection services of the James F. Battin Federal Courthouse, located at 2601 2nd Ave.

North in Billings, MT 59101.

The building was constructed in 2012. The facility inspected is a 5-story steel frame and pre-cast panels structure with basement garage. It encompasses a total of 128,742 square feet of building space.

Asbestos Findings

The James F. Battin Building has a structural framework consisting of steel columns and I-beams. The exterior of the building, including the west facing formal colonnade and classic portico, are finished with stone veneer faced pre-cast concrete panels. The roof consists of corrugated metal decking overlaid with a thermoplastic membrane roof and the west roof of the building includes a garden terrace. The building is comprised of court rooms, holding cells, office space, restrooms, a mechanical penthouse, mechanical rooms, storage space and a subterranean parking garage.

The building’s interior contains a variety of building materials. Flooring materials include terrazzo, resilient vinyl floor tiles and/or carpeting in the halls and common areas, ceramic tiles, in the restrooms, carpeting, resilient floor tile and/or vinyl sheet flooring in the office spaces and work-rooms, and bare concrete floors in the mechanical rooms. Wall materials in the building include bare concrete, CMU block, ceramic tile, wood paneling, stone veneer paneling, and/or gypsum wallboard systems and most are generally associated with vinyl cove base. Ceilings in the structure include metal corrugated decks, bare concrete, suspended ceiling tiles, and/or gypsum wallboard.

The heating and cooling is supplied by a forced air heating, ventilation and air-conditioning (HVAC) system with air handing units located in the mechanical penthouse and mechanical spaces located on first floor and in the basement. The air handling unit main ductwork part of this system is covered outside with fiberglass insulation. Branch ductwork servicing individual vents are insulated with fiberglass. The interior of the ductwork was inaccessible at the time of the inspection, due to usage. Circulatory system and domestic hot water piping were insulated with fiberglass on straight runs and fittings. Pipe gaskets were found to be inaccessible; system shut-down and/or removal of insulation would have been necessary to disassemble flanges for access to obtain samples of the pipe gaskets. Pipe gaskets were assumed to contain asbestos.

Miscellaneous materials such as ceramic tile grout, ceramic tile adhesive, sink undercoats, fire door insulation, elevator brake shoes, and roofing materials were also observed in and on the building. Ceramic tile grout, ceramic tile adhesive, fire door insulation, elevator brake shoes, and roofing materials (to preserve the integrity of the roof seal) were not sampled and are assumed to contain asbestos.

There exists the potential for adhesives to be present behind wood, stone, metal, polymer and fabric covered panels affixed to the walls. Should adhesive(s) be encountered during the removal of any of these panels, the adhesive(s) should be treated as an assumed asbestos containing material until it can be proven otherwise by a State of Montana certified asbestos building inspector.

Abatement History

Nearly new building. No significant renovations and/or associated abatements performed to date.

IHI Environmental 1

IHI Environmental conducted an asbestos reinspection at the James F. Battin Federal Courthouse on 8/5/2013. Materials assumed to contain asbestos were not sampled to protect structural integrity. The following suspect homogeneous materials were confirmed or assumed to contain asbestos:

SECTION 1: INTRODUCTION AND SCOPE OF WORK

IHI Environmental was retained by General Services Administration to perform a re-inspection asbestos survey of the James F. Battin Federal Courthouse located at 2601 2nd Ave. North, in Billings, MT. The purpose of this survey was to identify friable and nonfriable suspect asbestos-containing building materials (ACBM).

The scope of this inspection included the following activities:

• Surveying, identifying, and sampling suspect friable and non-friable ACBM.

• Preparing this comprehensive report documenting the sampling procedures and results of the ACBM survey.

To accomplish this survey, all accessible areas of the building were identified by name and a room number assigned. A summary of identified functional spaces is presented in Table A.

Within each space, suspect building materials were identified. IHI uses a standardized numbering format to identify suspect building materials, and to identify bulk samples. A comprehensive list of this standardized numbering format is described in the Material Summary List found in Appendix F.

IHI Environmental 3

SECTION 2: INSPECTION PROCEDURES

The asbestos survey was performed using the applicable portions of the currently recognized standard protocol developed for schools under AHERA, as promulgated in Title 40, Code of Federal Regulations (40 CFR), Part 763 and as amended in the Federal Register. Since the primary concern for this investigation was to identify potential asbestos hazards in the entire building, IHI representatives visually inspected existing conditions within the entire facility. An overview of asbestos and current regulations and a glossary of common terms is presented inAppendix F - General Inspection Information.

Inspection and Sampling

The inspection was conducted by our accredited inspectors, and consisted of a detailed visual survey of surfacing materials, thermal system insulation, and miscellaneous materials throughout the building. Suspect ACBM was then grouped into homogeneous materials and sampling plans developed. Components of the inspection included:

• Identification of homogeneous suspect materials on a room by room basis. A summary of the suspect materials identified and all bulk sample analysis results is presented in Appendix B - Tables. Locations of bulk samples confirmed ACBM (if any) is shown in Appendix A - Figures.

• An assessment of known or assumed ACBM, generally classifying the materials using categories defined in the AHERA and National Emission Standards of Hazardous Air Pollutants (NESHAP), for asbestos. AHERA assessment categories are summarized in Appendix F. A description of NESHAP categories is presented in the Section 3 Room-By-Room Table Key.

• Homogeneous suspect ACBM's were, for the purposes of this study, placed into the following four material type categories: thermal system insulation (TSI), surfacing materials, miscellaneous materials, and floor covering. AHERA sampling protocol specifies sampling procedures for each material type.

A description of the AHERA sampling protocol is summarized in Appendix F.

Sample locations for this survey were chosen in a non-random fashion, with emphasis placed on obtaining samples of each type of accessible, suspect material and minimizing damage to the material being sampled. Samples were collected by carefully removing small portions of the suspect material in a non-abrasive manner. If possible, samples from existing damaged areas or loose pieces of material were collected. Immediately after collection, samples were placed in pre-labeled plastic containers. Containers with samples were then placed in a large resealable plastic bag for transportation to the laboratory. Sample locations are shown on Figure Set 1, Appendix A.

Samples were obtained by using techniques such as wet slicing, wet boring or similar methods designed to limit contamination of the area during sampling. The sampled area was sealed using patching compounds, duct tape, or spray encapsulates as appropriate to the material being sampled.

Photographs of each suspect ACBM were taken during the inspection. Photographs of confirmed or assumed ACBM are presented in Appendix D.

IHI Environmental 4

Laboratory Analysis

Bulk samples obtained during the inspection were assigned bulk sample numbers and entered on sample summary/chain-of-custody forms. The samples were transported to the laboratory by overnight courier under standard chain-of-custody procedures. The analysis was performed in accordance with EPA Interim Method 600/M4-82-020 and 600/R-93-116, July 1993, which employ polarized light microscopic techniques with dispersion staining for identification of mineral forms of asbestos. The quantification of asbestos in the sample is intended to be an estimate only and the limit of detection for this method is approximately 1% by volume.

Sample analysis results are presented in Appendix C - Laboratory Analysis Report and Chain of Custody.

Quality Assurance and Quality Control

Quality Assurance and quality control (QA/QC) measures adopted by IHI involved field and office components. Key parameters are summarized below:

Field QA/QC

• Review inspection forms for completeness;

• Check Homogeneous Materials Listing for sufficient number of collected samples;

• Verify locations of major mechanical components;

Office QA/QC

• Review lab results for completeness;

• Ensure appropriate cross-referencing of results, forms for given ACBM;

• Ensure drawings are updated as necessary following field QC;

• Verify approximate quantities of ACBM based on drawing review;

• Review recorded field comments for meaning, incorporate as necessary into report.
