About this file
This is a Q&A document for an elevator maintenance services solicitation that addresses bidder questions about equipment details, maintenance requirements, and administrative matters. The document provides clarification on several key aspects of the contract requirements.
Key details include: no specialized elevator features or security access systems are present; some indicator lights are currently non-functional and must be repaired by the awardee at no additional cost; after-hours emergencies will be handled through a blanket Task Order based on hourly rates; new/modernized equipment comes with a 12-month warranty period during which the construction contractor handles maintenance; the awardee will be responsible for coordinating warranty claims with manufacturers for modernized units; and there are no restrictions on maintenance times due to tenant activities. The contracting agency declined to provide detailed equipment lists or comprehensive maintenance records, though 3- and 5-year test results are available as attachments.

● Equipment Details
○ Q1: Can you provide a comprehensive list of the elevator equipment, including makes, models, and serial numbers?
A1: Exhibit 1 and 2 of the solicitation list the elevators and performance standards. We do not have a detailed list of all components with the information requested. No further information will be provided at this time.
○ Q2: Are there any unique elevator features or systems (e.g., destination dispatch, specialized security access)?
A2: No
● Maintenance History:
○ Q3: Could you share the maintenance records or history for the past 3-5 years?
A3: The full history would take too long to gather. However, here are the 3 and 5 test results. See attached.
○ Q4: Are there known recurring issues with any of the elevators?
A4: Some indicator lights are not working. In case there are some indicator lights out at the start of the contract, it will be the awardee's responsibility to repair the lights at no additional cost to the Government.
● Maintenance:
○ Q5: Are there restrictions on maintenance times due to tenant activities?
A5: No
● Emergency Procedures:
○ Q6:Are there specific protocols for handling after-hours emergencies?
A6: Once the contract is awarded the awardee will be issued a blanket Task Order, based on the hourly rate of the emergencies call back. This will be used to authorize after-hours emergencies. The contractor will be notified of such emergencies by the contracting officer or designated representative.
See Section C.12 Emergency Call-Back for additional information.
● For any new equipment/Modernized equipment:
○ Q7: Can you confirm the warranty periods included from the Original equipment installer on any modernized equipment?
A7: Once the construction work is accepted, there is a 12 month warranty on the work.
During this time the construction contractor will be responsible for the maintenance on the new elevators.
See Section F.2 Term of Contract for additional information related to warranty periods.
○ Q8: If a modernized unit falls under component warranty during the duration of our maintenance plan, how will warranty claims be handled?
A8: It will be the awardee’s responsibility to work with the manufacturer for these warranties.
● Section L.7 Offerors Checklist:
○ Q9: L.7.L FAR 52.217-1 can not be found anywhere in the document.
A9: The referenced provision is listed in block 9 of the SF33.
○ Q10: L.7.M Contractor Performance System provision isn’t in Section G.
A01: Please refer to Section G. paragraph G.4.
