COMBINED SYNOPSIS/SOLICITATION NO. 47PF0020R0101
Amendment 1 - 09/16/2021 Questions & Answers (Round 1)
The following answers (in bold) to the 80 questions received in response to the Combined Synopsis/Solicitation 47PF0020R0101 are hereby incorporated under this Amendment 1:
1. We noticed the mileage restriction on this solicitation is limited to a 250-mile radius from GSA's regional headquarters in either Boston or Seattle. Considering this is a Nationwide contract, we were wondering what the basis was for the 250-mile restriction.
With active projects all over the US and an office in Arlington, VA, we believe our team is well positioned to support this opportunity and we are eager to be considered.
Are you able to provide any additional information on the mileage restriction determination and consideration of our Arlington office?
Answer: The Architect/Engineer/Interiors (Pool A) requirement is a nationwide contract. Firms that have an office located in the mainland of the United States may be considered for that portion of the contract. The Interior Architecture (Pool B) contracts will only service either the Boston or the Seattle areas. Small business firms located within the 250-mile radius of the Seattle, or the Boston GSA Regional Offices may be considered for that portion of the contract.
2. Can you please advise on whether or not only small business enterprises (SBE) are eligible to be considered for the Interior Architecture Pool B for Regions 1 and 10? Is that category a 100% set-aside, or a partial set-aside for SBEs?
Answer: The Interior Architecture set aside (Pool B) is a total set aside for small businesses only and only small businesses will be considered. It is referenced as a partial small business set aside because it's being procured with the full and open portion (Pool A).
3. Do you expect that the majority of work in our service area (NE/Mid-Atlantic) will be assigned to the Pool B Offerers?
Answer: The Interior Architecture (Pool B) contracts for the Boston area may be awarded task orders for projects that are predominantly located in Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. The Interior Architecture (Pool B) contracts for the Seattle area

may be awarded contracts that are predominantly located in Washington, Oregon and Idaho. The Architect/Engineering/Interior Design (Pool A) contracts may be awarded projects Nationwide including the Boston and Seattle areas.
4. Re: small business set aside for Regions 1 and 10 - Can you share any information about the decision to only have a small business set aside for those regions? Do the other regions plan to solicit small business set aside projects individually? Or manage their own IDIQ’s?
Answer: R1 and R10 are small regions and have limited resources. The Interior Architecture contracts are meant to supplement their contracting options and not to replace any existing regional IDIQs. There are no plans to procure Interior Architecture small business set aside contracts for any other GSA region nationally at this time.
5. Are the anticipated Pool B task orders for projects only located in Region 1 and Region 10?
Answer: Yes
6. Discrepancy in the solicitation: Is Pool B partially set aside or fully set aside for small businesses?
Answer: The Interior Architecture set aside (Pool B) is a total set aside for small businesses only and only small businesses will be considered. It is referenced as a partial small business set aside because it's being procured with the full and open portion (Pool A).
7. I wanted to confirm that the aforementioned contract is a small business set aside contract in its entirety.
Answer: Pool A is open to both large and small businesses. Pool B is limited to small businesses only.
8. Does the 12 non-aside contracts require a small business contracting plan including SDVSOB participation?
Answer: yes
9. Is there a small business goal requirement for the large business contracts as part of Pool A?
Answer: yes

10. For the Pool A contract, will you consider firms that can only serve a limited geographic region?
Answer: Firms being considered for Pool A would need to be able to provide services to the entire United States and potentially the US territories as all eleven regions will be utilizing the contract.
11. Will you make awards to firms that may NOT have experience in the ENTIRE continental US but perhaps in a REGION of the US such as: Midwestern States;
Southeastern States; etc?
Answer: yes
12. Would be possible to tell me who is the current contract holder for this opportunity

13. If this is a recompete of an existing contract, how many incumbent firms are there on the most recent contract?
Answer: Yes, this contract is a replacement of an existing IDIQ which was awarded to 12 firms.
14. Is there an incumbent list that GSA can share for these two pools?
Answer: The existing IDIQ is not structured in the same manner as the contract for which we are presently soliciting for. The current IDIQ has 9 large businesses and 3 small businesses; however, they are not broken into separate pools or separate geographic areas.
15. Can you let us know how this solicitation relates to the Multiple Award Zonal Architect and Engineering IDIQ solicitation (47PA0319R0048) issued in May, COMBINED SYNOPSIS/SOLICITATION NO. 47PF0020R0101 whose outcome we are awaiting? There is overlap between the two and the distinction is not clear to us.
Answer: This solicitation is independent of the Multiple Award Zonal Architect and Engineering IDIQ sponsored by the Special Programs Division.
16. The solicitation lists “NAICS Code: 541310-Architectural Services” as the code to qualify for the small business set-aside, yet Pool B is listed as interior architecture services Regions 1 and 10. Would it be more accurate to list Pool B as “NAICS Code: 541410 Interior Design Services”?
Answer: At this time we are only permitted to contract under one NAICS code and the most accurate code for both Pool A and Pool B is 541310-Architectural Services.
17. Approximately how much of the work anticipated under this contract is expected to be related to new construction as compared to restoration/rehabilitation/adaptive reuse of existing buildings, if known?
Answer: It is hard to predict what types of design services will be required over the next five years. The post pandemic market trend currently is leaning towards consolidations/renovations rather than new construction, although that could change in time.
18. What is the forecasted project load under this IDIQ including region/location in the US.
Answer: It is difficult to predict where and how many projects will be awarded to each firm. On the current AEI IDIQ the average amount of projects awarded in the last twelve months was 8 projects per firm. The total amount for all projects in the last twelve months was approximately $24 mil. There is no guarantee firms will be awarded task orders other than the minimum guarantee of $5K for the first year.
19. Can you share a Minny / Max estimate on the size of any given task order? ie:
$100,000 to $10 Million in construction cost
Answer: Task order can range from approximately $20K for a Workshop to multi millions for a study and design of a large renovation project.
20. Once any given Task Order is going to be issued, does GSA plan to request a BID from a few of the firms who have been selected as a result of this procurement?

Answer: Task orders will be issued in accordance with the Brooks Act selection procedures. This will be a qualification selection, reviewing at least three, then negotiating a fair and reasonable price
21. Is there an overall page limit for this submission?
Answer: Page limit requirements are detailed in each section. Submissions must follow those requirements.
22. I see that we will submit project examples, resumes, and a project management narrative in addition to the SF 330 - Should we submit the additional information in booklet form or is there a specific required format beyond page limit and size?
Answer: The submission should include sections for Factor A-E and the fully completed SF 330. The table of contents should include interactive index tabs for each Evaluation Factor Section and for the. The pdf documents should be in an 8.5" x 11" size and either Portrait or Landscape orientation is acceptable. The page limits are detailed in the RFQ and should be followed.
23. On p. 6, Submittal Requirements for Factor A, the direction is to provide not more than five projects “not more than two (2) pages”. On p.13, Section F, “each project should be no more than three (3) pages.” Please clarify the page limitation for the projects. If you are allowing a modified Section F form, please confirm blank pages do not count in the page count and consider allowing 4 pages per project.
Answer: For Factor A, provide no more than five example projects and not more than 2 pages containing narrative and/or graphic material per project.
Section F is incorrect with a page limitation of 3 pages. Blank pages do not count in the page count.
24. Please confirm the maximum page limit for the five example projects. Submittal requirements for Factor A state a two-page limit, but under Standard Form 330 Instructions for Section F, it states a three-page limit
Answer: There is a 2 page limit for each example project. Section F is incorrect and the solicitation will be amended
25. Is there a font size that offerers are supposed to use?
Answer: No less than size 11
26. “Please ensure electronic submissions include a bookmarked table of contents for each evaluation criteria.” The current RFP organizes the Prime A/E Firm

response by SF330 Section. Please clarify electronic bookmarks should follow the SF330 sections.
Answer: The submission should include sections for Factors A-E and for the SF330. The electronic submissions should include interactive index tabs for the table of contents using the bookmark pane (this differs depending upon the software that each firm uses).
27. Is the format of the PDF limited to 8.5 x 11 vertical format? Also, should we put specific margins on the edges of the PDF?
Answer: The format required is 8.5 x 11. Portrait or Landscape orientation is acceptable. There is no specific requirement for margins.
28. What is the preferred delivery method for qualification submission? Mailed hard copies? PDFs? USB? - I'm sorry if I overlooked something in the instructions
Answer: Per the RFQ:
Please ensure electronic submissions include a bookmarked table of contents for each evaluation criteria. All submissions shall be emailed in their entirety by the closing date and time specified, to Krystal Blue at krystal.blue@gsa.gov. Email submissions are required; no originals will be accepted by mail.
The RFQ will be amended to include Helen Dimonte as an additional point of contact for email submissions. The new verbiage will read:

29. Are we able to submit qualifications if we have an active SAM.gov entity registration application? I have one working right now, I'm just concerned we may not finish it before the deadline.
Answer: Per the RFQ:
At the time of submission of qualification packages, interested Prime A/E Firms must have an active registration in the System for Award Management (SAM), SAM.gov.

30. May we include additional information in Section H other than the four designated requirements under Section H, p. 13?
Answer: No
31. Is there file attachment size limit for our proposal submission to krystal.blue@gsa.gov ?
Answer: The GSA limit on file attachments is 25MB. Should your attachments exceed this amount, please submit in multiple emails and indicate email is 1 of 5, for example.
32. Do our international offices need to be registered on Sam.gov for their personnel to participate?
Answer: The lead office is required to be registered in SAM. Only one office will be used on contract award documents.
33. Is only the lead office of the Prime A/E required to be registered on Sam.gov?

34. Are all participating US offices of the Prime required to be registered on Sam.gov?

35. What is the file size limit of the submission?
Answer: The GSA limit on file attachments is 25MB. Should your attachments exceed this amount, please submit in multiple emails and indicate email is 1 of 5, for example.
36. Can there be more than one lead designer if each has a clearly defined role?
Answer: yes
37. Can the six personnel required in Stage I be from different firms?
Answer: yes
38. Is it GSA’s preference that this team be led by an architect or an interior designer?

Answer: The contract is a Brooks Act Procurement and the Lead Designer must be a licensed architect or engineer.
39. For key personnel, please confirm the Lead Designer does not need to be an Architect.
Answer: The contract is a Brooks Act Procurement and the Lead Designer must be a licensed architect or engineer.
40. Lead Designer, Key Designer, and Principal are all mentioned in the RFP. Please confirm all three titles are the same project role and indicate preferrable project titles.
Answer: Lead Designer and Key Designer are the same roles. A Principal may or may not be a Lead/Key Designer.
41. Please define the role of Technologist and the required experience, professional qualifications, training, and education for this position.
Answer: The Technologist is an individual and/or a team who has the knowledge and experience in the evaluation, development and creation of a project's technology ecosystem. As a generalist, the technologist will be the source of knowledge to represent and advocate for the integration of customized technology designs and solutions within the realm of workplace strategies and transformation solutions. As a member of the workplace strategy and/or project team, the technologist will translate the important connections and lead recommendations for implementation between technology infrastructure, interface, equipment/devices, applications and collaboration tools and analytics.
42. For Pool A, is licensure required to be already in hand for all states, or is it acceptable to obtain licensure when the opportunity/need arises?
Answer: Depending on the project requirements, it is acceptable to obtain additional licensure as needed.
43. As a global firm with locations in the U.S. Canada and UK, do all proposed designers’ need to be US-based? Ca in-house international public buildings designers be integrated onto a US led team?
Answer: Depends on the project's security requirements.
44. Under Factor A, it states ‘the team’s key personnel shall include up to six (6) individuals’ from the list of key disciplines, but further down on the same page, COMBINED SYNOPSIS/SOLICITATION NO. 47PF0020R0101 under Factor B, it states that ‘The offeror shall also provide resumes for all key personnel identified’. Can you clarify who/how many resumes you are looking for with this submission?
Answer: The maximum limit for key personnel is 6.
45. Under Factor A, it states to include five (5) projects that are to be not more than two (2) pages each, but under SF330 Instructions/Section F, it states that those five (5) projects should be no more than three (3) pages each. Can you clarify?
Answer: For Factor A, provide no more than five example projects and not more than 2 pages containing narrative and/or graphic material per project.
Section F is incorrect and will be amended
46. Evaluation Factor A instructions state there is a 2 page max for each project, yet Section F instructions state that projects can be 3 pages. Please confirm which is correct.

47. Under Factor A submittal requirements, the solicitation says, “…the offeror may submit not more than two (2) 8 ½” x 11” pages containing narrative and/or graphic material to more fully describe the offeror’s work.” Later, under the SF 330 Instructions, under Section F, the solicitation says, “Each example project should be no more than three (3) pages.” Q: Please clarify whether offerors are allowed two or three pages for each project shown in Section F of the SF 330 response.
Answer:For Factor A, provide no more than five example projects and no more than 2 pages containing narrative and/or graphic material per project.

48. 49. Under Submittal Requirements for Factor A, it states that no more than two pages containing narrative and/or graphics for projects, but in Section F it says each example project can be 3 pages. What is the page limit for Section F projects?
Answer: For Factor A, provide no more than five example projects and no more than 2 pages containing narrative and/or graphic material per project.

50. “This factor evaluates the quality of the Lead Designer’s philosophy,” as well as requirements for resumes for six “highly qualified individuals.” In the SF 330 Instructions, Section H, item 4, this design philosophy appears to belong in Section H, not as an introduction to Section E. Please confirm where you expect to see the design philosophy.
Answer: Include the Lead Designer's philosophy in Section H4 of the SF330 only.
51. In the RFQ under Factor B: Professional Qualifications, it states that “the multidisciplinary team’s key personnel shall include up to six highly qualified individuals of the Offeror’s choice. Selected individuals shall be qualified to perform one or more of the following roles: lead designer(s) (architect), lead interior designer(s), lead workplace strategist(s), project manager, engineer(s), change management specialist, preservation specialist, technologist, acoustic specialist, or lighting specialist/engineer(s).” However, under Submittal Requirements for Factor B it states that “the Offeror shall also provide resumes for all key personnel identified.” Please confirm if the maximum number of resumes to be submitted is limited to (6) or if a resume should be submitted for each individual fulfilling a role under the key disciplines as listed under Factor B:
Professional Qualifications (which will exceed 6 resumes).
Answer: Only submit resumes for the 6 key personnel.
52. Under Factor B, required key personnel are listed as such: “The multidisciplinary team’s key personnel shall include up to six highly qualified individuals of the Offeror’s choice. Selected individuals shall be qualified to perform one or more of the following roles: lead designer(s) (architect), lead interior designer(s), lead workplace strategist(s), project manager, engineer(s), change management specialist, preservation specialist, technologist, acoustic specialist, or lighting specialist/engineer(s).” Q: For clarification, does this mean that it is up to the offeror what mix of engineers and specialists it shows beyond the leads? Are positions marked with an “(s)” allowed multiple names and resumes?
Answer: The Offeror should propose the best qualified multi-discipline key personnel (of their choice) to compose a well-balanced team.

53. Do Factor B Resumes need to use the SF330 format?
Answer: Yes
54. “Satisfactory past performance shall be verified … through PBS Past Performance Questionnaires (PPQ) provided by applicable clients upon request by Offeror.” Each PPQ provided in Appendix A is five pages. Do you expect to receive PPQs within the proposal or submitted separately to GSA? If within the proposal, please make an additional page allowance and consider using an appendix.
Answer: Factor C Past Performance: The Offeror is required to submit a minimum of 3 references, but not more than 5 with a page limit of 5 pages per project. If the Offeror includes PPQs, that must be submitted with the proposal and stay within the 5 page limit per project. The Offeror may also provide a maximum of 3 pages containing performance recognition documentation related to past performance.
55. RFP item Submittal Requirements for Factor C indicates the “Offeror may provide not more than three 8 ½” x 11” pages containing performance recognition documentation related to past performance.” However, Section H 3. Past Performance Documentation requires for each sample project submitted in section F to include “copies of any performance evaluations or owner review of firms performance, provide an accessible owner point of contact including name, title, address and current phone number, provide copies (or listing) of awards, provide copies of letters of appreciation/commendations” without any page limitations. Please clarify page count for past performance.
Answer: Factor C Past Performance: The Offeror is required to submit a minimum of 3 references, but not more than 5 with a page limit of 5 pages per project using the PPQs. . If the Offeror includes letters of appreciation and so on, that must be submitted on Section H3 of the SF330 and be a maximum of 3 pages
56. Please define “self-provided performance recognition material which will not be rated as highly as information provided by references.” Is this pertaining to Past Performance Questionnaires (PPQs) vs. CPARS ratings? What type of past performance documentation would be the most highly rated?
Answer: If the Offeror provides their own review of their work, that is self-provided performance. Any documentation from the customer and/or GSA will be the most highly rated.

57. Project Management and Control Plans are generally voluminous documents not easily condensed to three pages (per p. 11) or five pages (Section H, page 13).
Please confirm the page count (three pages for the management plan, five pages for the quality control plan, plus three 3-page project-specific Project Management and Quality Control Plans.
Answer:
Factor D - Management and Quality Control Plan: provide no more than 3 Management Plans and 3 Quality Control Plans per past projects . Each submitted plan has a 3 page maximum, therefore if 3 projects are submitted then the maximum page limit is 18 pages (3 projects each with 6 total pages - 3 for Management Plan + 3 for Quality Control Plan).
Section H: The Management Plan required on the SF330 is specific to this solicitation, not past projects, and will also be used for future task orders that will result from this contract award.
58. Confirm that the offeror must submit (3) examples of Project Management and Quality Control Plans that the firm/team has employed on past projects as part of Factor D as well as a Project Management and Quality Control Plan specifically tailored to this contract as part of SF 330 Section H
Answer: That is correct
59. Evaluation Factor D requests 3 specific Project Management & Quality Control Plans (3 pages each) that the team has employed on past projects – where should those 9 pages be included in the SF330? If Section H – can we assume that examples are expected in addition to the 3 pages allowed for a Management Plan & 5 pages allowed for the Quality Control Plan, as requested?
Answer: Factor D submission should be submitted on the SF330 under Section H1 - Management Plan and Section H2 - Quality Control Plan. For relevant past projects, offers may provide examples of specific Project Management Plans and Quality Control Plans.
60. For Section D: Organizational Chart, please consider an 11x17 page format to allow for clear demonstration of our team.
Answer: The required format for all documents is 8 1/2" x 11".
61. Are the 6 key personnel requested in Evaluation Factor B supposed to be presented in SF330 Section E?
Answer: Yes, Section C of the SF330 fulfills this requirement for Factor B - Professional Qualifications. Only submit information on SF330.

62. Can the SF330 Section E Resume format be altered?
Answer: No, the form should be completed and submitted as is.
63. Please confirm that the intent is that Section F only include 5 total projects (not 10 as is typically allowed in the SF330)
Answer: Only provide a maximum of 5 example projects.
64. Are the 5 projects requested in Evaluation Factor A to be presented in the SF330 Section F?
Answer: Yes
65. Would GSA consider amending the project completion date to the past 10 years (instead of the stated 5 year limit)?
Answer: No
66. For projects submitted in Section F, confirm it is acceptable to present similar IDIQ programs as example projects to successfully demonstrate our team’s ability to successfully accomplish a wide range of project types, sizes, budgets and complexity.
Answer: Yes
67. Due to the delays on some projects during the past 18 months due to the pandemic, might you consider extending the timeframe of submittable projects … such as constructed in the past ten (10) years or designed in the past five (5) years?
Answer: No
68. We identified a discrepancy in the solicitation: Are the Section F: Past Project Examples limited to two pages or three pages?
Answer: Past Project Examples are limited to 2 pages.
69. Do the Section F Project Experience pages need to contain the Attachment A criteria and the SF300 Section F Criteria?
Answer: Section F of the SF330 fulfills this requirement for Factor A - Specialized Experience and Technical Competence. Only submit information on SF330, Section F.

70. Failure to address each of the evaluation factors and provide the requested information, in writing, may result in failure to qualify.” Please consider expanding Section H page limitations so we can specifically respond to identified Evaluation Criteria Factors A-E.

Answer: Factor E is not part of the SF330. Factor C and Factor D have parts that are included on the SF330 and others that are not. Refer to the A/E/I Submission Clarification attachment for further explanation.
72. Within the solicitation there is mention to comply with the Brooks Act procedures, and under instructions for the Standard Form 330 Instructions: Section H, it includes, “(see attachment PBS Procurement Instructional Bulletin PIB 13-04)”.
Can you please direct us to the locations of the most current information on this, the forms, or possibly supply the referenced attachment?
Answer: PBS Procurement Instructional Bulletin 13-04 is the Memorandum regarding the Application of the Architecture-Engineer (A-E) 6% Design Fee Limitation. PIB 13-04 Attachment #1 and Attachment #2 have been included as an attachment to the combined synopsis/solicitation.
73. Would you consider expanding the two-page limit for Section H 4. Lead Designer and Teams Design Philosophy and Design Intent to accommodate further evidence of our philosophy and approach to project solutions?

74. In Appendix A, you provide a PPQ form. If we have a PPQ form recently filled out with similar information on a different format, may we use that PPQ form or do we need to get a new PPQ form from our client only using the format included in Appendix A?

80. Can GSA develop a sign-in sheet with denoted Primes for the scheduled 9/9 pre-bid meeting?
Answer: Attendees were instructed to provide name, firm and email address in the chat box of the virtual meeting. That list will be provided in an amendment.
