5. SELECTION PROCESS (Helen)
a. GSA’s selection for A/E contracts is a two-step process. First step is qualifications based.
The current notice is a Request for Qualifications ONLY.
b. Pool A is open to all business concerns. Pool B is a Small Business Set Aside.
c. Must be registered at SAM.gov under the following NAICS codes:
i. 541310 – Architectural Services
d. Submissions will be evaluated by the criteria stated in the RFQ.
e. From the qualifications submission – GSA will shortlist the most highly qualified firms
i. Short-listed firms may be asked to participate in an interview
f. During the second step of the process – shortlisted firms will be required to submit documents and negotiate salary, overhead and profit rates w/ GSA IG – which will be used to negotiate and award task orders.
g. Time Frame:
i. Early November: Short list for Stage 2 will be posted on SAM.gov
ii. Late November: Presentations
iii. Mid December: Final selected firms will receive RFP
iv. Early May: Awards

i. Question: Under Factor A, it states to include five (5) projects that are to be not more than two (2) pages each, but under SF330 Instructions/Section F, it states that those five (5) projects should be no more than three (3) pages each.

2. National A/E/I IDIQ Pre-submission Conference Questions & Answers:
1. To clarify, a small business outside of the 250 miles area should only apply to Pool A.
Being outside immediately disqualifies, right?
Conference Answer: yes
Updated Answer: Correct. A small business firm unable to meet the location requirement for Pool B is invited to submit for Pool A.
2. Of the 12 Unrestricted nationwide contracts (Pool A), is there a goal of awarding some of those to small business firms?
Conference Answer: there is not a specific goal to award contracts to small businesses in Pool A. Up to (12) twelve of the “ best qualified” firms will be awarded contracts in Pool A.
Updated Answer: while no specific goal of awarding to small businesses for Pool A exists, small businesses are permitted to submit for Pool A. Awardees will be determined based on being the most qualified regardless of size.
3. Will the first amendment be issued prior to the deadline for questions on Sept 13?
Conference Answer: The questions and answers will likely be issued on September 13, 2021. We will extend the window for questions to allow follow up questions.
Updated Answer: due to the volume of questions and allocated man power, an amendment was not issued prior to September 13, 2021. The first round of questions in addition to revisions to the RFQ were issued via Amendment 1 on September 16, 2021. Amendment 2 contains the conference meeting agenda, attendee list, and questions and answers from the conference held September 9, 2021. At the present time, GSA has decided not to extend the question deadline.
4. I would like to confirm that what’s listed under the Procurement Description on SAM.gov is the actual RFQ information requested? I only see Appendix A and SF330 under the attachments links to download.
Conference Answer: The RFQ is not an attachment, the body of text for the requirements are listed on SAM.gov.

5. You just stated that Prime firm must be an A/E. Could an architecture firm without engineering in house still submit with an engineering consultant partner?
Conference Answer: Yes
6. Do you Require Pool-A (Open/UNR) to have Small Business Participation Goals also (in addition to Pool-B SB)?
Conference Answer: Pool ALarge businesses will need to submit a subcontracting plan with small business participation goals in Stage II.
7. Can a key individual be a group of individuals versus one person?
Conference Answer: The maximum number of key personnel allowed in Stage 1 is (6) six including the Lead Designer.
8. Also, are you able to share what firms were contracted under the prior IDIQ that's expiring?
Conference Answer: The current AEI IDIQ contract holders are AECOM Technical Services, BHDP Inc, DLR Group, Inc, EYP, Inc, Jacobs Engineering Group Inc, Monica Ponce de Leon Studio, Inc, Skylab Architecture LLC, Smith Group JJR, Inc, Perkins + Will, Inc, Studios Architecture, Marble Fairbanks, and Gensler Inc.
9. Will each of GSA's Region administer Task Orders to the finally selected firms or does Region 5 handle the task orders for the entire US ?
Conference Answer: Most of the task orders will be managed by the regions. Projects that are generated from our office (Center for Workplace Strategy), the procurement will be managed out of the Region 5 contracting team.
10. Will you post answers to the questions you have received by September 13 or wait to post answers to all questions if you extend the deadline for questions.
Conference Answer: The questions/answers will likely be posted on September 13, 2021.

11. Do the small businesses submitting for Pool B have to qualify under 541310 for architectural services, or can they qualify for 541330 for engineering services?
Conference Answer: They need to qualify under 541310.
Updated Answer: All firms, submitting for Pool A or Pool B or both, are required to qualify for NAICS Code 541310 - Architectural Services. No other NAICS codes will be accepted.
12. Could an engineering firm without architecture in house still submit with an architectural consultant partner?
Conference Answer: No, the Prime firm needs to be an architecture firm or combo architecture/engineering firm.
Updated Answer: An engineering firm without in-house architecture would have to enter a Joint Venture with an architectural firm. An architectural firm as a subconsultant will not suffice.
13. I only see the RFQ as text on the site, not a PDF.
Conference Answer: Yes, that is correct, the RFQ is not available as an attachment.

14. I have also experienced the same thing...there is not an RFQ as an attachment for me that shows up.

16. Just clarifying that you just said that ONLY an A/E firm can submit -- NOT an Architecture only firm. IS THAT CORRECT?
Conference Answer: No, an architecture or architecture/engineering firm can submit as the Prime contractor.

17. Monday is the 13th. Can you extend last date for questions so we can review responses to see if we have any clarifications?
Conference Answer: Yes. GSA will extend the deadline for questions. Krystal Blue will set the new date early next week.

19. Will the awarded firms be able to work throughout country or will each firm be specified to a certain region?
Conference Answer: Pool A (The Architect/Engineering/Interior Design) contracts may be awarded projects Nationwide including the Boston and Seattle areas. Pool B ( The
Interior Architecture) contracts for the Boston area may be awarded task orders for projects that are predominantly located in Connecticut, Maine, Massachusetts, New
Hampshire, Rhode Island, and Vermont. Pool B (The Interior Architecture) contracts for the Seattle area may be awarded contracts that are predominantly located in
Washington, Oregon and Idaho.
20. What subs, if any, are required with the Quals submission? ie, MEP, Civil engineering, etc.
Conference Answer: The Offeror should identify the core subcontractors that will be used on a regular basis. In Stage II GSA will provide a full list of requirement personnel.
21. Just to clarify, you only want 6 key staff resumes for a nationwide contract? Not resumes for each of the key staff you list in the RFP?
Conference Answer: That is correct. Submit only (6) six key personnel in Stage 1. Stage
2 will include all key personnel.
22. Is the small business plan /subcontracting plan that has been stated today several times for Pool A large business need to be included in Stage 1 or is that later in Stage 2?
Conference Answer: Small business plan/subcontracting plans are part of Stage 2.
23. For this initial stage, do you encourage and/or prefer teaming/partnerships or submit as single firms?

Updated Answer: GSA is neither encouraging nor has a preference for teaming/partnerships; however, joint ventures are permitted to submit.
24. Given that Pool A will require firms to meet unspecified small business goals, do you want a small business plan as a part of our Stage I submission, or will the plan only be required for Stage II?
Conference Answer: Small business plans are part of Stage 2.
25. Can a firm submit as Prime and also be on a team as a consultant?
Conference Answer: Yes
26. Is Pool B restricted to Interior Design services only? Also is there a justification for a set aside to only those regions?
Conference Answer: The scope is broader than just interior design; it includes architecture as well. Yes, the set aside was justified with SBA.
Updated Answer: Additionally, R1 and R10 are small regions and have limited resources. The Interior Architecture contracts are meant to supplement their contracting options.
27. If this meeting is being recorded, will you be able to share the presentation once it is concluded?
Conference Answer: The meeting is not being recorded. The meeting minutes and attendee list to be shared.

28. Can you address the types and sizes of potential projects?
Conference Answer: Projects can range from a small Design Charrette ($20K) to the full design of a large consolidation/renovation project ($ multi-millions). Most common types of projects are Workplace Engagements, Feasibility Studies, Portfolio Studies (Post
COVID), Program of Requirements, Full Design for Consolidation/Renovation Projects.
29. Please discuss your vision for 'design excellence' requirements.
Conference Answer: GSA is looking for excellence around design and our focus is around workplace strategy. On an IDIQ we are looking for what the Vision is of the Firm, how you approach a project, co-create solutions, help find what problems need to be solved and define responsible architectural solutions to those problems. Every project we do should be Design Excellence.
30. If this meeting is being recorded, will you be able to share the presentation once it is concluded?
Conference Answer: GSA will share the agenda and meeting minutes for the meeting.

Conference Answer: The page limit for each requirement is detailed in the RFQ.
Updated Answer: There is no overall total page limit for Stage I submission.
Please utilize the revised RFQ and the A/E/I Submission Clarification document provided in Amendment 1 to determine page limits for each factor/section.
34. Can the lead designer be an interior designer or must it be an architect?
Conference Answer: No, the Lead Designer must be an architect.
Updated Answer: As specified in Amendment 1, the Lead Designer must be a licensed architect.
35. Can you please confirm if SDVOSB participation will be mandatory for the Pool A
Unrestricted contracts and/or Pool B SB set asides? My understanding is Pool A is unrestrictive and will require a subcontracting plan with a mandatory 3% SDVOSB participation and Pool B SB set asides would not require SDVOSB participation. Thank you.
Conference Answer: Although correctly stated, hesitate on the word “mandatory”, firms are required to do due diligence to meet the goals.
36. Is there a limit on the number of firms moved to Phase II?
Conference Answer: No. The evaluation team will look for a natural break within the best qualified. The evaluations will reach a consensus.
37. Are US based project examples scored better than International projects?
Conference Answer: No. They will be equal. What matters is the outcome of meaningful project solutions. Show something that aligns with the firm's skills.
38. Will Prospectus level projects be included in the IDIQ?

39. What type of documentation is preferred to prove a company's location?
Conference Answer: Provide office location information that can be verified such as the address and office phone numbers.
40. Will you share with us the members of the Review Board? Thank you.
Conference Answer: No.
41. Just to confirm, you do expect the Phase 1 qualifications to use the SF 330 form
(Sections A-H). Correct?
Conference Answer: Yes
42. Are there LEED or sustainability goals for the potential projects?
Conference Answer: Absolutely. First and foremost the projects will comply with GSA initiatives and executive orders. Sustainability goals may vary project to project.
43. I would recommend the Part II form be used. *statement made, not a question (clarification: I would recommend the Part II form be used to show location of proposed firms & consultants)
Conference Reply: If you have subcontractors you will be using Part II.
44. How much of an emphasis will be placed on Historic Preservation for this IDIQ?
Conference Answer: It will depend on the location of a project. It will be a good mix of historical projects.
Updated Answer: Project types, including those with a focus on historic preservation, will be determined by regional workload.

Conference Answer: Three of the five projects need to be attributed to the Lead Designer.
You may have more than one Lead Designer, however; make sure it is clear why you have multiple Lead Designers. Describe why the choice has been made and explain why you have certain roles.
47. In the past we have submitted as a lead design studio within a JV, would that be acceptable?
Conference Answer: The Lead Designer has to be an architect and the key personnel cannot exceed 6 people.
Updated Answer: If the above applies, then yes, submitting as a lead design studio within a JV is acceptable.
48. if you have more than one lead designer, how do we contribute three projects to each designer when the limit is 5 projects?
Conference Answer: Whether you choose one Lead Designer or more, the project limits stays the same at a maximum of 5 projects.
49. If there are multiple lead designers can we submit more than six resumes?
Conference Answer: No, the maximum key personnel is (6) and that includes the Lead
Designer(s).
50. In a past Design Excellence IDIQ, we have been approved for two co-lead designers who have practiced entire career as co-designers. These two were submitted as one of the six key professionals. Is this permitted?
Conference Answer: No. Two co-Lead Designers would count as two (2) key personnel.
