Amendment 3 - 10/04/2021 Questions & Answers (Round 2)
The following answers (in bold) to the 130 questions received in response to the Combined Synopsis/Solicitation 47PF0020R0101 are hereby incorporated under this Amendment 3:
1. We fall in Group B but do not comply with the distance requirement and therefore cannot submit as Group B. GSA indicated that SBE’s in our situation can apply through Group A. Question is if we do so, would certain percentage of Group A be set aside for SBE’s?
Answer: Pool A is a full and open competition and is not a small business set aside, so no percentage will be set aside for small businesses.
2. For the Pool A – National Requirement, will anticipated task order locations be released to ensure that companies are properly staffed with personnel licensed to practice in that state?
Answer: Task orders will be nationwide, across all regions.
3. Pool B (Interiors) – Regions I & X, GSA notes that Pool B will be a partial Small Business set aside. How many of the four (4) awardees are intended to be awarded to Small Business?
Answer: All awardees within Pool B will be small businesses.
4. In Pool A, is this work in Division 5 only or national?
Answer: Region 5 is responsible for the procurement of this vehicle, but Pool A is a vehicle for nationwide assignments.
5. Can a firm submit as a prime and also as a sub on another team for Pool A?
Answer: yes
6. Is Pool A only for projects in GSA Region 5 (IL, IN, MI, MN, OH, WI)? Do Offerors need to have current licenses in each of these states at the time of submission?
Answer: Pool A is national, not just for Region 5. The Prime firm must have appropriate licences in the State(s) their office is located in and have the ability to obtain a license in other states as needed.

7. Will points be awarded to firms who demonstrate small business subcontracting efforts via the small business plan or as a team submission?.
Answer: No. Shortlisted large business concerns moving ahead to Stage II will be required to submit an acceptable subcontracting plan.
8. Should we provide a Small Business Participation Plan for Pool A?
Answer: Not now - shortlisted large business concerns moving ahead to Stage II will be required to submit an acceptable subcontracting plan.
9. For the stage 1 submission, do we need a full consultant team or are the quals only for the lead firm? If so, is there a subcontracting goal for the Pool A contract?
Answer: In Stage I, the maximum limit for key personnel is 6. The personnel can be any combination of persons the firm would like to submit. Only in Stage II will firms be required to provide all categories/job titles for the prime and subcontractors.
Pool A awardees will be responsible for a small business subcontracting plan/goal in Stage II. Please see the goals below in question/answer #10.
10. What is the SBE percentage goal? 25%?
Answer: For large businesses the small business goals are as follows:
● 30 percent of prime contracts for small businesses
● 5 percent of prime contracts for small disadvantaged businesses
● 5 percent of prime contracts for women-owned small businesses
● 3 percent of prime contracts for service-disabled veteran-owned small businesses
● 3 percent of prime contracts for HUBZone small businesses
11. Does GSA require Small Business certification? If yes, please indicate the process.
Answer: If a small business, it should be certified in sam.gov

13. In which states can we expect the projects to be, so we can determine if our licensures align?
Answer: The Prime firm must have appropriate licences in the state(s) their office is located in and have the ability to obtain a license in other states as needed to accomplish task order requirements.

14. How many contracts are expected for each GSA region nationwide? Will the majority of the contracts be issued for GSA Region 5 as a result of Region 5 announcing the opportunity?
Answer: GSA anticipates awarding up to 12 contracts for Pool A and up to 4 contracts for Pool B. Pool A awardees will not be specific to any GSA region and will need to be able to perform work in any given region.
Region 5 is responsible for the procurement of this vehicle; however, the majority of work will not be in Region 5, but spread across all eleven GSA regions.
15. What is the projected number of projects? Do you have an idea of any specific projects that would be included under this contract?
Answer: The projected number of projects is unknown. Specific project types are unknown at this time also.
16. What % of projects include Historic Preservation services and if so, where are these projects located?
Answer: Approximatley 20% of the projects will include Historic Preservation. The projects are located nationwide.
17. Should Migration Plan services be provided by a standalone consultant?
Answer: Migration Plan services may be provided by either the Prime or a subconsultant.
18. Is the scope of Migration Plan services intended to be at the Department scale?
Individual building scale?
Answer: It could be either.
19. Could you please clarify the scope for the "Integrated Real Estate Portfolio" service?
Answer: Post COVID many agencies are looking to reduce their real estate portfolios nation-wide. The scope may include short and long term portfolio plans to conduct comprehensive assessments of current needs and capabilities including inventory of real property assets.
20. Can you identify potential projects (i.e. square footage or construction costs) associated with the five year contract?

Answer: Potential projects are unknown at this time; however, the range for project square footage/construction costs is very broad.
21. Although courthouses and LPOEs are mentioned, are the building types primarily workplaces?
Answer: yes
22. What is the relative mix of exterior versus interior work?
Answer: We anticipate approximately 20% exterior and 80% interior.
23. Is there significant historic preservation work involved, and if yes, is it primarily exterior?
Answer: There will be historic preservation task orders issued under this contract. They may include interior and/or exterior work.
24. Experience with laboratories is mentioned. Could you please describe the types of laboratories that might be served under this IDIQ?
Answer: The range of government agencies and missions are very wide. It is difficult to specify the exact type of laboratory that may be included in task order assignments.
25. REQUIREMENTS UNDER THE CONTRACT, Page 3 of the Solicitation notice notes:
“Performance of the contract, selected A/E firms may be required to include a broad range of architectural and engineering disciplines/services in order to accomplish the task orders under this contract. These may include, but are not limited to Integrated Real Estate Portfolio and Master Planning Question:
a. Kindly clarify the typical scope entailed in the Integrated Real Estate Portfolio Planning discipline.
Answer: Post COVID many agencies are looking at reducing their real estate portfolios nation-wide. The scope may include short (1-3 years) and long (5-10 years) term portfolio plans to conduct comprehensive assessment of current needs and capabilities including inventory of real property assets, and delivering a real estate strategy that meets the agency's goals.
26. How will task assignments be made under the IDIQ? e.g., pre-selection for assignments? bid among several firms? lottery?

Answer: Task orders will be issued in accordance with the Brooks Act selection procedures. This will be a qualification selection, reviewing at least three, then negotiating a fair and reasonable price
27. Can you please confirm the page limit for the Section F projects? Under the section titled “Submittal Requirements for Factor A,” it states that the five project examples in the SF330 should be no more than 2 pages long, while under the instructions for the SF330 “Section F” it indicates project examples can be up to three pages.
Answer: For Factor A, provide no more than five example projects and no more than 2 pages containing narrative and/or graphic material per project.
Section F was corrected in Amendment 1 issued September 16, 2021.
28. Please clarify page limitations per sections, particularly page limit of projects in Section F
Answer: Page limit requirements are detailed in each section. Offerers must follow those requirements. GSA encourages the utilization of the A/E/I Submission Clarification sheet included in Amendment 1 issued 9/16/21 and revised in Amendment 3 issued 10/4/21.
Section F: Project Limits: No more than five projects should be submitted.
Page Limits: No more than two 8.5" x 11" pages containing narrative and/or graphic material per project.
29. Are we able to include a cover, TOC, tabs, etc. for formatting purposes?
Answer: yes
30. The RFQ requests that the PDF of the final submission include a bookmarked table of contents for each evaluation criteria. However, the evaluation criteria as outlined in the RFQ do not necessarily follow the structure and order of the SF330. Are offerors permitted to structure a proposal around the evaluation criteria in a format of our choice, with the completed SF 330 form as an appendix?
Answer: GSA encourages the utilization of the A/E/I Submission Clarification sheet included in Amendment 1 issued 9/16/21 and revised in Amendment 3 issued 10/4/21. This document advises how to structure submissions.
31. It is noted that this will be a "nationwide" contract to be administered out of region
5. However, there is a requirement for the "Pool B, small business aside" team to have offices within 250 driving miles from the GSA regional headquarters offices

in the Boston or Seattle areas. Are there any requirements for the key team members of Pool A firms to be located in a specific region or near a specific location?
Answer: No, Pool A firms can be located anywhere in the mainland of the United States
32. Is there a requirement for the Lead Designer to be a licensed architect?
Answer: Per Amendment 1 issued 9/16/2021, the Lead Designer must be a licensed architect or engineer.
33. Please define "Technologist" as it relates to disciplines/services listed in the Solicitation. Is it telecommunications (like RCDD) discipline?
Answer: The Technologist is an individual and/or a team who has the knowledge and experience in the evaluation, development and creation of a project's technology ecosystem. As a generalist, the technologist will be the source of knowledge to represent and advocate for the integration of customized technology designs and solutions within the realm of workplace strategies and transformation solutions. As a member of the workplace strategy and/or project team, the technologist will translate the important connections and lead recommendations for implementation between technology infrastructure, interface, equipment/devices, applications and collaboration tools and analytics.
34. Do you prefer the Lead Designer be a member of the Prime submitting firm?
Answer: The Lead Designer must work for the Prime firm.
35. We understand that the Lead Designer must be an architect. If we are proposing more than one Lead Designer must they all be architects or could it be an architect plus another professional such as an interior designer?
Answer: Please refer to question/answer #32.
36. Instead of naming specific subconsultants as key personnel to provide engineering support, can we provide an approach to selecting engineering subconsultants based on specific project types and scopes?
Answer: The Offeror must submit a qualified balance team to be selected.
37. Is the Lead Designer an architect? An interior designer?
Answer: Please refer to question/answer #32.

38. B. Professional Qualifications / Standards for this Evaluation, bullet 2. Please define the role of ‘technologist.’
Answer: The Technologist is an individual and/or a team who has the knowledge and experience in the evaluation, development and creation of a project's technology ecosystem. As a generalist, the technologist will be the source of knowledge to represent and advocate for the integration of customized technology designs and solutions within the realm of workplace strategies and transformation solutions. As a member of the workplace strategy and/or project team, the technologist will translate the important connections and lead recommendations for implementation between technology infrastructure, interface, equipment/devices, applications and collaboration tools and analytics.
39. Submittal Requirements for Factor A states that for each example project listed in the completed SF330, Offeror may submit no more than two (2) 8 ½ x 11 pages containing narrative and/or graphic material. However, the SF330 Instructions/Section F states that each project should contain no more than three
(3) pages. Please confirm which is the preferred length for each project example.
Answer: Amendment 1 issued 9/16/2021 clarifies Factor A and Section F.
Refer to the A/E/I Submission Clarification which states:

43. Per the 09/09 Pre-Submittal Conference, workplace strategy was the most discussed topic and could be easily interpreted as the most important selection factor by the attendees. However per the solicitation, workplace strategy experience is just one of many other types of experience which the offeror needs to demonstrate to have. And, per the solicitation, the more relevant prior experience mentioned in the solicitation by the offeror, the higher they will be rated. Please confirm that the offeror should follow the selection evaluation criteria per Factor A of the solicitation or, if there is relative weight to different types of experience please clarify their relative importance.

44. For “A. Specialized Experience & Technical Competence” are the max five (5) projects intended to be in 330 format (Section F. 330 Form Projects) and address the Attachment 1 questions? If yes, please clarify page count. “A. In Section B Professional Qualifications, there are two lead designer positions noted: “lead designer(s) (architect)” and “lead interior designer(s).” Under Section F it states that “three (3) out of the five (5) project examples must be directly attributable to the Key Designer.” Please confirm if 3 out of the 5 projects must be attributable to both the lead architectural designer and the lead interior designer (meaning they both worked on the 3 selected projects); or if the 3 projects can be a mix of both the lead architectural designer and lead interior designer’s work.
Additionally, does the lead workplace strategists factor into the attribution of the five projects?

Answer: The Lead Designer and Key Designer are the same roles and the Lead Designer must be a licensed architect or engineer; therefore, three of the five projects must be attributable to the lead architect and/or engineer.

51. Under Evaluation Criteria Factor B, Professional Qualifications, it lists “change management specialist” as a role. In the context of workplace strategy, change management typically refers to managing organizational changes that result from shifting workplace environments, processes and management structure.
Whereas, in the context of architectural design and construction projects, “change management” sometimes refers to the process of managing project/contract change orders or other modifications either during the design process as a result of changing owner requirements or during the construction process as a result of general (construction) contractor requests. Can you please clarify which meaning(s) of change management is intended for Factor B?
Answer: GSA does not define Change Management as the process of managing project/contract change orders or other modifications. GSA’s description: an articulated change management program provides the process and tools necessary to transition an organization and its personnel to a defined future desired state.
52. For the Factor B requirements, should the 1-page resumes be in SF330 format?
Or may the format be modified?

56. The RFQ refers to the Lead Designer and Team’s Philosophy and Design Intent in two places: as a Submittal requirement for Factor B, and within the outline of content for Section H. Can you please confirm whether it should be included with the Lead Designer’s/team resumes in Section E, or in Section H?
Answer: Include the Lead Designer's philosophy from Factor B on the SF330, Section H4 only.
57. B. Professional Qualifications / Standard for this Evaluation, bullet 2 states that “Selected individuals shall be qualified to perform one or more of the following roles: lead designer(s) (architect), lead interior designer(s), lead workplace strategist(s), project manager, engineer(s), change management specialist, preservation specialist, technologist, acoustic specialist, or lighting specialist/engineer(s).” Are you asking for each of these roles to covered by the six individuals proposed as our team’s key personnel?
Answer: The Offeror should propose the best qualified multi-discipline key personnel (of their choice) to compose a well-balanced team.
58. B. Professional Qualifications / Standards for this Evaluation, bullet 2. Are offerors permitted to submit team members that do not carry the 10 titles/roles listed?
Answer: Please refer to answer #57.
59. Past Performance documentation – We need to provide 3 and up to 5 references, but it also says we to provide copies of any performance evaluations or owner review of firm's performance. However, if we provide one CPARS or PPQ that would put us over the 3-page limit. Are CPARS and PPQs included in that page limit?
Answer: Factor C Past Performance: The Offeror is required to submit a minimum of 3 references, but not more than 5 with a page limit of 5 pages per project. If the Offeror includes PPQs, that must be submitted with the proposal and stay within the 5 page limit per project. The Offeror may also provide a maximum of 3 pages containing performance recognition documentation related to past performance in Section H3 of the SF330.

For Past Performance section, the solicitation requires the offeror to provide between three and five references but also requires past performance documentation to be submitted for each Section F project. Answer: The Past Performance Questionnaire(s) fulfills this requirement for Factor C - Past Performance. Any additional self provided recognition may be submitted in Section H3 of the SF330.
61. Can an offeror obtain a satisfactory evaluation rating by merely only providing reference names and contact information?
Answer: Per the RFQ, “failure of the Offeror to provide a minimum of three relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of three reference checks, after making a reasonable effort to do so, will result in the Offeror being rated as “neutral” on the past performance factor.”
62. For the past performance section, can you please clarify the page limitation? Is the expectation for proposing firms to list 3-5 references contact information only, then we have 3-pages for reference containing performance recognition documentation related to past performance (letters, awards, and accolades)? Or can reference letters specific to the references be included in the initial section, outside of the additional 3-pages allocated?
Answer: Factor C Past Performance: The Offeror is required to submit a minimum of 3 references, but not more than 5 with a page limit of 5 pages per project. If the Offeror includes PPQs, that must be submitted with the proposal and stay within the 5 page limit per project. The Offeror may also provide a maximum of 3 pages containing performance recognition documentation related to past performance in Section H3 of the SF330.
63. For “C. Past Performance” should Attachment “2. PBS Past Performance Questionnaire” be rolled into the main pdf submission under Section H. “3. Past Performance Documentation” or as a separate pdf?
Answer: Attachment 2, Past Performance Questionnaires fulfill the requirement for Factor C - Past Performance. Additional self provided recognition may be submitted in Section H3 of the SF330.

Answer: Per the combined synopsis/solicitation, plans submitted shall clearly identify key roles and lines of communication, and shall explain steps to ensure cost control, quality control, project team capacity, and requirements for all review stages and submittals. This needs to be done in the page limits specified in the synopsis/solicitation which is also further detailed in the A/E/I Submission Clarification sheet.
Additionally, per the synopsis/solicitation, each plan submitted may also include a one-page summary outlining areas where the plan effectively fostered goals for good project management and quality control, including cost and schedule management, responsiveness, resource management, reporting methods, implementation of GSA’s policies, and specificity for project.

77. Locations – Where you will be evaluating this criterion? Locations is worth 5% of the evaluation. I wasn’t sure if you would only look at Part IIs or if we were allowed to show a map of our locations or a write up in Section H explaining all of our locations across the US.
Answer: Please refer to answer #76. The firm needs to provide proof of location.
78. Is not having an office within a 250 mile driving range of Boston or Seattle a deal-breaker?

Answer: If a firm can not show a location within 250 mile range of Boston and/or Seattle, they will not qualify for Pool B. The firm is still able to submit for Pool A.
79. In regards to Section E. Location criteria point on Page 9, and the stipulation that applicants under Pool B (small business set aside) have an office within 250 driving miles from GSA regional HQ:
QUESTION – Will consideration be given if applicant’s central office is within 20 miles of GSA HQ in DC?
Answer: For Pool B, no. The requirement for Pool B is to be within 250 driving miles of the headquarters of Region 1 and/or 10.
80. We understand that Pool A is a nationwide contract. Does GSA plan to only select firms with nationwide experience or could a more-regionally focused firm have a reasonable chance of being selected? With 12 firms being selected, might GSA select firms with the idea that they might focus their work more regionally?
Answer: Firms do not need to possess nationwide experience to be considered; however, Pool A awardees need to be able to perform work nationwide.
81. Are we correct in reading this portion of the subject notice that we quoted below:
that to be considered for Pool B, the firm has to have an office within 250 driving miles of the GSA office’s in Boston or Seattle? In other words, if a firm only has an office in the Midwest, say Chicago, then they cannot be considered?
“The Offerors submitting for the Interior Design (Pool B, small business aside) must be able to show the location of at least one of their offices is within 250 driving…
