139. The prisoner elevator does not specify if it’s to be a MRL traction type. Please confirm if this is acceptable. There is also an elevator machine space and control space. Please confirm that this elevator is to be true MRL or if the controller is to be in a separate closet.

A. MRL

140. Shall we include elevator maintenance pricing? Will a long-term contract be tied to the new equipment?

A. Elevator maintenance outside Contractor warranty is outside the GMP.

Plumbing

141. Since most of this building is light hazard, would you consider utilizing CPVC piping in those areas? CPVC allows for easier install, decreases install duration, reduces material costs, improves coordination, creates more space (smaller pipe sizes as compared to steel), and has greater longevity. Note - Exposed areas and attic would remain steel pipe.

A. Not allowable per GSA PBS P-100

Sprinkler

142. Due to early development of the Contract Documents, it is difficult to determine the extent of the FP additions and modifications that will be required. Please provide direction as to how you would like this scope of work priced - I.e. allowance or as a unit cost as a percentage of building area?

A. The cost of FP is inside the GMP

143. Will there be adequate space above ceiling to rough-in sprinkler pipe?

A. We believe there should be enough room to route piping on all floors. Basement floor will be challenging due to lower clearances and will require close coordination and possibly some bulkheads. Basement level will have a multiple 6” diameter pipes routing on the basement level to various regions of the building and will have difficulty avoiding ductwork. This along with other trades will require lower ceilings and/or bulkheads as noted previously. The cost for routing FP is inside the GMP

144. Section 11.0.B.1.c. indicates that all electrical materials and equipment to be removed will not be reused in the new work. Section 11.0.B.4.a. calls for luminaires to be removed as part of the demolition scope. Are these sections of the Narrative meant to cover instances where exterior lighting may need to be removed to supplement renovation work on the exterior of the building, or can existing exterior lighting be stored and reused when removal is necessary to support exterior building work?

A. The actual wording of the first referenced section indicates the materials are removed “except as indicated herein.” Please review the narratives to identify those elements which are identified to be reused. All luminaries (interior and exterior) associated with historic preservation requirements will be refurbished/renovated and reinstalled. All other luminaries will be new.

145. Section 11.0.B.1.a. reads: "Equipment, apparatus, and exposed wiring and raceways rendered useless due to changes will be removed." Please confirm that existing panelboards that remain functional can be reused to serve new circuits that are required as part of the renovation scope.

A. Existing panelboards will not be reused.

146. Section 11.0.B.1.b. calls for all power and signal apparatus mounted to the ceiling or ceiling supports, including raceways and wiring, to be removed where existing ceilings are removed. Please confirm that existing conduit and raceways, including existing light fixture whips, can be reused to serve new loads when not mounted to the ceiling or ceiling supports.

Please confirm pricing should be submitted as if this waiver is already accepted or will be accepted and that an isolated ground electrical system will not be required.

A. Isolated Ground requirements are not required.

161. In response to Question 15, it was established that for both tele/data and audio/visual systems, cabling and equipment is not to be included in the GMP for the "US Courts". Please confirm this language is intended to cover the scope for the US Courts Agency only, as defined on the area plans and blocking diagrams in the drawings, and not all agencies that may be governed by design criterion listed in the US Courts Design Guide, such as the Judge's Chambers, the US District Court Clerk, and the Grand Jury Suite.

A. US Courts Agency including all sub categories as indicated in the US Courts Design Guide.

162. The Narrative calls out public safety communication systems to be powered on the life safety branch, but no other mention of this system appears in the narrative. Please confirm this system will be required for this renovation, and please define the scope of what the contractor will need to provide.

A. It is unclear as to what exact system this comment is referencing. We will have automatic alarm voice messaging for fire and other mass notification related events. We will have Emergency Responder Radio Coverage systems and elevator landing two-way communication systems. All powered by life safety branch circuits with the equipment itself having its own battery backup as well. If the comment is referencing any form of telecom related Public Address (P.A.) system, fire alarm/mass notification will have not tie in to that system other than to override it during automatic alarms or live voice messaging from the Fire Alarm Control Panel or Remote Local Operating Consoles.

163.The Schedule of Allowances indicates that for Allowance No.4, an allowance of $80,000 should be carried for the cost of providing audio/visual infrastructure as related to the Courts.

Please confirm if this is in reference to the US Courts Agency as defined on the blocking diagrams and area plans in the drawings, or just the Courtrooms.

A. This is for all A/V infrastructure US Courts Agency including all sub categories as indicated in the US Courts Design Guide.

164.Location of window basement wells for sump pumps (11 total pumps) Where is the tie in point for these sumps? In an outside building loop?

A. The outfall of these drains is unknown at this time. The plan is to have the successful CMc assist in this determination through series of tests during the completion of the construction documents.

165."Contractor shall install new yard inlets and piping to capture runoff from pedestrian pavement and landscape area." Can you provide locations?

A. Design is evolving. The final design will involve a similar amount of impervious area. The runoff of this area must be captured.

166. Does an eyewash station and hood need to be provided for the mail room?

A. Yes.

167. Is a grease interceptor required? Please provide garage drain locations? Please provide number of sump pump required?

A. No grease interceptor is required. No commercial kitchen facilities. Current design has no basement parking where a sand/oil interceptor may be required. Sump pumps, if any, will be developed in next submission.

168. Will new water and gas meters be required? This might be necessary for the new building controls system to be able to read them.

A. Yes, new water and gas meters will be required and interfaced through new building automation system for the facility. Contractor to anticipate new water and gas meters within the GMP.

169. Is there a required cooling tonnage for the building or subsections on the building?

A. See response to Question 71.

170. Is a second cooling tower required for each of the (2) chillers per P-100? Narrative states the existing cooling tower has a single cell.

A. To meet P-100 completely a second tower would be required for 67% and 25% new chillers to supplement 100% existing chiller to be used in design. Intent is to use the single cooling tower for all operations as noted previously and will be part of the variance requested for chillers.

171. What Permanence Requirement Level is assigned to spaces within the building?

A. MEP systems are being designed per POR document section 5.2.5.

171. What are the (qty 2) Boiler MBH sizes and the (qty 2) Chiller Tons

174. Narrative and Drawings state to reuse and relocated existing cooling tower. Can the existing cooling tower accommodate the new cooling loads from the renovation? If not, what should the cooling tower be upsized to?

A. Existing cooling tower has capacity to accommodate new cooling loads, but will need to be relocated to accommodate future connector between wings. Contractor shall include related cost within GMP.

175. What are the heating and cooling loads of the renovated building so chillers and boilers can be selected?

176. Narrative Section 9.0-F.7.a)6) indicates that stairwell and elevator hoistway pressurization systems are to be included, is this correct?

A. No, the building is not classified as a high rise.

177. Narrative Section 10.0-C. includes battery operated sensors for the lavatories, however, the sensor type for the water closets and urinals is not specified. Should the sensors for the water closets and urinals be battery operated as well?

A. Where water closets and urinals are called for in the narrative with sensor flush valves these will be battery operated.

B. 178. Narrative Section 10.0-D.1.a) specifies trap primers for drains susceptible to loss of water seal by evaporation. Please identify which drains need trap primers - i.e.

restrooms, mechanical rooms, etc.

A. As a starting point it may be assumed all restrooms and mechanical rooms with floor drains will require trap primers. Contractor shall include related cost within GMP.

179. AHU-13 is not shown on drawings. Where is this to be located?

A. In the basement. See answer to question 71.

180. Are the Mail Room air requirements to be satisfied by AHU-13 as listed in Narrative or by AHU-4 as shown on drawings?

A. AHU-13, the single line through the mail room to AHU-4 is from the shaft beyond the mail room.

181. Narrative states " The Historical Courtroom on the third floor of the north wing will be retained with only minor modification at windows. Sheet SD103 also indicates that this area does not require any demolition work. However, sheet SD103 indicates that the structural floors, columns and beams are to be demolished. If the structure in this area is to be demolished and rebuilt, how is this Historic courtroom to be retained?

A. The design team revised the approach to the third floor courtroom to maintain the existing concrete pan joist structure and support it by inserting 4 transfer girders. There is one girder on each side of the existing north south beams. Assume the beams will be W24x229 supported on W12x65 columns at each end. These will be set between the beams and carry to the foundations that will be increased in capacity by the addition of micro piles. The east girder will require two columns on the south end to straddle the window in the courtyard. (There will be 5 columns rather than 4 and a short bracket beam between the pair.)

182. Since this is a Concept Design with a Narrative and some Concept drawings, we understand there will be variances between the two documents. Please provide direction on which document we should follow should we discover large discrepancies. Since today is the last day for submitting questions, we will undoubtedly encounter more as we work through this project.

A. The descriptions in the narrative should take precedence.
