Questions 57 - 119 Answered Via Amendment 003 on 10/15/2020

57. Q.Section II Purpose of the Statement of Work mentions the Quality Control Superintendent among the CMc key team members. Please confirm this position is not a full-time onsite position and may be performed by an office-based person visiting the jobsite on a regular basis.

A. This is a full time on-site position.

58.Q. The Quality Control Plan section of the submittal requirements for Factor 2 – Management Approach mentions that offerors are to “address methods employed to prepare, monitor, and accomplish the project schedule and to track and control project costs.” This item – addressing schedule and cost – appears unrelated to the Quality Control Plan. Should this item be moved to the Scheduling section under Construction Phase Services of Factor 2?

A. Addressing the methods employed to prepare, monitor, and accomplish the project schedule for Factor 2 may be accomplished in the Overall Approach, or the Quality Control Plan (QCP) sections of the Factor 2 submittal requirements.

59. Q. Is the existing clay tile roof under warranty? If so, please advise the manufacturer/installer so that offerors can maintain any existing warranty.

A. Warranty issues/contacts for the existing clay tile roof to be provided to the successful offeror.

60.Q. Design Narrative page 53 calls for 3 boilers, but M100 only shows two. Please confirm that two boilers are sufficient as currently shown in the drawing.

A. We have verified the total heating plant load will be greater than 1,000 MBH and three equal sized boilers will be required as noted in narrative. We will adjust layout of boilers accordingly.

61. Q - Our firm is pursuing two concurrent solicitations with GSA Region 5 and since each project is a CMC major renovation project, a few of our past projects will be the same. We are requesting that a single PPQ be provided for each of our two reference projects that are being used for the Tomochichi and Celebrezze solicitations. We are making this request because we are reluctant to task our valuable clients with filling out the same form twice, and sending it to the same GSA personnel twice. Thank you for considering this request.

A. Yes, since these PPQs are for two active GSA solicitations referencing the same past projects, the same PPQ may be used for the two solicitations. Please be sure to edit the PPQ form as needed to ensure it references both of the Solicitations for which it will apply. Offerors should check with the Contracting Officer for the second solicitation to verify that the same PPQs may be used for that project as well.

This is different than the response given for question # 3, which requests to reuse PPQs from previous solicitations that are no longer active. This will not be accepted.

62. Q - The asbestos report issued in Amendment 2 indicates that windows throughout the building contain ACM glazing, but these windows are to be restored & re-installed according to the Design Narrative.

(1) Should offerors include re-glazing all existing windows? (2) Should offerors assume that the cost for disposing the ACM glazing is included in the $500,000 abatement allowance, or should we assume removal/disposal by the window restoration contractor?

A. (1) All of the glass in the windows is to be retained. The glazing putty should be abated and new glazing putty installed.

(2) ACM Abatement costs involving the reglazing of the windows is identified and quantifiable and is outside the $500,000 allowance.

63. Q - Please advise if it is acceptable to include a conceptual schedule in our proposal as part of the Management Approach to convey our plan for sequencing the work, early packaging and other schedule-related items.

A. The Overall Approach of the Factor 2 Submittal requirements states that schedule development is to be addressed by offerors. Schedule development strategy may be addressed by offerors through their own means and methods. In addressing schedule development, a conceptual schedule may be submitted, but it is not required.

64. Q - This sheet shows elevations of the courtyard. There are elevations shown for the North, East and South, but not the West. Provide West elevation of this area

A. Please clarify what sheet is being referenced. Detail 3 on Sheet A302 shows the east elevation of the connector which is the west elevation of the courtyard.

65. Q - Clarify that Art In Architecture resources will be utilized for the recreation of the wrought iron grilles in the Main lobby and for the Restoration of the Third floor ceiling in the Jury Assembly area and that we are not required to include any costs for these items.

A. Include in your costs, as it will remain as part of your responsibility. It is the intent of the GSA project team to supplement the project budget with the $300,000 of project Art-in-Architecture funds.

66. Q - 2nd paragraph states that fall protection anchors will be added and will require removal of the tiles, localized reinforcement. Clarify that fall protection anchors will be added and provide locations/spacing for these anchors

A. This is ongoing discussion with GSA. No final determination has been made by GSA as to the requirement of this work.

67. Q - 1st paragraph states that the roof over the light court is proposed to be replaced as part of this project. Demolition plans and new roof plans do not indicate to remove and replace this roof. Clarify that this roof gets replaced

A. The low-slope roofing system is to be replaced as part of this project.

68. Q - For the windows that are on the interior of the building, facing the interior light court, are they required to have the same blast requirements as the street facing windows?

A. For purposes of this proposal, all windows shall have the same blast requirements.

69. Q - Please confirm site utility locating, surveying and documentation referenced in Specification Section 017700 includes only site utilities installed or modified within this project's scope of work.

A. Will provide to successful offeror.

70.Q. Page 17 of the Design Narrative calls for ballistic rated windows at the 1 st floor Judges Chamber. Please either (1) confirm that this is the only location requiring ballistic rating for the new storm windows or (2) identify any other locations that should be priced as ballistic-rated windows.

A. The only location which requires ballistic glazing is the first floor Judge’s Chamber.

71.Q. Please provide anticipated total cooling load, total heating load, and total CFM requirements for the HVAC systems so that offerors can develop more accurate pricing for these systems.

A. Total cooling load anticipated currently is 270 tons. Total heating load anticipated is 4,000 MBH. See attached summary of HVAC units from Narratives (with additional information on airflow and unit sizes per attachments) for preliminary AHU sizing.

72.Q. Please provide anticipated size for the generator so that offerors can develop more accurate pricing for this system.

A. Anticipated size for the generator is 500KW.

73.Q. Would the Book Shelving at the Judges Chambers be a part of the Owner’s FFE budget or the CMc’s construction costs?

A. Bookshelves are built-in and should be part of the CMc’s construction cost.

74. Q.Would the podiums/lecterns at the courtrooms be part of the Owner’s FFE budget or the CMc’s construction costs?

A. All courtroom furnishings including podiums and lecterns are part of the CMc’s construction cost.

75.Q. Please confirm that the attorneys tables should be included in the CMc’s construction costs.

A. All courtroom furnishings including attorney tables are part of the CMc’s construction cost.

76. Q.Will pews be a standard profile currently available from manufacturers, or will they require a custom profile?

A. The CMc’s construction cost should include a custom profile.

77. Q. Under Factor 1, there is a requirement that similar project must be completed within the past 6 years. Would you consider changing the requirement to the past 10 years? The requirements of design phase services, over 125,000 SF, over $50 million, historic renovation, and other factors are very restrictive.

A. See answer to Question # 4.

78. Q. Under Factor 2 and 3, we are required to provide information on Key Personnel, but these sections do not identify which titles would be considered key. May we recommend Project Executive, Project Manager, Superintendent, and QC Manager as key personnel (though full staff would include more people)?

A. For this procurement, the GSA team is not dictating the Key Personnel that a CMc should propose in order to deliver a successful project. This is left up to the CMc as a matter of means and methods. GSA will evaluate the staffing plans proposed accordingly.

79. Q. Under Factor 4, will you allow PPQ forms for our similar projects to be resubmitted rather than use new forms specifically for this project? The PPQ forms for other GSA solicitations often contain the same information. In addition, we prefer not to task our valuable clients, like other GSA personnel, with repeatedly filling out PPQ forms that are almost always similar if not exactly the same.

A. Review answer to question # 3.

80.Q. Will the existing windows at the tower require new interior blast-rated storm windows? If yes, are they to be operable (for O&M purposes, or other reason)?

A. That is not occupiable space and will not require interior blast related storm windows.

81.Q. Please confirm that the property within the curb lines (all 4 sides of the building) is GSA (Federal) property. If not, please provide the legal property boundaries and if possible confirm any scope as stated in the Design Narrative that is off federal property adheres to City of Savannah / Chatham County (replacing sidewalks with new gray broom-finished sidewalks).

A. The property line is inside of the curb lines. Most of the sidewalks surrounding the building are in public space. On the York and State Street sides the property line is at the face of the building. On the Bull Street and Whitaker Street sides it is aligned with the projecting bays. A survey is available and will be provided.

82.Q. Please advise required materials/scope for the exterior entrance to the loading dock (projecting outside the face of the building).

A. It is not an entrance. The projecting bay is a guard booth and will be a ballistic rated enclosure composed of metal panels and glazing/doors.

83.Q. Is there a reflected ceiling plan available? If so, please provide this information. If a reflected ceiling plain is not available, please consider providing a conceptual markup of anticipated ceiling types by area. This would enable offerors to more accurately price the ceiling scope of work.

A. A reflected ceiling plan is not available. See POR data sheets for ceiling requirements.

84.Q. Is a fire command center required? If so, where will it be located?

A. There is no fire command center as the building is not a high rise.

85.Q. Should we anticipate new equipment and associated rough-ins for owner/end-user (USMS) provided scanning/screening equipment at the 1 st Floor Lobby?

A. CMc will be responsible constructing the ballistic rated screening station and infrastructure to support is the equipment at each screening station.

86.Q. Should we anticipate salvage and re-use of existing wood door casings? If so, please identify locations requiring re-installed door casings (note: several door casings include additional wood paneling that should be noted for salvage or specifically addressed as included or not included as part of the door casing assembly).

A. All wood casing, adjacent paneling and doors in the Priority 1 and 2 zones shall be preserved. Priority zones are identified in the CMc briefing.

87.Q. During the 10/6, pre-proposal meeting discussion was held regarding the bid guarantee requirement per FAR 28.101-2 and 52.228-1.

a. Please confirm the Government requires a bid guarantee for 20% (or a minimum of $3 million whichever is more) of the total evaluated price (line 8 on the pricing sheet) including the Construction Phase Option 1 pricing based upon the 8/18/2020 Concept Documents.

b. For clarification to Surety(ies), please share the Government’s intended purpose for the Bid Guarantee (ie what is the guarantee “covering”, under what circumstances would the Government seek a Surety coverage from the guarantee).

A. A bid bond is required for the total evaluated price. It must be 20% of the Bid, or $3M, whichever is less. Refer to FAR 28.102-1, 28.101-2 & 52.228-1 for more information. A revised SF1442 will be posted (originally, the appropriate boxes were unchecked by a PDF system glitch). This was also addressed in questions 14, 28, and 29.

88.Q. Please provide a copy of the Hartman Cox visual aids presented during the 10/6 pre-proposal meeting (ie “Rebuild Tower” document, the milestone schedule and other information). We understand any schedule provided is tentative and will rely upon CMc feedback and recommendation for best value approach and delivery of the project for the Government.

A. These were posted with Amendments 01 and 002. See answer to question # 42.

89.Q. Over the past several months and for previously submitted electronic proposals we have observed GSA’s email servers requiring varying amounts of time to process emails containing large sized files.

As it relates to the electronic submission, due date / time, please advise of the following:

a. Will the Government consider establishing a File Transfer Protocol (FTP) (Or similar) upload side to receive proposals?

b. What are the file size constraints for individual email files submitted via email?

A. Review Section II.B. Proposal Format of the Solicitation.

“Emails, including message body, headers, and attachments are limited to 25MB. Zip files are acceptable, but the following attachment type/extensions are not permitted in any email incoming to GSA, including inside zip files: ade, adp, asx, bas, bat, BHx, cer, chm, cmd, com, cpl, crt, dbx, dll, exe, hta, htp, inf, ins, isp, js, jse, lnk, mda, mde, mdz, msc, msi, msp, mst, nch, pcd, pif, prf, reg, scf, scr, sct, shb, shs, url, vb, vbe, vbs, wms, wsc, wsf, wsh, htm, 7z.

Failure to adhere to the email limitations may result in a late submission and will be subject to

FAR 52.214-7.”

90. Q.Have you made a determination on the roll off dumpsters for this project at 125 Bull Street?

A. Assume partial use of GSA owned President Street beside the under construction Annex can be used by the CMc, Access to the Bankruptcy Judge’s 2 secure interior parking in that Annex must be maintained.

91. Q.Section II of the Statement of Work lists a variety of CMc key team members. Please confirm the Government does not require submission of resumes under Factor 3 for administrative and clerical personnel.

A. Resumes are required as specified in Factor 3 of the Solicitation. Also, see response to question # 34. Administrative and clerical positions are excluded.

92. Q.Please confirm that the design schedule issued in Amendment 02 takes precedent over the deliverables/milestones listed in the Statement of Work.

A. Confirmed.

93. Q.The Statement of Work indicates that all design-phase deliverables are due within 21 days. Please either confirm this is 21 working days or consider increasing this duration to 28-35 calendar days to enable the CMc to develop stronger deliverables.

A. All days referenced are calendar days.

94. Q.The Design Narrative states the existing chiller is magnetic bearing type unit. Please confirm that the new redundancy chiller and 25% pony chiller will also have to be magnetic bearing type unit (for sound requirements).

A. Design intent currently per latest direction is to provide one 67% chiller (approximately 180 tons) and a 25% pony chiller (approximately 70 tons). Intent is to provide both new chillers with oil-less magnetic bearing design – but pony chiller may not be available in that low of tonnage from multiple manufacturers so this issue will need further study.

95. Q.Please identify areas intended for use as air plenums or clarify if the entire building shall be serviced with ducted returns.

A. Design intent per P100 is to provide no return air plenums other than possibly within a space (but no farther than 50 feet to return duct). No transfer ducts from one space to another will be allowed. Design intent is to prevent cross talk and or excessive noise issues. Acoustical performance will be analyzed for necessary duct linings, sound attenuators, etc. after HVAC equipment has been selected and ductwork is designed.

96. Q.Would it be possible to share structural loading information for the existing building or establish pricing assumptions (regarding size and depth) so that offerors can more accurately and consistently price the micropile scope of work?

A. Assume floor loading per GSA P-100 for applicable floor load assumptions. For the purposes of this proposal, CMc shall assume 10-inch diameter hollow bar micropiles, 30-feet to 80-feet in depth with 100 kips to 400 kips axial and 6 kips to 13 kips lateral load.

97. Q.RFI Response #6 requests a unit price for 100 SF of cementitious fireproofing, but the Pricing Sheet does not contain a space for any unit pricing. Will the GSA issue an updated Pricing Sheet to allow offerors to provide this unit pricing (outside the ECW amount)?

A.The intent is for the cost of this work to be included inside the GMP. Quantities of fireproofing have not been determined at this point. The Government needs to understand the implications of this scope item as it relates to project costs. The pricing sheet will be updated to include Unit Pricing for Cementitious FireProofing and Window Opening Reinforcing (See question #99).

The project now has four allowances. These include the following:

Signage - $40,000 Audio Visual - $80,000 Abatement - $500,000 Fireproofing - $100,000

A revised Division 1 Specification with an updated Section 3.3 Schedule of Allowances will be included with an amendment.

98. Q.RFI response 8 indicates that access flooring is not required at courtrooms. Please identify all rooms (regardless of function) requiring access flooring.

B. Raised access flooring is required in the USMS Command Center and the DCS Server Room on the Fourth Floor.

99.Q. Will the GSA issue an updated Pricing Sheet to allow offerors to provide unit pricing (outside the ECW amount) for the window opening reinforcing described in RFI Response 19?

A. See answer to question # 97.

100. Q.The structural drawings and report issued in Amendment 02 do not clarify the intent regarding the load- bearing masonry back-up walls from the 8 th floor up. Please confirm that it is acceptable to install new load-bearing masonry back-up walls in lieu of re-installing salvaged mass masonry walls.

A. The existing tower is composite masonry construction and the intent is to salvage and reinstall the existing masonry to the greatest extent possible. Only elements that are damaged to the point that they are not salvageable will be replaced by similar materials.

For pricing, assume that 25% of the reconstructed tower will be new matching material.

101.Q - Clarify what Courtroom furniture is to be CFCI vs OFOI : Bench Seating, Judge's bench, Attorney tables, CR/Clerk tables, Fixed Jury seating

A. All courtroom furnishings including those items referenced above are part of the CMc’s construction cost.

102. Q - Clarify that all Fitness Room equipment is to be OFOI

A. Fitness Room equipment is FF&E installed by Owner.

103. Q - Clarify that all equipment in the Tactical Equipment & Secure Storage areas are OFOI. If not, provide a list of equipment that is to be either CFCI or OFCI

A. Equipment in the Tactical Equipment & Secure Storage is FF&E. CMc to provide lockers and shelving units as part of the construction cost per the Pub 64.

104. Q - Provide all As Built drawings and documents that are currently available for this building

A. The successful offeror will have access to all available existing drawings. These drawings are not considered as-built conditions..

105. Q - Clarify that all Security Equipment is the be OFOI. If not, provide a list of items that are to be either OFCI or CFCI

A. CMc is to provide infrastructure to support the security equipment.

106. Q - On sheet S100, provide the required shear wall thickness for the (2) L -shaped walls located on col line Q at grid lines 4 & 6

A. The thickness of referenced walls is 12-inches thick.

107. Q - Clarify the required finishes for the Holding Cells

A. Per Pub 64.

108. Q - Per Vertical Circulation notes, it states that the existing historical stairs in the North & South Wings will be refurbished and retained. However, demolition notes on sheets SD100 thru SD104 state to remove these existing stairs. Clarify that these stairs will remain

A. Historical stairs are to be refurbished and retained in place. Structural drawings are incorrect with regard to intent.

109. Q - Provide the current vendor names for the following systems: Fire Alarm, Building Automation/Digital Controls.

A. There is not a need as we are not keeping any of those systems.

110. Q - Please advise if the GSA will provide a sales tax exemption certificate for this project and if sales tax exemption is anticipated to be granted by the state and local jurisdictions.

A. The General Services Administration (GSA) has no authority to exempt contractors from Federal, State, or Local taxes. GSA would only be able to certify that the awardee would be performing services under a Federal contract, which would include Construction Manager as Constructor services (CMc). It is the responsibility of the contractor to work with the Georgia Department of Revenue to determine whether or not work performed under this referenced project qualifies for a tax exemption.

111. Q - This section states items indicated to remain the property of the Government shall be stored on site at a location directed by the Contracting Officer. However, the building is to be vacant during the Construction Phase. Please confirm all items to remain as property of the Government will be moved offisite during construction by others (not the CMc).

A. Assume CMc to move these items to vacant Building A across the street, beside the under construction Annex.

112. Q - Please confirm the three allowances defined in this section and the cementitious fireproofing allowance added in the Q&A Responses attached to Amendment 002 are the only four allowances we are required to carry. The numbering of these allowances within the specifications provides some uncertainty.

A. The allowances are listed in the Division 1 Specifications. The Cementitious Fireproofing is a Unit Cost pricing determination that can be exercised as the quantities are established. See answer to question # 97.

113. Q - This specification includes a $500,000 allowance to be held for hazardous material removals (abatement). Is the Asbestos Prealteration Assessment referenced in the Solicitation to be included as part of this allowance or in addition to this allowance? Does this Allowance also include all demolition required for the removal of Asbestos?

A. The Asbestos Prealteration Assessment is outside of the $500,000 Abatement Allowance.

Additionally, demo costs only as shown on the documents. If HAZMAT materials are in a wall that is not to be altered, then the HAZMAT will be left in place. This is a Renovation project and not a Full Modernization. Also be sure to review Division 1 Specification with an updated Section 3.3 Schedule of Allowances.

114. Q - Paragraph III.D.2 states Cost Estimating, Reconciliation and Proposed Alternatives are part of the required CMc deliverables for each design package. Please confirm the estimate reconciliation is part of the CMa SOW and not to be included in the CMc deliverables.

A. Confirmed, but note that while the CMa will run the Reconciliation effort, the CMc will fully participate.

115. Q - Paragraph III.D.1 of the Statement of Work specifies 21-days for the CMc to produce the required deliverables from receipt of the design package information from the Architect.

This timing is pretty aggressive to obtain subcontractor input, complete take-offs, update the estimate and prepare the deliverables. Please advise if this duration can be increased to 28-days.

A. Note answer to Question #93 above.

116. Q - Specification Section 013110 requires the Project Schedule to be cost and resources loaded. Can the resource loading requirement be eliminated from the initial, preliminary and baseline schedule requirements and implemented only if recovery schedules are deemed necessary?

A. Assume this requirement to remain as it comes from GSA’s Central Office. It is the GSA project team’s intent to seek a waiver on the resource loading.

117. Q - Specification Section 014025 includes testing of continuous air barrier systems at the building exterior. With the exterior envelope scope for this project being fairly minimal and uncertainty on the integrity of a, if any, existing air barrier system at the building exterior we are not modifying, please clarify what air barrier system testing should be included in the ECW for this project.

A. We will be testing the windows and continuity between the windows and exterior.

118. Q - The Statement of Work identifies Key Team Members for the CMc. Is the GSA expecting to see resumes for each of these key team members identified in our technical proposal? If resumes for these specific roles are not all required, would the GSA provide a list of resumes recommended to provide in our technical proposal response?

A. See answers to questions # 91 and #34.

119. Q - POR Electrical:

a. Has coordination taken place to date between the Government and/or its CMa or

Design Team and the local utility provider with regards to building utilities including electrical service? If yes, please share further details, if no, please specify the scope to be performed by CMc in this Regard.

b. Please list the tenant(s) requiring 24/ hour access / use of spaces as it relates to the sub- metering requirement.

A. a.Follow the electrical drawings for reuse of existing electrical switchboard. b. The whole building will require 24/7 access.
