Phase 1 Request for Information 47PE0321R0003 USCIS Peachtree Summit Federal Building, Atlanta, GA No. Question Reference Answer
1 Page 42 of 44 of the document entitled C101-SB-GC/August 2019 (The Agreement) (Page 77 of 85 of the solicitation PDF) , it is stated that this this contract is a Total Small Business Set Aside.
An updated Agreement is added in Amendment A001.
2 Scope of Work: 2.14 Contractor Personnel Security Requirements, 2.14.1 SECURITY CLEARANCE REQUIREMENTS for General Contractor (GC) states, “The GC must have a facility clearance to the Secret level to bid on this project (Summit Building in Atlanta, GA.)” We recognize there is SCIF space within the construction scope of work, however, we are accustomed to constructing SCIF spaces and separate Government cleared contractors install the SCIF equipment.
a.Will the Government consider removing the Security Clearance Requirement for General Contractor to propose on this project?
b.If the Security Clearance Requirements are to remain please advise whether the requirements flow down to all levels of subcontractors.
A secret clearance is not required but the contractor will have to undergo the standard HSPD-12 procedures
3 Scope of Work: 2.14.2 CONSTRUCTION SITE SECURITY, 2.14.3 GC Secret Security Facility and 2.15 Document Security: These sections of the SOW appears to contemplate setting up a trailer, providing access, providing parking and other items for a construction setting different than the work to be performed within the existing, operational and occupied Summit Building. Please confirm this section does not apply to the scope and performance of the work.
No trailer or parking will be required for this project. Note again that there is no provided parking and should be included in the proposal
4 Scope of Work: There are references throughout the Scope of Work (SOW) document to “DOS”. Please provide the definitization for this acronym. If this should be Department of Homeland Security, “DHS”, please advise. Please advise if the ePM system for this project is GSA’s typical platform or the DOS system as stated.
ePM or Kuhua (in the fall) will be the electronic documentation platform.

c. Will future access for General Contractors and their Subcontractors be provided prior to the bid proposal due date?

6 Solicitation: VI. Method of Award. For this procurement please clarify whether the Government plans to use:
a) Best Value Trade Off standard for evaluation or
b) Lowest Price Technically Acceptable offer for evaluation.
Best Value trade off.

8 The Period of Performance for Contract Completion is 60 calendar days in the Solicitation (paragraph I.C(3)). Contract Completion is stated as 17 working days in the first paragraph of Section 2.6 of the Statement of Work and 60 days in the fourth paragraph of Section 2.6.
Which number of days for Contract Completion is correct?
Contract completion is 346 calendar days as noted in the solicitaiton. Contract completion is 60 days from Substantial completion. Thus, you have 346 days to meet substantial completion and afterwards 60 days for the final completion (addressing punchlist items, etc.)
9 Please confirm that the PPQ forms required in the Past Performance section of the Technical proposal do not count towards the 14-page maximum page count.
Correct.
10 Regarding the “performance recognition documents” described in the final paragraph on page 10 of the Solicitation:

26 General: G002 Existing conditions note 8 states we are to include the finish or repair of "existing finishes to remain" in order to be seamless with the renovated areas. Please confirm this is intended only at areas that must be touched (per the documents) due to the renovation work, and does not refer to any existing conditions, damage or visible wear that currently occurs in the building, prior to the start of construction.
This note applies to the exisitng walls and finishes which are withing the area of renovation which will need reparis to provide a finish similar to new construction, This includes the walls of corridors and restrooms that are to be renovated as part of the scope of floors 10 and 24. Use the hatches and shading on the overall floor sheets. Flor 18 will be updated with a clarification of the wall finishes adjacent to the new opening being cut in the exisitng wall.

36 General Bidding:
Please confirm that all relevant projects and their descriptions should be included under Factor 2. Please confirm that Factor 1 should only include PPQs, Awards and Reference/POC information for the projects included under Factor 2. This is the approach we have typically seen in GSA RFPs. If this is the case, we recommend that the required relevancy discussion be removed from Factor 1 so that Factor 2 does not contain repeated information. Additionally, we request that the page limit of Factor 2 be increased from 3 pages to 5, so each project can have a full page allotted to describe its relevancy.
Factor 1 is meant to provide a more detailed look at similar projects, including how they are similar. Factor 2 is meant to demonstrate the portfolio of similar projects.
37 General Bidding:
Please confirm that the PPQs and project awards are not included in the Factor 1 page count.
Correct. The PPQ and award documentations are not included in the page limit.
38 General Bidding:
Please confirm that the Gantt Chart schedule is not included in the page count of the management approach. A schedule at the level of detail required would take up 4 or 5 pages without a narrative, and the management plan is currently limited to 5 pages.
The Gantt Chart schedule is not included in the page limit.
39 General Bidding:
The time restriction for past performance projects is currently 5 years, which may inhibit offerors from submitting their most relevant projects and demonstrating the full breadth of their experience. We recommend allowing projects from within the last 7- 10 years.
10 years is acceptable, but more current projects will be seen as more favorable.
40 General Bidding:
On pages 4 and 5 of the Scope of Work, the following positions are identified as Key Personnel: Project Manager, Construction Superintendent, Quality Control Superintendent, Project Engineer, Construction Supervisors, Safety Program Coordinator, and Secured Work Space Coordinator. However, these positions are not specified in the RFP requirements of Factor 4, Organizational Structure and Key Personnel. Please confirm whether these positions must be provided in the organizational chart.
The Key Personel section asks the contractors to list the personel they believe based on their experience are key personel.
41 General Bidding:
The Solicitation references the pre-bid being a site visit. Will access to any of the project space be made available at the pre-bid?
Contractors can schedule a site visit with the Contracting Officer, Kiersten Mathews.

42 Is there a deadline for contractor questions regarding this solicitation? Yes, February 9th.
43 Paragraph II.B. reads “The total submission should not exceed 14 8 ½“ x 11” pages
(not including Cover Letter, Table of Contents, or Section Separators, or the Subcontracting Plan).” Is this 14 page maximum for the Technical Volume only?
Correct.
44 Factor 1 is separated into two parts: “Previous Projects” and “Demonstrate Relevancy.” Are the “Demonstrate Relevancy” points A-C to be addressed for each of the “Previous Projects?” Or are the relevancy factors identified in paragraph 2 intended to be an opportunity to describe other successful projects in addition to the 2-3 included as part of the “Previous Projects” requirement?
They A-C should reference the 2-3 projects in Factor 1.
45 Are PPQs, CPARS, and performance recognition documents excluded from the Factor 1 3 page maximum?
Yes.
72/18/2021
46 Are PPQs, CPARS, and performance recognition documents excluded from the overall 14 page maximum?
Yes.
47 Are the projects submitted under Factor 2 – Prior Experience on Similar Projects required to be the same as those presented for Factor 1?
Yes.
48 Is the proposed schedule excluded from the 5 page maximum for Factor 3? Yes.
49 Is the proposed schedule excluded from the overall 14 page maximum? Yes.
50 Is the proposed schedule subject to the 8 ½” x 11” page size requirements? Will the
GSA allow the schedule to be presented on 11”x17” sheets for ease of readability?

Yes
61 Riser Diagram 1 shows the new panels as "25SWAT", "25SWA1" & "25SWA", however, on The panel board schedule no "25SWA1" is listed, only "25SWA2".
Please clarify.
E4.01-S
62 No Demolition plans are included in the S package for the 25th floor SWS. On the standard 25th floor demo plan the area is hatched out. Please provide demolition plan for this area if existing partitions, ceilings and finishes need to be removed within this space.
No significant demolition on 25th floor.
63 The bid documents specify FAR 52.225-10 for Buy American Requirements. It is our understanding that under FAR 25.1102 Acquisition of Construction, if the expected value of construction is over $7,008,000 the clause 52.225-11 Buy American- Construction under Trade Agreements should be used. As the value of this contract will very likely be over the dollar threshold, we ask that the less restrictive and more economical 52.225-11 clause be utilized.
FAR 52.225-11 and 12 will be used instead of FAR 52.225-10.
82/18/2021

· The O&M (Brooks Range) has a contract with the BAS approved vendor (OPIX Systems) that maintains this BAS type (FYI). They call Jim Leaper at 702-400-7507.
71 Per the site visit, there was mention of a required fire sprinkler company. Please provide a list of all the required/preferred contractors.
The recommended FP company is Optimum. They are the company used by the O/M contractor. The system is very finicky and Optimum is most familar with not setting the system off or shutting it down resulting in costly alternative FP requirements such as fire watch.
72 The concrete pumping and steel hoisting on the 10th floor required windows to be removed. Are we to make assumptions or will there be a note added to the drawings addressing this?
The delivery of materials to the 10th floor is a means and methods issue. We anticipate the need to remove balcony doors to faclitate this, but actual method is up to the cotractor and should be coorinated with the building manager.

See 2.01.A of Section 07 9005 in the project manual
86 Proposal form: within the proposal form under “Construction Phase Mark-ups” the form states, …” this proposed overhead percentage shall be inclusive of all Contractor and Subcontractor overhead, general and administrative (G&A), bonds, insurance fees, all other direct costs and commission and other associated fees.” Because offeror(s) are not privileged to subcontractor overhead and profit rates at the time of proposal, please confirm offerors are to provide only the prime contractor’s proposed overhead and profit rates (see also question below related to Allowable Subcontractor Overhead and Profit).
Yes. The purpose of this calculation is to determine the contractor's general conditions rate should a change order dealing with time exist. The subcontractor can provide general conditions if they are affected, though this is typically not likely to be approved as it is an exception, not a guarantee.
87 Allowable Subcontractor Overhead and Profit: For this contract please confirm the maximum allowable subcontractor overhead and profit percentage rates for changes is 10% overhead and 10% profit or a variable therein not to exceed 20% OHP. IF this is not correct, please provide the maximum allowable markups subcontractors will be allowed for changes.
Correct. The maximum of overhead is 10% and the maximum for profit is 10% totaling 20% for the two.
88 Proposal Form Item G (Commission) Mark-up applied to Subcontractor’s work:
Please confirm offeror is to propose a rate with specific consideration for the equitable adjustment stipulations / limitations for mark-up as defined by 552.243-71-equitable-adjustments, subparagraphs (h)(1) through (h)(9).
Correct.
89 The Construction Phase Markups section of the states that the percentage markups submitted are inclusive of ALL Contractor and Subcontractor markup. There are line items for Contractor Markups and Commission on Subcontractor’s Work, but no lines for Subcontractor Markup. Since the FAR dictates Subcontractor Markup, may we assume that Subcontractor Markup will be per the FAR?
Yes, subcontractor markup will be based on the FAR.
90 The Phasing Diagram on G004 does not match the work sequence described in specification section 011000. Drawing G004 lists Phases 1 and 2 while Specification Section 011000 only describes Phase 2. Should Phases 1 and 1A shown on G004 be Phase 2A? Please clarify the phasing.
I've updated the phasing sheet and will compile it with a new A118, A325 and AI118 to issues as an addendum with the spec corrections needed.

91 It is our understanding that the firm will NOT need to replace the gasket and seal at any of the windows on the 2nd floor, that they are in fine condition. Please confirm if this scope is to be included or excluded.
WR102 Correct
92 During our sitewalk we saw numerous open penetrations in bot the slab and fire rated partitions. A thorough field study would need to be performed in order to quantify the magnitude of cost. Please confirm we are either to exclude this scope of work from our price, or please provide an allowance that all GCs can carry to cover this scope of work.
I suggest we add a unit price for patching existing cores <2" and >2" in diameter.
93 During our sitewalk we saw significant damage to ductwork insulation on lines scheduled to remain. A thorough field study would need to be performed in order to quantify the magnitude of cost. Please confirm we are either to exclude this scope of work from our price, or please provide an allowance that all GCs can carry to cover this scope of work.
Existing ductwork and piping that is to remain does not need to be repaired .
94 Please confirm the Owner is providing and installing all furniture systems, and will provide the GC with whips
Richard needs to confirm this with the Furniture Vendor
95 Please confirm if there is a water source available for the security and construction trailers.
