Definitions

1. Similar or Relevant: “Similar” and “Relevant” are defined as General Contractor or Construction Manager at Risk projects of multi-story (3 story minimum) interior construction containing a minimum of 50,000, gross square feet. These structures must be renovations of Class A office space, with a construction cost of a minimum of $10 million, preferably government-owned buildings.

2. Project Type “Class A” Office Buildings. While there is no definition for “Class A” office building that can be considered all inclusive, the following general building concepts define the “Class A” office building to be considered for this project:

a) The primary feature of the “Class A” building is that it projects an image of dignity and quality. The building design and construction address key concerns relating to public image, thermal and moisture integrity, energy efficiency, durability, versatility, fire and life safety and occupant comfort and productivity.

b) The structural frames for these buildings are fire-resistive concrete or steel frame protected by masonry, poured concrete, plaster, or other material providing a high degree of fire protection. Included in this classification are Uniform and Standard Building Code construction types I and II (non-combustible).

c) Floor and roof structures in “Class A” office buildings are normally reinforced concrete on steel decking or formed slabs resting on the frame or poured so as to become integral with it. Floors in public areas are finished with high quality materials such as stone, tile, slate, terrazzo or carpet.

d) Exterior walls are normally curtain walls of panelized masonry, pre-cast concrete, stone, brick or glass/metal panelize systems with high performance glazing set in thermally efficient metal frames. Interior partitions of gypsum wall board on metal stud framing with high efficiency thermal and fire-safing insulation backup the exterior curtain wall.

e) Interior partitions of masonry and drywall provide durable and safe construction for area and space separation as well as fire separation and protection. These same partitions are also designed to provide high performance sound control. Public areas have high quality wall finishes such as stone, wood, and architectural metals. Some areas are designed for versatility to accommodate future growth and change in use.

https://easi.pbs.gsa.gov/suite/tempo/records/item/lIBinLDeHJegYbgj4pEnkiRCI1DbSUsup2_hohwKZP-PMZ6RM6HfLGBnnd78tRtXyJtR0OFWj2DWMepR9svye5e86uoCaot-3SezXIV_jKHM3Px/view/summary

f) “Class A” office buildings have interior finishes of durable, quality materials which are fire resistant and require minimum maintenance.

Layouts provide for occupant circulation while minimizing travel distance and interference from through-traffic. Millwork, trim and finish details reflect quality and integrated architectural design. Ceilings are quality-integrated systems which provide for high-efficiency lighting, HVAC and fire-suppression while being attractive and providing noise and sound control. Some high quality finishes can be found in management offices and conference rooms.

g) Mechanical and lighting systems are automated, high efficiency systems integrated into the architectural design.

h) Plumbing fixtures and toilet accessories are high quality to provide for heavy use and long life. Fixtures provide for water conservation.

Conveyance systems are high speed, designed for high use with finishes of high quality materials.

3. Unacceptable Types of Work:

The following types of work are not considered similar or relevant and are unacceptable examples of past performances and experience that can be applied to any of the minimum requirements of this project or past performance submission requirements:

1. New Construction

2. Distribution, warehouse, manufacturing or processing facilities

3. Prison, jails correctional facilities or detention centers

4. Residential projects (e.g. housing, hotels, dormitories, etc.)

Factor 1 Past Performance. Completed PPQs should be submitted with the proposal. Ensure correct phone numbers and email addresses are provided for the client point of contact.

Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the

PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at

Kiersten.Mathews@gsa.gov prior to proposal closing date. Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal

PPQs previously submitted for other RFPs.

Also include performance recognition documents received within the last 7 years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information

Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System

(CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information

Completed CPARS evaluations are sent to the Past Performance Information Retrieval System (PPIRS) which may then be used by Federal acquisition community for use in making source selection decisions. PPIRS assists acquisition officials by serving as the single source for contractor past performance data.

(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS.

Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.

GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor.
