About this file
This document provides instructions for virtually viewing existing site conditions documentation for a new Land Port of Entry (LPOE) facility in Madawaska, Maine. The General Services Administration captured aerial and ground images of the existing LPOE and bridge site using drone imagery processed through DroneDeploy and 360-degree photos taken with StructionSite. Offerors can access aerial orthomosaic views, topographic mapping, a 3D model, and 360-degree ground images online through DroneDeploy and StructionSite or by downloading export files provided. The documentation is intended to provide site visualization without the need for an onsite visit, as site utilization and final design may change. Measurements and annotations from the aerial and ground documentation tools are not to be used for cost estimating, design, or construction purposes.
The related federal contract opportunity notice is for a Design Build team to complete the design and construction of a new approximately 76,717 square foot LPOE facility on a 10.7 acre site in Madawaska to replace the existing deficient facility. The General Services Administration seeks a general contractor who will subcontract with the Architect of Record using bridging documents previously developed. The project requires coordination with the concurrent replacement of the nearby International Bridge by the Maine Department of Transportation. The estimated contract value is between $30-50 million. The solicitation process will use best value selection of technical and price proposals in accordance with FAR Part 15 from offerors registered in SAM.gov.

1. Introduction:
1.1. Project Overview: The project consists of the design and construction of a new U.S.
Land Port of Entry (LPOE) in Madawaska, Maine by the General Services Administration
(GSA). The new LPOE in Madawaska, Maine will replace the current 1959 mission & operationally deficient LPOE situated on a 0.9 acre site that does not meet the U.S.
Government's requirements and mission. The program of requirements for this new
LPOE is an approximately 76,717 GSF facility on a 10.7 acres site that includes a Main
Port Building, Commercial Inspection Building, 3 primary inspection lanes, and a bypass lane. The existing facility connects Madawaska, Maine with Edmundston, New
Brunswick via the International Bridge, spanning the St. John River. The International
Bridge is nearing the end of its useful life based on its current condition and functionality. The Madawaska-Edmundston International bridge replacement project, by the Maine Department of Transportation (MaineDOT), is a concurrent design and construction project. These two distinct and separate projects require strong multi-disciplinary and cross agency coordination, with completion of the LPOE upon the bridge opening by November 2023.
1.2. Existing Site Conditions Capture: The Madawaska LPOE existing site was documented by both the air and on the ground. The existing LPOE and Bridge existing site area was documented on the ground. The aerial views were captured using a drone on August 19th, 2020. The 360° ground images were captured on August 17th – 19th, 2020.
1.3. Virtual Site Access: Offerors will be able to virtually view the site with a variety of offline files as well as online tools. DroneDeploy was used to process the drone captures to create orthoscopic views as well as mapping and 3D models. StructionSite was used to capture images on the ground with a 360° camera and a cell phone camera. Further instructions can be found in this document.

The intent is to give a visualization of the topography of the site without having to be onsite. Site utilization and final design are subject to change per GSA
2. Ground Documentation – StructionSite: StructionSite will give viewers 360° images at ground level of the existing site as of the end of August 2020. These images are located with “pins” on an aerial view of the site with the existing site plan or the future grading plan laid over top in purple. A link to the project on StructionSite.com will let users view the project online or three PDFs can be download from the beta.sam.gov website that will have pins that are linked to the images online.
2.1. StructionSite Online Version: The online viewing option will be accessed through a web browser; no data will be saved on your local computer.
Step 1. Accessing StructionSite. To view this project on StructionSite.com use the following link, you will not need to create a log in:
https://app.structionsite.com/vp/dae2130c-94c2-4556-95c9-d6b4af0542f4
Step 2. Accessing Images. When you open the link, you will see the three “Drawings”, 01 - Existing Site at New Bridge Landing, 01 - Future Grading Plan at New Bridge Landing and 02 – Existing LPOE and Bridge. Both the “01” drawings contain the same images, the first has a layover with the C101 drawing of the existing site conditions, the later has a layover with the C107 drawing of the future grading plan. To enter into these drawings just click on one to choose it. This viewer will consolidate the image pins if you are zoomed out. You will see colored circles (see Figure 2.1) with numbers in the middle which tells you how many pictures are located in that location. Use the scroll on your mouse or clock on the circles to zoom in and the circles will break apart so you can see the individual pins.
Figure 2.1
Step 3. Navigating and Viewing Images. Once a drawing is opened, you will notice orange pins and blue triangles on the PDF (see Figure 2.2).
