Section M. Evaluation Factors for Award

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in addition to price, shall be used to evaluate offers:

Past Performance and Experience

Management Plan

Socioeconomic Status

Environmental Consideration Plan

• All evaluation factors other than price, when combined, are approximately equal to price. As technical proposals become more equal in merit, the total evaluated price becomes more important.

• Socioeconomic status is intended to only be used as a tiebreaker if two or more proposals are equally rated as the best value proposal.

In other words if there are two proposals that are rated equally overall for past performance, management plan and price, the

Government will award to the offeror that belongs to the most socioeconomic categories.

• Evaluation of the Price Proposal

• The Government will evaluate the Offeror’s Price Proposal for completeness and compliance with the instructions in Section L and price reasonableness.

• Do not include allowance for any contingency to cover increased costs for which adjustments are provided for under the price adjustment clause contained in the Terms and Conditions of the

Contract. Offerors are cautioned that any offer may be rejected as non-responsive if it is materially unbalanced as to the prices for the options and the initial contract period. An offer is unbalanced when it is based on prices which are significantly less than cost for some work and prices which are significantly overstated for other work.

Non-Price Proposal Evaluation

• Evaluation of an Offeror’s Proposal is an assessment of the

Proposal and the Offeror’s (1) understanding of Government requirements; (2) the quality of the proposed services; and, (3) the likelihood of the Offeror successfully performing the prospective Contract.
