Building Automation System (BAS) Clarification
The Government has been alerted to an interpretation of the subject solicitation by Gwynn Systems, a potential subcontractor, that the Pacific Northwest National Laboratory (PNNL) Re-tuning Training (http://www.pnnl.gov/buildingretuning/training.stm) referenced in Exhibit #19 (“Clarification For Completing The Annual Report On Energy And Water Efficiency”), Attachment #2, of the solicitation requires manual testing and calibration of every point in the Building Automation System (BAS). This interpretation is not in line with the recommendations and requirements of the aforementioned training, nor those of Exhibit 8 (“GSA Best Practices for Building Automation System Technicians”) of the solicitation.
Additionally, the Government wishes to call attention to the requirements in the solicitation regarding the existing, proprietary Automatrix system currently in use at the Moakley Courthouse:
C.6.22.4 REPORTING
The Contractor is responsible for retaining an adequate level of expertise to manage the control systems. This may require changing sequences of operations, calibrating sensors or adjusting schedules. If the Contractor does not have a manufacturer trained or equivalent BAS operator onsite, the Contractor shall enter into a subcontract, including regular scheduled support (not merely support on a contingency basis), or remote access; with a firm that has these skills. This subcontract shall include regularly scheduled maintenance including sequence of operation tuning, calibration; BAS log review and other BAS system maintenance. Reporting, log reviews, and operations checklists shall be done and provided in accordance with “GSA Best Practices for Building Automation System Technicians.”
C.6.22.3 BAS CONTROL SYSTEMS
Control systems shall be maintained as designed. The Contractor will be responsible for maintaining BAS hardware and software. Contractor must provide all security patches and minor software revisions for BAS Server, Client and Controllers. Contractor must maintain all certifications, registration, license or service agreements with BAS manufacturer to receive patches and revisions. If the contractor is not capable of maintaining the patching and updating of the system, they will be responsible for a maintenance agreement with a sub-contractor (commonly known as System Integrator) that is capable of performing the patch/updated software work. Patching should happen within 90 days of manufacturer's official release and GSA Building Manager and GSA Public Buildings IT Services shall be notified when patching is applied.
Contractor services for BAS shall follow the recommendations and requirements of the GSA Best Practices for Building Automation System Technicians. The latest version is provided as an exhibit.
