About this file
This Scope of Work document outlines preventative maintenance and repair services for boilers at Nevada Department of Corrections (NDOC) facilities statewide. The Nevada Department of Corrections seeks qualified vendors to provide CSD-1 boiler inspections, preventative maintenance, and repair services in compliance with Nevada Revised Statute 455C and Nevada Boiler Code. Services are currently funded for three facilities—High Desert State Prison (HDSP), Florence McClure Women's Correctional Center (FMWCC), and Northern Nevada Therapeutic Community (NNTH)—with the department's intent to add additional facilities as funding becomes available. The scope encompasses boiler servicing at multiple facilities housing various boiler types and quantities, including Victory, Lochinvar, Bryan, ManBurnham, RBI, Burnham, and Knight boilers. Mandatory site visits are scheduled for specific Nevada correctional facilities, and vendors must pre-register by the specified deadline. Proposals must not be accepted from vendors who do not attend the mandatory site visit.
Vendors must provide detailed service breakdowns identifying manufacturer-required and manufacturer-recommended services with frequency schedules, labor rates for repairs and emergency services, and a percentage markup above cost for replacement parts. Awarded vendors must hold a current C1-A Boiler license from the State of Nevada Contractor's Board at proposal submission and comply with all federal, state, and local regulations. All vendor personnel must complete background clearance requirements including background checks and PREA questionnaires, and no ex-felons may work at NDOC facilities. Services must be scheduled with a minimum of seven days' notice and completed between 7:00 AM and 3:30 PM at active correctional facilities. Service reports must be provided upon completion, signed by the Facility Maintenance Supervisor, and submitted electronically to facility contacts and the NDOC Chief of Plant Operations. All chemicals used must meet EPA requirements with Safety Data Sheets submitted prior to work commencement.
