About this file

This is a Pre-Bid Request for Information (RFI) Log for the Lickdale Renovation - Phase 2 project managed by the Commonwealth of Pennsylvania Department of Military and Veterans Affairs (DMVA). The project encompasses three construction disciplines—General Construction, HVAC, and Electrical work—at the Lickdale Veteran's and Military Outreach Facility located at 40 Fisher Avenue, Jonestown, Lebanon County, Pennsylvania. The scope of work includes installation of new HVAC systems, electrical work associated with the new HVAC equipment, and removal and replacement of existing acoustical ceiling grid and tile within the 34,442 square-foot facility. The project requires four new rooftop units with variable air volume terminal units and reheat coils, new piping and ductwork systems, integration with a Johnson Controls Metasys Building Management System, and provision of temporary office and restroom modular facilities with utilities for displaced building occupants during the 270-calendar-day construction period. The mandatory pre-bid conference was held on March 18, 2026, at 10:00 AM on-site, with questions due by 3:30 PM EST on March 30, 2026, and sealed bids due on April 8, 2026, at 2:00 PM through the Pennsylvania Supplier Portal (subsequently extended to April 10, 2026, per RFI #047). The RFI log contains 53 questions submitted during the bid phase addressing technical clarifications regarding demolition sequencing, electrical work, HVAC equipment specifications, temporary facility requirements, material storage, roof work, asbestos concerns, lighting fixture reuse, boiler specifications, refrigerant piping removal, construction scheduling, and SDB/VBE participation documentation.

The estimated budget ranges are General Construction $200,001.00 to $400,000.00, HVAC $1,000,001.00 to $1,500,000.00, and Electrical $400,001.00 to $600,000.00, with liquidated damages assessed at $130.00 per day for General Construction, $370.00 per day for HVAC, and $160.00 per day for Electrical. The HVAC discipline carries specific Small Diverse Business (SDB) participation goals of 12 percent and Veteran Business Enterprise (VBE) participation goals of 3 percent; bidders must meet the established participation goals in full or demonstrate good faith efforts if unable to achieve full compliance. All bidders must be registered as vendors through the Pennsylvania Supplier Portal and maintain a current, active vendor number prior to bid submission. Key RFI responses addressed that the roof is currently under warranty (built-up TPO system installed by Spotts Brothers, Inc., with expiration date October 20, 2045) and that the Point 2 HVAC Contractor is responsible for all roof penetrations; the Point 2 HVAC Contractor serves as the Lead Contractor responsible for developing and coordinating the overall construction schedule; temporary modular office and restroom trailers will accommodate 16 personnel with specific ADA requirements (Male: 1 ADA water closet, 1 ADA urinal, 1 ADA lavatory; Female: 1 ADA water closet, 1 standard water closet, 1 ADA lavatory) operating Monday through Friday from 0700 to 1700 hours; the existing boilers are dual-fuel but the new boiler will operate on natural gas only at 2 psi; all lighting fixtures building-wide are to be removed, stored, and reinstalled after ceiling work except in the multi-purpose room where new fixtures will be installed; and the contractor is not responsible for the condition of existing batteries in removed light fixtures. All workers must comply with Pennsylvania Prevailing Wage Act, Davis-Bacon Act requirements, an enhanced minimum wage of $15.00 per hour, employment verification through the Public Works Employment Verification Act, and background checks with photo identification for facility access.

Existing Boiler system Cleaning

Note: The following is general guidance for chemically cleaning and flushing the boiler system prior to disassembly and after the new system is put into operation. The final cleaning process and procedures and actual chemicals to be utilized will be determined based on the water chemistry and existing conditions as identified by the contractor during construction.

Clean and flush the existing boiler system while it is still completely in tack and operational with the original boilers and pumps.

Safety Precautions: Carefully read the labels and Safety Data Sheets (SDS) on all treatment products involved before starting any cleaning procedure. Follow all safety precautions when handling these products and wear appropriate protective gear. Permanent or temporary eye wash station and/or safety shower with a supply of potable water shall be close at hand and tested for proper operation.

1. WARNING: Identify and bypass any equipment containing aluminum, galvanized steel, or any other metallurgy that is not compatible with alkaline cleaning solutions to avoid permanent damage.

2. Configure control valves to ensure all system piping and equipment to be cleaned receives good circulation during cleaning, flushing, and corrosion inhibitor additions.

3. Before disconnecting and removing any boilers or pumps, add 2.5 gallons CHEM-AQUA 61503 (alkaline cleaner) (or approved equal) per 1,000 gallons system volume. If system is identified to have heavy oil or dirt contamination, add 5 gallons CHEM-AQUA 61503 (or approved equal) per 1,000 gallons. For passivation, CHEM-AQUA 655T (phosphate) (or Approved Equal) can be added at 1 to 2 quarts per 1,000 gallons. Do not mix concentrated chemicals in the bypass feeder.

4. Heavy foaming may occur based on dosage, system design, and operating conditions. Add an antifoam such as FC 101 at 4-16 fluid ounces per 1,000 gallons system volume as necessary or with the other chemicals.

5. Circulate cleaning solution through all piping and equipment to be cleaned for minimum 24 hours. Extended circulation times up to 72 hours may be acceptable. Water temperature should be monitored to ensure system design temperatures are not exceeded.

6. When the cleaning step is complete, drain the system, refill with fresh water, and circulate to ensure good mixing. Then initiate a heavy bleed to flush the system until the water is clear and free of foam or repeatedly drain and refill the system until the water is clear. When flushing is complete, the conductivity of the system water should be approximately equal to the makeup water. Avoid long flushing times (days) which can result in flash corrosion and red water problems. If extended flushing times are required, the addition of CHEM-AQUA 655T (or approved equal) at 1 to 2 pints per 1000 gallons prior to flushing to reduce the potential for red water problems.

Final Boiler System Cleaning (After construction and before operation)

1. Follow all manufacturer requirements on the cleaning procedure chemicals, time, and use of system recirculating pumps. Configure control valves and balancing valves to ensure all system piping and equipment to be cleaned receives good circulation during cleaning, flushing, and corrosion inhibitor additions.

2. Open the high point vent(s) and fill the system completely with clean water. Circulate with all primary and secondary pumps running. Maintain a minimum flow velocity of 3 ft./sec through all piping and equipment to be cleaned. Periodically flush low point drains, strainers, expansion tanks, air/sediment separators, control valves, etc. while circulating to help remove any debris that has been dislodged.

3. If the system water is dirty, flush with circulation until the water is clear.

4. WARNING: Identify and bypass any equipment containing aluminum, galvanized steel, or any other metallurgy that is not compatible with alkaline cleaning solutions to avoid permanent damage.

5. Add 2.5 gallons CHEM-AQUA 61503 (alkaline cleaner) (or approved equal) per 1,000 gallons system volume. For systems with heavy oil or dirt contamination, add 5 gallons CHEM-AQUA 61503 (or approved equal) per 1,000 gallons. For passivation, CHEM-AQUA 655T (phosphate) (or Approved Equal) can be added at 1 to 2 quarts per 1,000 gallons. Do not mix concentrated chemicals in the bypass feeder.

6. Heavy foaming may occur based on dosage, system design, and operating conditions. Add an antifoam such as FC 101 at 4-16 fluid ounces per 1,000 gallons system volume as necessary or with the other chemicals.

7. Circulate cleaning solution through all piping and equipment to be cleaned for minimum 24 hours. Extended circulation times up to 72 hours may be acceptable. Water temperature should be monitored to ensure system design temperatures are not exceeded.
