About this file

This document is a Small Business Enterprise (SBE) Participation Professional Services Rating Rubric developed by the Metropolitan Sewer District (MSD) of Cincinnati, outlining a detailed scoring system for evaluating vendor proposals with respect to Small Business Enterprise participation. The rubric provides a comprehensive 20-point scoring framework across three main categories: Achievement of the Advertised SBE Goal (maximum 10 points), RFP/Q Subconsultant Utilization Plan (maximum 5 points), and Statement of Intent to Contract and Perform (maximum 5 points).

The scoring criteria are designed to incentivize and reward vendors who not only meet the advertised SBE participation goals but also exceed them, work with new SBE subconsultants, and provide clear, accurate documentation of their subconsultant utilization plans. Vendors can earn additional points for exceeding the SBE participation goal by up to 2%, submitting complete and accurate forms, listing all proposed subconsultants, ensuring SBE firms are certified for the specific type of work, providing specific percentage commitments, and including first-time SBE subconsultant relationships or first-time SBE prime contractors.
