About this file

This document is a Qualifications Questionnaire (QQ) issued by the Metropolitan Sewer District of Greater Cincinnati (MSDGC) for Request for Qualifications (RFQ) #265X901115 seeking Owner's Advisor Services for the Mill Creek Wastewater Treatment Plant Dewatering Building Improvements Project. The project involves selecting a consulting entity to assist MSDGC throughout the planning, design-builder procurement, design, and construction phases of the dewatering building improvements. The initial scope requires developing a Business Case Evaluation (BCE), finalizing project criteria, assisting with design-builder selection through RFQ/RFP processes, and providing technical and project management support during design and construction phases. Offerors must submit a digital copy of their qualifications through the City of Cincinnati's Bonfire website portal.

The RFQ emphasizes Small Business Enterprise (SBE) participation, with 20% of the overall evaluation score dedicated to SBE involvement. Offerors must demonstrate how they will achieve or exceed the project's established SBE goal, with certified SBE firms required to match NIGP and/or NAICS code(s) for the scope of services. The qualifications submission requires detailed attachments including corporate information, qualification summary, key personnel details, project approach and management strategies, similar completed projects, and SBE participation documentation. The evaluation will assess the offeror's overall qualifications (20%), key personnel qualifications (25%), project approach and management (20%), similar completed projects (15%), and SBE participation (20%).

Rev. 20250124 Page | 1 2025-10-09 (Note: Small Business Enterprise (SBE) Participation = 20% of overall evaluation score)

Overview:

This RFQ is subject to the MSDGC Small Business Enterprise (SBE) Program. The City is committed to increasing the participation of SBEs in all aspects of its contracting for MSDGC. This includes contracting with SBEs directly or indirectly, subcontracting and/or procurement activities.

There are many qualified SBE firms that have performed work with the City for MSDGC, but just as many qualified SBE firms that have not performed work with the City for MSDGC. A tenet of the SBE Program is economic inclusion which includes providing opportunities to firms with little or no work history on MSDGC projects, as subconsultants and/or Prime Consultants.

For this submittal, the Offeror must demonstrate how it intends to achieve or exceed the project’s established SBE goal. To be counted towards the established goal, a proposed SBE firm must be certified in the NIGP and/or NAICS code(s) for the scope of work being provided.

If the Offeror is a registered MSDGC SBE and/or certified by the City of Cincinnati Department of Economic Inclusion, this should be stated throughout the submittal. To be considered for SBE status, the Offeror must be certified in the NIGP and/or NAICS code(s) for the RFQ scope of services.

A list of current SBE and MSD-SBE firms can be found in the City of Cincinnati’s Vendor Compliance and Certification System (VCCS) Certified Directory via the following link:

https://cincinnati.diversitycompliance.com/.

SBE Participation Instructions:

1. Review the Professional Services Rating Rubric.

2. Complete one (1) Statement of Intent to Contract and Perform Form for each SBE subconsultant that will be utilized on the project. Note: If an SBE Offeror is not proposing to utilize other SBE subconsultants, the SBE Offeror must still submit one (1) form and only complete the first section of the form, sign and date.

3. Complete the RFP/Q Subconsultant Utilization Plan (Statement of Intent to Utilize Firms) Form. The plan should demonstrate that the Offeror will achieve or exceed the advertised SBE goal.

Deviation of the submitted QQ from compliance with the Attachment 5 instructions and requirements may render the Offeror’s submittal as “non-responsive” by the City.
