About this file
This is a Byrd Anti-Lobbying Certification form for Project 269.2026.183 submitted by an unnamed company in connection with a North Carolina local contract opportunity for pump and motor repair services with the City. The certification document does not contain specific project timelines, response dates, site visits, or bidder meetings. Rather, it serves as a prerequisite compliance document affirming that no federal appropriated funds have been or will be used to influence federal officials in connection with the contract award, and that the company will comply with all lobbying disclosure requirements if non-federal funds are used for lobbying activities.
The certification requires the company to include identical anti-lobbying language in all subaward documents and ensure all subrecipients certify and disclose accordingly. The document is a material representation of fact required by 31 U.S.C. § 1352 as amended by the Lobbying Disclosure Act of 1995. Failure to file the required certification subjects the company to civil penalties ranging from $10,000 to $100,000 for each violation. The certification must be signed by an authorized company representative and includes provisions making 31 U.S.C. § 3801 et seq. applicable to the certification and any related disclosures.
