About this file

This document is Section M of a solicitation for asbestos abatement services at Hill Air Force Base, Utah, outlining the evaluation factors and methodology for award of a Firm-Fixed-Price Indefinite-Delivery/Indefinite-Quantity contract.

The Government will conduct a Lowest Price Technically Acceptable source selection, awarding to the responsible offeror with the lowest evaluated price whose proposal is rated Acceptable for Technical and Past Performance factors. Evaluation methodology ranks all proposals by Total Evaluated Price first, then evaluates non-price factors only for the lowest-priced proposal; if acceptable, award proceeds without evaluating higher-priced offers. The Technical Proposal is evaluated on a strictly Acceptable/Unacceptable basis using a sequential gate process that terminates evaluation upon any single requirement failure. Part 1 requires verification of bonding with an A.M. Best "A"-rated surety and minimum $1 Million aggregate bond capacity; failure at this initial gate results in automatic Unacceptable rating. Part 2 sequentially verifies technical elements including medical exams, respiratory programs, equipment certifications, Industrial Hygiene qualifications, and Utah Division of Air Quality certifications (Requirements 2.1-2.16); failure at any point in this sequence results in Unacceptable rating. Past Performance is evaluated only for proposals passing the Technical Factor, with offerors lacking relevant past performance records receiving a Neutral rating equivalent to Acceptable for LPTA purposes. Price is evaluated for completeness and reasonableness but not scored or rated; Total Evaluated Price is calculated by multiplying proposed unit prices in Supplemental Schedule B by estimated quantities for the five-year ordering period plus potential six-month extension, with completeness verified through completion of SF 1442 blocks 14-20c and all required fill-ins in Parts I through K.

Section M: Evaluation Factors for Award

Asbestos Abatement Hill AFB, Utah | 18 May 2026

**NOTE: All submission instructions, formatting requirements, and comprehensive criteria referenced below are provided in Section L (Instructions, Conditions, and Notices to Offerors).**

(a) Basis for Award

This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Revolutionary FAR Overhaul 15.103-2 and the DoD Source Selection Procedures. The Government will award a single Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to the responsible offeror whose proposal conforms to the solicitation, is rated "Acceptable" for the Technical and Past Performance factors and represents the lowest evaluated price.

Evaluation Methodology:

The Government will first rank all proposals by Total Evaluated Price (TEP). The Government will then evaluate the non-price factors (Technical and Past Performance) of the lowest-priced proposal. If that proposal is found to be Acceptable, award will be made without further evaluation of higher-priced offers. Proposals are evaluated for acceptability but are not ranked using non-price factors.

(b) Rating Descriptions

Technical and Past Performance factors will be graded strictly on the following pass/fail scale:

Rating Definition

Acceptable Proposal meets the minimum requirements of the solicitation.

Unacceptable Proposal does not meet the minimum requirements of the solicitation.

(c) Factor 1: Technical Proposal (Volume I)

The Technical Proposal (Statement of Qualifications) will be evaluated on a strictly Acceptable/Unacceptable basis using the following sequential "gate" process.

Sequential Evaluation Rule:

Evaluators will review requirements in strict order. If an offeror fails to meet the minimum standard for any individual requirement, the proposal will be rated Unacceptable and removed from further consideration. Upon failure of any single requirement, the evaluation for that offeror will cease instantly, and subsequent elements will not be evaluated.

• Part 1: Insurance (Requirement 1.1)

• Description: Verification of bonding relationship with an A.M. Best “A” rated surety and a minimum aggregate bond capacity of $1 Million.

• Evaluation Gate: This is the initial gate. Failure here results in an automatic Unacceptable rating without progression to Part 2.

• Part 2: Submittal Requirements (Requirements 2.1 – 2.16)

• Description: Sequential verification of all technical elements listed in Section L, including medical exams, respiratory programs, equipment certifications, IH qualifications, and

Utah Division of Air Quality certifications.

• Evaluation Gate: Requirements 2.1 through 2.16 will be evaluated in numerical order.

Failure at any point in the sequence results in an Unacceptable rating.

(d) Factor 2: Past Performance (Volume III)

Past Performance will be evaluated for proposals that have successfully passed the Technical Factor. The

Government will assess the offeror's record of recent and relevant performance to determine an Acceptable or Unacceptable rating.

• Neutral Rating: In accordance with FAR 1 Overhaul 15.202(c)(1), an offeror without a record of relevant past performance, or for whom information is unavailable, will not be evaluated favorably or unfavorably. A "Neutral" rating will be assigned, which equates to an Acceptable rating for the purposes of this LPTA evaluation.

(e) Factor 3: Price Proposal (Volume II)

Price will not be scored or rated but will be evaluated for completeness and reasonableness.

• Total Evaluated Price (TEP): The TEP will be determined by multiplying the proposed unit prices in the Supplemental Schedule B – Price List by the estimated quantities provided for the five-year ordering period and the potential six-month extension.

• Completeness: The Government will verify completion of blocks 14-20c of SF 1442 (Part A) and all required fill-ins in Parts I through K.
