About this file

This document is Section L of a Request for Proposal (RFP) containing proposal preparation instructions for an Asbestos Abatement Service contract with the U.S. Air Force. The Government anticipates awarding a single Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year period of performance and potential six-month option, with task orders awarded for each specific job. Funding will be obligated on each task order awarded. The Government reserves the right to award no contract if deemed not in its best interest and will not be liable for costs incurred by offerors. The Government may award without discussions; therefore, offerors must submit their best pricing and terms initially, though discussions may be held if determined beneficial.

Proposals must be submitted electronically in Adobe PDF, Microsoft Word, Excel, or PowerPoint format compatible with Microsoft operating systems to Tony Tran (Contracting Specialist, Tony.Tran.7@us.af.mil) and Steven Nattress (Contracting Officer, Steven.Nattress@us.af.mil) by the proposal closing deadline. The award will be made to the contractor with a technically acceptable proposal, favorable past performance, and lowest price. Proposals must include three volumes: Volume I (Technical Proposal with mandatory Statement of Qualifications demonstrating Hill Air Force Base qualification), Volume II (Price Proposal with completed SF 1442 blocks 14-20c and unit prices on Supplemental Schedule B posted on Beta.sam.gov with Davis-Bacon Wage Determination), and Volume III (Past Performance Information on provided sheets). Volume I qualifications include insurance with $1 Million minimum aggregate bond capacity from A.M. Best "A" rated surety; employee medical certifications for asbestos and lead work; respiratory protection programs; air sampling protocols; equipment lists with HEPA documentation; NIOSH-approved respirators; Independent Third-Party Industrial Hygienist qualifications; fit-tested employees; Utah Division of Air Quality certifications for asbestos and lead abatement; air monitoring data from previous projects; prior contract history; regulatory compliance documentation; disclosure of terminated projects, contractual penalties, enforcement actions, and legal proceedings within the past two years. All submitted information is subject to Government confirmation, and any false information results in immediate disqualification. The contracting officer has determined adequate price competition exists and will not require cost certification under FAR 15.406-2 unless that determination changes during evaluation.

Section L - Instructions, Conditions and Notices to Bidders

ASBESTOS ABATEMENT SOURCE SELECTION

18 May 2026 PROPOSAL PREPARATION INSTRUCTIONS

A. The Government anticipates awarding a single Firm Fixed Price (FFP) contract for the Asbestos Abatement program. The Government reserves the right to award no contract if the Source Selection Authority (SSA) determines it is in the Government's best interest. The SSA will consider the Government's expected volume of work, available funding, adequate competition, and the availability of best value proposals. If the Government determines not to award a contract, the Government will not be liable for costs incurred by Offeror(s) in connection with any response to this Request for Proposal (RFP). The Government intends and reserves the right to award a contract without discussion(s);

therefore, it is imperative Offerors submit their best pricing and proposal terms initially. However, if during the evaluation period it is determined to be in the best interest of the Government to hold discussion(s), Offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision. The basic contract will cover a five-year period of performance (with the potential to exercise a 6-month option) and task orders will be awarded for each specific job.

B. Funding will be obligated on each task order awarded under the basic contract.

C. To ensure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

Proposal shall be submitted in electronic format copy (1). Electronic copies must be submitted in Adobe PDF, Microsoft Word, Microsoft Excel, or Microsoft Power Point format. Electronic formats shall be compatible with a Microsoft operating system.

Tony Tran (Senior Airmen) Contracting Specialist Tony.Tran.7@us.af.mil

AND

Steven Nattress Contracting Officer Steven.Nattress@us.af.mil

E. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required.

However, if at any time during this competition, the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.
