About this file

This document is a Contractor Ordering Procedures guide for a Single Award Abatement Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued on March 18, 2026. The contract is a Firm-Fixed-Price agreement for asbestos, lead-based paint (LBP), and other hazardous material abatement services at Hill Air Force Base (AFB) and associated sites. The contract has a five-year base period with one optional six-month extension, with an estimated total value between $250 and $9,900,000. All work is ordered through individual Task Orders (TOs) issued by designated Federal Contracting Officers within their warrant levels.

Within 30 days of award, the contractor must submit a System Safety Program Plan (SSPP) per CDRL A001, a Quality Assurance Program Plan (QAPP) per CDRL A002 (evaluated per TO), and qualification documents to receive a one-time $250 payment. Each TO requires submission of a detailed Abatement Work Plan written by a UDAQ-certified Project Designer and approved by the 75 CES/CEOHA Project Manager before work begins. Work execution requires pre-abatement and post-abatement inspections, independent air quality clearance sampling, proper waste disposal at licensed facilities, and emergency response capability within two hours, 24/7/365. Upon completion, contractors must submit comprehensive documentation including daily logs, UDAQ notifications, air sampling results, and waste manifests (within 30 days of acceptance). Invoicing is through WAWF with progress payments authorized on NET 14 for TOs exceeding 60 days or $150,000, and final payment on NET 30 basis. Contractors must maintain active occurrence-type liability insurance and post bonding of up to $1 million at contract level, with additional bonding required for TOs exceeding that amount. Failure to complete a TO within the specified performance period incurs liquidated damages of $1,504 per calendar day.
