About this file

This is a Functional and Non-Functional Requirements Workbook for the SMARA-4 Project, a collaborative effort between the California Department of Technology (CDT), Office of Statewide Technology Procurement (OSTP), and the Department of Conservation (DOC). The RFP seeks vendors to develop a comprehensive case management and external portal system to replace the existing SMARA-3 system and support the Department of Conservation's mining regulation, reclamation, and oversight processes. The project encompasses 300 mandatory scored requirements, one mandatory optional requirement, and desirable scored requirements covering case management, entity data management, external portals for lead agencies and mine operators, public website functionality, file management, reporting capabilities, and technical infrastructure. Key functional areas include automated case and task creation, business rule-driven workflows, user assignment and reassignment capabilities, entity profile management, document version control, compliance tracking, fee calculations, violation and appeal management, and multi-user portal access for external stakeholders. The final proposal submission deadline is January 20, 2026 at 10:00 AM PST, with OSTP eVAQ approval as a non-negotiable requirement.

Bidders must complete the Functional and Non-Functional Requirements Workbook by providing response codes for each requirement—indicating whether solutions can meet requirements "Out of the Box" (4 points), through "Configuration" (3 points), via "Customization/3rd Party" (1 point), or are "Unable to Meet" (failure)—along with narrative descriptions where required for customization work or inability to meet mandatory scored requirements. Failure to meet any mandatory scored or mandatory optional requirement may result in proposal disqualification. Non-functional requirements address system performance (pages and requests responding within 5 seconds, support for 1,000 concurrent users), ADA compliance, 24/7 availability, data encryption in transit and at rest, multi-factor authentication, cloud hosting through a DOC-approved provider with FedRAMP High Security compliance, disaster recovery capabilities per State Administrative Manual guidelines, integration with Azure Active Directory and Microsoft PowerBI, and API capabilities for third-party integration. The workbook includes pivot tables for summary scoring and response tracking, with all bidder response fields color-coded in green for identification and completion verification.

For each MS requirement, the Bidder also needs to provide a "Yes" or "No" response in the column titled "Bidder Agrees to Meet?".

Bidder must log its responses in the green Bidder Response fields on the Requirements worksheet of this Exhibit. Columns K and Column M require response for all lines. Column L is required only if Requirement Response Code is "0-Unable to Meet or "1-Customization / 3rd Party (with Description)"
Worksheet cells intended to be edited/updated by Bidder are enabled; all others are locked. The Requirements worksheet can be sorted and filtered.
Failure to meet a Mandatory Scored, or Mandatory Optional requirement may result in a disqualification of Bidder's proposal.

The list below provides a summary of the Requirements Workbook worksheets:

> Instructions: The worksheet provides instructions for completing the Functional and Non-Functional Requirements Workbook.
> MS DS Requirements: Lists the functional and non-functional requirements for the DMR SMARA-4 project and provides fields for Bidder responses to each.
> MO Requirements: Lists the Mandatory Optional requirements for the DMR SMARA-4 project and provides fields for Bidder responses to each.
> Summary: Pivot tables summarizing requirements response counts. To refresh a Pivot Table, select any cell in the table and type Alt+F5.
The requirements worksheet lists each requirement and specifies a priority as defined below:
> Mandatory Scored: A Mandatory Scored requirement MUST be met by the proposed solution. Points for Mandatory Scored requirements are awarded based on the manner in which the requirement is met.
> Desirable Scored: A Desirable Scored requirement is NOT mandatory. If the Bidder can meeting the Desirable Scored requirement, points will be awarded based on the manner in which the requirement is met.
