Whittier Elementary HVAC Electrification - Ground Heat Exchanger Scope of Work
This is a detailed scope of work document prepared by McKinstry on behalf of Salt Lake City School District (SLCSD) for a ground source heat exchanger installation project at Whittier Elementary School in Salt Lake City, Utah. The project supports SLCSD's sustainability action plan to achieve 100% renewable energy by 2030 and 100% carbon neutrality by 2040. The scope encompasses all ground heat exchanger work, including vertical borehole drilling, U-bend HDPE piping installation, header piping connections, manifold construction, and site restoration. The subcontractor must provide all required trades including drilling, earthwork, and ground loop system piping installation. The work is designed to support a central ground source heat pump system that will meet 100% of the building's cooling load and approximately 80% of its heating load. The project is supported by a 2024 bond and will operate at a site altitude of 4,220 feet. All mechanical work inside the building will be procured through a separate RFP, with the geothermal contractor's scope terminating approximately 5 feet from the building exterior.
The scope of work requires strict adherence to 2021 International Building Code standards, 2023 National Electric Code, and industry standards including IGSHPA Standard C448 and NEBB Procedural Standards. The subcontractor bears full responsibility for utility locating and coordination, site preparation, environmental controls and erosion management, borehole drilling and pressure testing, header piping installation using heat fusion techniques, vault construction, and complete site restoration including compaction testing to 90-95% maximum dry density per ASTM D698. Hydrostatic pressure tests must maintain minimum 100 psig for 30 minutes on individual loops and 1 hour for the header network. The subcontractor must exclude glycol fill and Testing, Adjusting, and Balancing (TAB) from its bid, as these will be handled by the mechanical HVAC contractor. Third-party commissioning and functional performance testing are excluded from this scope. The subcontractor is liable for damages related to schedule failures and coordination issues and must provide as-built drawings and coordination drawings as requested by McKinstry.

PROJECT: Whittier Elementary HVAC Electrification - Ground Heat Exchanger
DOCUMENT: Attachment C: GHE Detailed Scope of Work
1. PROJECT SUMMARY & OVERVIEW:
Salt Lake City School District (SLCSD)’s sustainability action plan commits the District to achieving 100% renewable energy by 2030 and 100% carbon neutrality by 2040. The District has selected McKinstry as their design-build partner in their decarbonization journey, and together SLCSD and McKinstry have completed multiple phases of work touching lighting, solar PV, building controls optimization, weatherization, electric vehicle fleet management, and building electrification retrofits. Supported by a bond passed in 2024, the District is now engaged in the completion of an additional electrification retrofit project at Whittier Elementary School in Salt Lake City, Utah.
To support the District’s sustainability action plan, McKinstry is requesting proposals for the implementation of a building electrification retrofit at Whittier Elementary School. The basis of design for the building electrification is to install a central ground source heat pump (GSHP) unit at the school to replace existing heating and cooling systems. The GSHP systems are designed to meet 100% of the cooling load in the building and approximately 80% of the heating load.
The scope of work described in this RFP includes the ground source heat exchanger work to be completed at the school. The overall scope of work for the project includes Mechanical retrofit work inside the building as well as the installation of the ground loop bore field outside the building. Subcontractors responding to this RFP should include all required trades for the installation of the ground heat exchanger, including, drilling, earthwork, and installation of the ground loop system piping. All mechanical work inside the building will be priced and selected through a separate RFP. Please refer to the construction documents and project specifications included with this RFP for detailed equipment and material installation requirements.
