Controls Commissioning Roles and Responsibilities - Whittier Elementary HVAC Electrification Project
This document is an attachment defining controls commissioning roles and responsibilities for the Whittier Elementary School HVAC electrification project, a design-build partnership between Salt Lake City School District (SLCSD) and McKinstry in Utah. The Controls Contractor is responsible for identifying a qualified Test Engineer to manage and certify all installation, start-up, checkout, commissioning, owner training, and operations and maintenance manual work in accordance with project requirements. The scope encompasses communication and prompt notification of deficiencies; provision of necessary equipment, software, meters, instruments, tools, and ladders; installation observation and certification; start-up and checkout documentation; complete calibration of all control sensors with recorded changes; adjustment and verification of control actuators, dampers, and valves; point-to-point control system checkout; and functional testing of all sequences of operation including start-up, shutdown, unoccupied modes, power failure scenarios, alarms, and component staging. All testing procedures, results, and certifications must be submitted electronically to the McKinstry Construction Manager.
The Controls Contractor must also provide owner training through qualified individuals for a sufficient duration to ensure facility staff can optimally operate, maintain, and replace commissioned features and systems, with training attendance and acceptance documentation signed by owner facility staff. The Controls Contractor is responsible for preparing operations and maintenance manuals, which must be approved by the Design Engineer and Commissioning Agent or McKinstry Construction Manager before submission. All instrumentation used for field testing and calibration must be high-quality, accurate, and suited to the task, with NIST traceable calibration certificates preferred but not mandatory. The Controls Contractor assumes all remedial expenses resulting from the use of inaccurate instrumentation. The Controls Contractor Test Engineer and necessary field staff must be available on request to demonstrate completion of all commissioning activities.

Commissioning Activities: Clarification Control Contractor Scope
1 Controls Contractor
Communication
Requirements
The control contractor is responsible for prompt notification and resolution (if applicable) of any deficiencies preventing proper system operation or compliance with the Commissioning scope below.
2 Controls Contractor Logistics
Requirements
Control Test Engineer will also provide any necessary, computers, software, meters, instruments, tools, and ladders needed to accomplish the
Commissioning scope below.
3 Controls Contractor Testing and Calibration
Requirements
Instruments used to field test and calibrate must be of high quality, suited to the task, and accurate. NIST traceable calibration certificates preferred but not mandatory.
Control Contractor is responsible for all remedial expenses caused by use of inaccurate instrumentation.
4 Identify Test Engineer for
Controls Contractor.
Controls Contractor shall appoint a qualified Test
Engineer to manage and certify that installation, start-up, check out, commissioning, owner training and O&M manuals work is performed according to the project requirements.
5 Installation Observation:
6 Controls Contractor Test
Engineer certifies installation.
Ensure that features and systems are properly installed according to the contract documents and manufacturer's instructions and that other building systems or components are not compromising the performance of the feature.

7 Observe installation of
Controls System
Commissioning Agent or
McKinstry Construction

Manager performs inspections after each Test Engineer certifies installation in writing.
8 Start-up and Checkout:
9 Complete start-up and initial checkout of Controls System.
10 Clearly document start-up and checkout results according to manufacturer's written instructions and the contract documents.
Controls Contractor Test
Engineer compiles electronic copies of start-up and checkout results and certifies that start up and checkout procedures have been completed according to the contract documents and product manufacturer's instructions. This electronic document package is submitted to the
Commissioning Authority.
11 Sampling:
12 Perform appropriate sampling technique to verify that the start-up and initial checkout of systems have been completed.
Controls Contractor Test
Engineer and any necessary technicians shall be available on request of Commissioning
Agent or McKinstry
Construction Manager to demonstrate start-up and checkout of systems are complete.
13 Complete calibration of all control sensors.
Record any intercept, scale, or offset changes where calibration required deviation from factory default values.
Controls Contractor Test
Engineer submits a calibration commissioning report to
McKinstry Construction
Manager (electronically). Test
Engineer for Controls
Contractor submits certification to McKinstry
Construction Manager
(electronically) that each sensor is calibrated according to the product manufacturer's instructions and contract documents.
14 Perform appropriate sampling technique to be reasonably sure that all sensors have been calibrated.
Controls Contractor Test
Engineer (and any other necessary field staff) shall be available on request of
Commissioning Agent or
McKinstry Construction
Manager to demonstrate calibration of sensors is complete.
Last Revision: 10/25/2017 3
15 Complete adjustment of control actuators, dampers and valves.
Verify full open, full closed and linear scaling of analog inputs/outputs for valve and damper actuators. Verify through visual observation.
Controls Contractor Test
Engineer submits a control actuator, damper and valve commissioning report to
McKinstry Construction
Manager (electronically). Test
Engineer for Controls
Contractor submits certification to McKinstry
Construction Manager
(electronically) that control actuators, dampers and valves have been adjusted to operate according to the product manufacturer's instructions and contract documents and that BAS reported values are accurate.
16 Perform appropriate sampling technique to verify operation of control actuators, dampers and valves.
Controls Contractor Test
Engineer (and any other necessary field staff) shall be available on request of
Commissioning Agent or
McKinstry Construction
Manager to demonstrate operational commissioning of control actuators, dampers and valves is complete.
17 Complete a point to point checkout of the control system
Verify that each control point is commanding, reporting, and controlling according to the intended purpose.
Controls Contractor Test
Engineer submits a point to point commissioning report to
McKinstry Construction
Manager (electronically). Test
Engineer for Controls
Contractor also submits certification to McKinstry
Construction Manager
(electronically) that each control point is commanding, reporting, and controlling according to the intended purpose.

21 Test each sequence in the sequence of operations and other significant modes.
Perform Functional
Performance Tests.
Sequences and control strategies include start-up, shutdown, unoccupied and manual modes, modulation up and down the unit's range of capacity, power failure, alarms, component (unit and pump) staging and backup upon failure, interlocks with other equipment, and sensor and actuator calibrations.
Test all larger equipment individually. Confirm and document equipment operates "stand-alone" when disconnected from DDC network and communication failure alarms. Similar units that are numerous (e.g.
smaller rooftop units, air terminal units, exhaust fans) may require a specific sampling strategy.
