About this file

This is Amendment No. 02 to a Request for Proposal (RFP 370886-CD) issued by Fermi Forward Discovery Group, LLC for the Wilson Hall Façade Repairs and Restoration project (Project No. 2-1-552). The amendment extends the proposal due date from February 17, 2026 to February 24, 2026 at 4:00 p.m. Central Time. Offerors must acknowledge receipt of this amendment via email to the Procurement Specialist, by returning a signed copy with their proposal, or by including acknowledgment in their proposal letter. Any changes to previously submitted offers may be made by email if received prior to the new deadline.

The amendment provides responses to five questions submitted by prospective offerors regarding project execution. Key clarifications include: power availability at the 16th floor for swing stage access (480V 60-amp 3-phase, 208V, and 120V 20-A outlets); confirmation that a dedicated Safety Representative separate from the superintendent is required per Specifications 010010 1.9.A and 013100 6.2.B; confirmation that Phase 2 scope includes sounding, cleaning, and sealing walls surrounding the roof area skylights per Drawing Sheet S101WH-P2; clarification that Proposal Form Item 5 in all phases includes both concrete cleaning and existing coating removal as depicted on Drawings and described in Specifications; and confirmation that the one-week deadline extension addresses the request for additional time to respond to RFIs and adjust bids accordingly. Contact information is provided for Chris Daley, Procurement Specialist IV, at (630) 840-4256 or cdaley@fnal.gov.

AMENDMENT 02 to RFP 370886-CD Wilson Hall Façade Repairs and Restoration, FFDG ISD/E Project 2-1-552

Responses to Prospective Offerors’ Questions

Question 1: Can you confirm if there is power available for use at the roof level for swing stage access?

Response 1: Power is available at the 16th floor including 480 V 60-amp 3 phase, 208V, and several 120V 20-A throughout.

Question 2: The documents mention that a site safety manager is required for the project. Should that be included as a dedicated non-working person or can the site superintendent fill that role?

Response 2: Specifications 010010 1.9.A and 013100 6.2.B set requirements for a Safety Representative. The Safety Representative is required and shall be separate from the superintendent.

Question 3: For Phase 2, which includes repairs near the roof level skylight, there doesn't seem to be an elevation drawing showing the walls surrounding the skylight. Is the intent of the Phase 2 project to fully sound, clean, and seal the extent of those walls as well?

Response 3: Yes, the walls surrounding the inner roof area/skylights are included in Phase 2 scope.

Refer to Drawing Sheet S101WH-P2.

Question 4: The proposal form only lists existing coating removal as part of Phase 1 item 5. Item 5 in the other phases just refers to concrete cleaning. Can you confirm that the intent is to remove the existing coating as part of each phase?

Response 4: Proposal Form Item 5, in all Phases, is intended for the concrete cleaning and existing coating removal as depicted on the Drawings and described in the Specifications. Removal of existing coating is required so that new coatings can be applied.

Question 5: Would a one-week extension be possible to allow adequate time to answer all RFIs and for the contractors to properly adjust their bids based on RFI responses?

Response 5: Yes, this Amendment 02 extends the due date by one week.
