About this file

This is an Amendment No. 01 to a Request for Proposal (RFP 370886-CD) issued by Fermi Forward Discovery Group, LLC for the Wilson Hall Façade Repairs and Restoration project (Project No. 2-1-552). The RFP was originally issued on January 15, 2026, with proposals due by 4:00 PM Central Time on February 17, 2026. The amendment, dated February 5, 2026, serves to provide responses to six questions submitted by prospective offerors and does not change any other terms and conditions of the original solicitation. Offerors must acknowledge receipt of this amendment prior to proposal submission via email to the Procurement Specialist, signature on the amendment itself, or inclusion of acknowledgment in their proposal letter.

The responses to prospective offerors' questions address key project requirements and constraints: concrete sounding must be performed during off-hours as noisy work; A/E inspection should allow for up to three visits per scaffold drop location at approximately 4 hours per visit; fixed price proposals must be submitted for the base bid and option years, with each offeror determining escalation rates for future years (no escalation adjustments permitted post-award); drone footage is available via a provided URL; the east elevation canopy height must accommodate continued operational dock deliveries throughout the project; and no additional site visits will be scheduled, with offerors required to submit questions for missing measurements rather than conduct repeat site inspections. The Procurement Specialist point of contact is Chris Daley, (630) 840-4256, cdaley@fnal.gov.

Responses to Prospective Offerors’ Questions

Question 1: Does sounding of the concrete fall into the noisy work classification that needs to be done off hours?

Response 1: Yes, sounding of concrete shall be considered noisy work and be performed off-hours.

Question 2: How many hours of engineering inspection time should we figure per scaffold drop?

Or just total hours per phase.

Response 2: Allow for up to three A/E inspection visits per drop location. It is estimated to be 4 hours per visit.

Question 3: For future phases, are we to guess what future labor and material rates will be, or can we figure it all in 2026 dollars and adjust future years for escalation once they are awarded?

Response 3: Fixed price proposals are to be submitted for the base bid and options. Determination of escalation rates for the option years is up to each offeror. Escalation after contract is awarded will not be permitted for labor or material rates.

Question 4: Can you give us access to the drone footage?

Response 4: It is available at:

Question 5: Do the east elevation canopies need to be high drive canopy at the loading dock doors?

Response 5: Wilson Hall's east dock receives several deliveries of varying capacity throughout the day/week and must remain operational throughout the project. Height of canopy shall be as needed to accommodate operations of dock.

Question 6: If we need to come back to the site for inspecting or measuring again before bid day, is that and option and who do we set that up with?

Response 6: No additional site visits will be scheduled, should you need measurements that are not indicated on the plans or specifications, please submit your question and FFDG will provide the response.
