PROJECT TITLE: - Fort Sill NC Gravesite Expansion and Cemetery FCA Improvements

Question 1) EP101 / Detail C6 — Concrete ductbank is called out in the Keyed Notes #1 & #2 and shown on detail C6. It calls for this type of installation between the "Administration" and "Maintenance" buildings, however no trench is shown to be excavated between these two buildings. Is part of Irrigation Controller H's trench to be a duct bank?

Response: That is correct. The irrigation line is in a duct bank, there is no installation between the administration building and the maintenance building.

Question 2) EP103 — Keyed Notes 1-7. Was voltage drop factored into the circuit design?

Response: Yes voltage drop was factored into this design, the voltage drop for this circuit was 2.8 under the the allowable 3% according to the NEC

Question 3) Specifications, Division 28; 28 13 00, 28 13 53, 28 23 00 — Access Controls and Video Surveillance are listed in the specs, but none appear on the drawings. Are any cameras or access controls included in this project?

Response: Refer to Sheets T-102 and T-601 for access reader and other Telecommunications Room security requirements. The TR door frame has access control on sheet E-501. [See response to Question 77]

Question 4) Specifications, Division 28. 28 31 00; Drawings E-101, E-102, E-103 — Simplex is called in the Equipment Schedules. Are any other brands of equipment acceptable? Is voice/mass notification required?

Response: Simplex is provided as a basis for design, an approved equal would work as well.

Voice/mass notification is not required.

Question 5) LP-402 — Drawing LP-402 does not include sod within the planter areas at the Columbarium Plaza. Please confirm sod is to be installed within the planter areas around the new tree locations.

Response: This will be revised. Please see amendment 001.

Question 6) LP-401 — Drawing LP-401 appears to cut off portions of the new pre-placed crypt section and the restoration limits on the temporary gravel road. Please provide drawing with full limits.

Response: This will be revised. Please see amendment 001.

Question 7) 03 48 24— Paragraph 1.4.B & 1.6.A.9 states to provide written documentation that verifies the installer has been regularly engaged for at least three years, in installation of pre-cast concrete similar to this project. Please confirm that the installer will be required to submit verification that they have installed precast concrete columbarium units for at least three years.

Response: Yes.

Question 8) The solicitation/SF 1442 states that bidders shall complete "S02_Attachment 5_IFB Contractor Cost Estimate Worksheet" as part of the bid submission; however, Section L identifies the required document as "S02_Attachment-16_IFB Contractor Cost Estimate Worksheet". Clarify the correct attachment/worksheet that bidders are required to complete and submit with the bid.

Response: The attachment was previously missing and mislabeled. Attached now as S02_Attachment-14_IFB Contractor Cost Estimate Worksheet.

Question 9) Please confirm whether the Contractor’s Superintendent may also serve as the Site Safety and Health Officer (SSHO) and Quality Control Manager (QCM) for this project, provided the individual meets all required qualifications, certifications, experience, and availability requirements for each position. If combining these roles is permitted, please clarify whether any limitations or additional Government approval requirements apply.

Response: Superintendent may be dual-hatted as SSHO but must have all necessary qualifications, certifications, experience and availability requirements. QCM must be a stand-alone individual.

Question 10) Bid Option 1 / Columbarium C Scope: Please confirm whether Bid Option 1 – Columbarium C is to be priced and submitted with this solicitation. The SOW identifies Columbarium C as Bid Option 1, while the specifications indicate Bid Option 1 is “not included in this solicitation.”.

Response: Option 1 will not be solicited.

Question 11) Also confirm which associated sitework, drainage, irrigation, landscaping, benches, signage, and utilities are to be included/excluded from the base bid. Columbarium C associated sitework.

Drawing G-002 states that all work associated with Columbarium C is Bid Option 1, including signage, drainage, landscaping/irrigation, Drainage Run 3, the tie-in to Columbarium B, portions of irrigation sheet LI402, flower-water stations and work within the shared columbarium yard. Please clearly identify the limits separating Base Bid work from Bid Option 1 within the shared Columbarium C/E/H area, particularly irrigation, drainage, landscaping, paving and common-yard improvements.

Response: Columbarium C infrastructure is not connected to a common-yard as Columbarium E & H. See inset D8 on sheet G-002

Question 12) Quad crypts vs. individual double-depth crypts. Specification Section 03 48 21 is specifically titled “Precast Concrete Burial Crypts (Double Depth Lawn Crypt)” and the project requires 3,554 crypts. Will the Government permit precast quad crypt units consisting of two double-depth burial spaces side-by-side in lieu of individual double-depth crypt units, provided the required plot dimensions, spacing, structural performance, finished elevations and other contract requirements are maintained?

Response: Quad crypts will be approved as an acceptable alternative as long as they meet the equivalent project specifications.

Question 13) CLIN 0002 – Asphalt assessment versus repairs. Section 01 00 02 describes CLIN 0002 as an assessment of existing asphalt cracking, including a report and recommended repair methods. Please confirm CLIN 0002 is assessment/reporting only and does not include repair, sealing or replacement of the existing asphalt deficiencies identified during the assessment, except for paving work separately indicated as part of CLIN 0001

Response: CLIN 0002 is as described in specification 01 00 02. Some roadway repairs are included as CLIN 0001 as indicated in note 1 on sheet C-102.

Question 14) Government-furnished materials — Section 01 00 02 states Government-furnished property shown on the drawings will be delivered to the contractor at the cemetery, with the contractor responsible for assembly/installation and connection materials. Please provide a complete list and quantities of all

Government-furnished materials/equipment for this project and clarify contractor responsibility for unloading, handling, storage, protection, replacement of damaged Government-furnished material and installation hardware.

Response: Government furnished property is limited to Niche Covers.

Question 15) PPC quantities/configuration — The drawing summary identifies 3,554 PPCs: Section 7 – 1,312 standard plus 22 oversized; Section 8 – 1,321 standard plus 9 oversized; Section 9 – 870 standard plus 20 oversized. Please confirm these quantities — 3,503 standard 3'x8' crypt spaces and 51 oversized 4'x10' crypt spaces — are the contractual quantities to be used for bidding and CLIN 0003 pricing.

Response: Quantities confirmed as indicated and shown in plans, also to be utilized for bidding.

Question 16) Existing/shared irrigation controller — Please identify all irrigation mainline, submain, controller, wiring and flower-water-station work that is to remain in the Base Bid if Bid Option 1 is not awarded.

Response: No irrigation will be included for the areas indicated on sheet G-002. All additional irrigation repairs and service to the columbarium included in the base bid is a part of this contract.

Question 17) When is the project expected to start?

Response: The project is estimated to start in January 2027.

Question 18) When will the sign in sheet be posted?

Response: The sign-in sheet was published on 10/8/2026.

Question 19) Please clarify what advance notice or look-ahead schedule the Government will provide for upcoming burials during construction. Will the Contractor receive an updated burial schedule at the end of each workday identifying the following day’s anticipated burial activities, or will a longer look-ahead schedule be provided? Please also confirm the minimum advance notice the Contractor can expect so that manpower, equipment, access, and construction activities can be properly coordinated on a day-to-day basis without impacting cemetery operations.

Response: The typical notice will be approximately 48-96 hours, however the NCA reserves the right to reduce that advanced notice should a short notice internment be scheduled.

Question 21) If combining these roles is permitted, please clarify whether any limitations or additional Government approval requirements apply.

Response: Personnel proposed for these roles must possess necessary certs for each role. [See response to Question 9]

Question 22) Section 31 20 11 generally states that when unsuitable material is encountered and removed, contract price and time will be adjusted under the Differing Site Conditions/Changes provisions. However, the roadway/curb/sidewalk subgrade requirements state that unsuitable soils encountered during proof-rolling shall be removed/replaced or stabilized at no additional cost to the Government until a passing proof-roll is achieved. Please clarify which requirement governs unsuitable soils encountered beneath proposed curbs, roadways, and sidewalks and identify the extent of unsuitable-soil remediation bidders are to include in the Base Bid.

Response: Unsuitable soils will be considered differing site conditions. See revised specification 31 20 11.

Question 23) Please confirm that the existing irrigation system has sufficient available flow and pressure to support the proposed irrigation improvements as designed. If existing system flow or pressure is determined to be insufficient after award, please clarify whether modifications to existing pumps, mains, controls, or other existing irrigation infrastructure beyond that specifically shown in the contract documents will be considered additional work.

Response: The existing irrigation system water source is nearing its capacity. Increasing the capacity was not a part of this project. Any modifications to the water source or pumping system would be considered additional work.

Question 24) Please confirm that the required Flower Water Station (FWS) leak repairs are limited to the locations specifically identified on the contract drawings, including Sheet LI402, and that no additional FWS leak repairs beyond the locations shown are required as part of the Base Bid.

Response: Confirmed.

Question 25) Section 31 20 11 requires the upper 30 inches of subgrade below floor slabs, including the columbaria and repair-area slabs, to consist of approved Low Volume Change (LVC) material. For purposes of establishing a consistent bid basis, please provide the quantity or depth of existing soil that bidders shall assume requires removal and replacement with compliant LVC material, or confirm that bidders shall assume the entire upper 30 inches within these areas is to be removed and replaced with compliant LVC material.

Response: Bidders shall reference the geotechnical boring logs to determine the extents of material removal.

Question 26) Please confirm that existing soils within the required upper 30-inch LVC zone that are tested and determined to meet the specified LVC material requirements may remain in place and will not be required to be removed and replaced.

Response: Confirmed.

Question 27) Please confirm that CLIN 0002 shall include the required pavement assessment/report and crack sealing/repair of up to 2,500 LF of transverse asphalt cracking identified on the contract drawings, and that any crack sealing/repair exceeding 2,500 LF will be established through the required pavement assessment prior to commencement of repair work and handled as additional work through a contract modification.

Response: Confirmed.

Question 28) Please identify whether suitable excavated material may be reused elsewhere on the cemetery property and whether excess suitable soil may be stockpiled/spread at a Government-designated location, or whether bidders shall assume all excess material must be hauled off-site.

Response: All suitable may be reused pending an approved test confirming its suitability and may be stockpiled in the location indicated on the construction plans. All excess materials not used as apart of this project must be disposed of off-site at no additional cost to the government.

Question 29) Section 01 00 02 requires 7-foot-high chain-link construction fencing around construction areas indicated on the drawings. Please confirm whether the Contractor may relocate/reuse temporary fencing as work progresses between phases rather than maintaining fencing around all Base Bid work areas simultaneously.

Response: Confirmed.

Question 30) Please identify the approved construction haul route(s) and any vehicle weight, size, operating-hour, or cemetery-traffic restrictions bidders should incorporate into their pricing.

Response: Haul routes are shown on the construction plans. There are no vehicle size and weight limitations, however all damage caused by the contractor is to be repaired at no additional cost to the government. Operating hours are the same as cemetery operating hours from 8:00am to 4:30pm.

Question 31) Please confirm that bidders are not required to include an allowance for over excavation below the planned foundation excavation elevations due to unsuitable bearing soils, and that any additional excavation and replacement required below the elevations indicated in the contract documents will be addressed in accordance with the Differing Site Conditions/Changes provisions of the contract.

Response: Confirmed.

Question 32) Please confirm that correction or replacement of existing irrigation system components found to be defective during testing, but not specifically identified for repair or replacement in the contract documents, is not included in the Base Bid and will be addressed as additional work.

Response: Anything outside of the SOW identified for repair or replacement would be considered a differing condition and shall be brought to the attention of the COR prior to advancing work.

Question 33) C-506 -- Drawing C-506 includes an underdrain system at the Assembly Plaza. It is assumed that this is to be a new system, however the drawing does not include a scale and all details are labeled N.T.S. To ensure accurate takeoff of materials required, please provide scale for drawing C-506.

Response: Details are not drawn to scall. Dimensions can be scaled off drawing sheets for quantities. Dimensions on details are provided for depths of fill materials.

Question 34) 03 48 21 -- Paragraph 1.5.C states to provide written documentation that verifies the installer has been regularly engaged for at least three years, in installation of pre-cast concrete similar to this project. Please confirm that the installer will be required to submit verification that they have installed precast concrete burial crypts for at least three years.

Response: Confirmed. Three years of installation experience is required.

Question 35) 1. Missing Cost Estimate Worksheet (Attachment 5 / Attachment-16) -- SF 1442 cover (Item 10) requires the bidder to complete “S02_Attachment 5_IFB Contractor Cost Estimate Worksheet” as part of the bid package. Section L, Virtual Bid Instructions ¶3.d, likewise requires “Completed S02_Attachment-16 _IFB Contractor Cost Estimate Worksheet.” Neither that worksheet nor any file titled Attachment 5 / Attachment-16 Cost Estimate Worksheet appears among the SAM attachments for this opportunity. On SAM, “S02_Att 5” is Plan Set Reduced 3 of 11, not a cost worksheet. Please provide the Cost Estimate Worksheet (Att 5 / Att-16), or confirm the correct filename/location and whether an amendment will post it.

Response:[See response to Question 8]

Question 36) Bid Option 1 / Columbarium C — Spec vs Schedule B conflict. Schedule B CLIN 0004 — OPTION 1 Construct Columbarium C is a priced line item, and FAR 52.217-4 (Section M) states options will be evaluated by adding the option price to the basic requirement. However, Spec Section 01 00 02 ¶1.2.A states: “(Bid option 1 is not included in this solicitation).” Please confirm whether CLIN 0004 /

Columbarium C is part of this IFB and must be priced, or whether that Spec sentence is a document error to be corrected by amendment.

Response: [See response to Question 10]

Question 37) Limitations on Subcontracting — VOSB vs SDVOSB under the 85% rule -- This IFB is a 100% SDVOSB set-aside. VAAR 852.219-75 (fill-in certification required with the bid) and related 852.219-73 language address the 85% limitation on subcontracting for general construction (materials excluded). The certificate text and 852.219-73(d) wording are not fully consistent on whether a VetCert-certified VOSB (veteran-owned, not service-disabled) counts as “similarly situated” for measuring the 85% limit, or whether only VetCert-certified SDVOSBs count. Please confirm whether, for compliance with VAAR 852.219-75 / 852.219-73 on this SDVOSB set-aside, amounts paid to VetCert-certified VOSB subcontractors (not SDVOSB) are treated as similarly situated (do not count toward the 85%), or whether only VetCert-certified SDVOSBs are similarly situated.

Response: Per “VAAR 819.7004 - Limitations on subcontracting compliance requirements.

(DEVIATION)

(a) A contract awarded under this subpart is subject to the SBA limitations on subcontracting requirements in 13 CFR 125.6, provided that—

(1) Only certified SDVOSBs listed in the SBA certification database are considered eligible and/or “similarly situated” under an SDVOSB sole source or set-aside.”

Further, CFR 125.1 defines Similarly situated entity as having the same small business program status as the prime contractor and lists the following example: “for a SDVOSB contract, a subcontractor that is a certified SDVOSB.”

Question 38) CLIN 0003 Crypts vs CLIN 0001 — scope boundary (supply/install and crypt-field earthwork) Schedule B prices CLIN 0003 — Crypts, 3,554 EA. SOW §3 (Statement of Bid Item) and Spec 01 00 02 1.2 expressly describe CLIN 0001 (General Construction, excluding CLIN 0002 and Bid Option 1) and CLIN 0002 (Asphalt Assessment), and do not call out CLIN 0003. Spec 03 48 21 covers double-depth lawn crypt supply, delivery, and installation. Drawings also show crypt-field excavation, geotextile, drainage fill, backfill, topsoil, and underdrain associated with the PPC fields in Sections 7, 8, and 9. Please confirm: • (a) That CLIN 0003 covers all Spec 03 48 21 double-depth lawn crypt supply, delivery, and installation for 3,554 EA, and that CLIN 0001 excludes crypt fabrication and install (so pricing is not double-counted); • (b) Which CLIN carries crypt-field mass excavation, surplus-soil handling, geotextile, drainage stone / pea gravel, fill over lids, topsoil over crypts, and perimeter underdrain — CLIN 0001 earthwork / site, CLIN 0003, or a stated split.

Response: CLIN 001 includes the installation of Crypts while CLIN 003 includes the purchase and delivery only.

Question 39) C-102 transverse crack work vs CLIN 0002 assessment-only SOW §3.2 / Spec 01 00 02 ¶1.2.B describe CLIN 0002 as an asphalt assessment of longitudinal and transverse cracks on existing asphalt roadways, drives, and parking areas cemetery-wide, with a report and recommended repair methods (assessor ≥5 years asphalt-repair experience; written NCA approval of the assessor). Plan sheet C-102 keyed notes reference approximately 2,500 LF of transverse crack work “under separate CLIN 002,” which reads as repair quantities, not assessment alone. C-102 also shows asphalt separation along sidewalks at the shelter loop roads (about 650 LF) and related pavement work. Please clarify: • (a) Whether CLIN 0002 is assessment and report only (no repair work in that CLIN); • (b) Whether the ~2,500 LF transverse crack repair referenced on C-102 is in this contract at all, and if so under which

CLIN (0001 or 0002); • (c) Required report format, due date relative to NTP, and whether a pavement-management / PCI-style rating is expected or a narrative crack survey is sufficient; • (d) Timing and process for NCA written approval of the proposed assessor (pre-award vs post-award).

Response: The extent of repair work under CLIN 0002 will be based on the assessment provided by the contractor and their recommendations (assessment and reporting only, no physical work). The 2500 LF of transverse crack repair is for a rough guidance to existing conditions. The asphalt separation from sidewalk at the loop roads is part of the base bid not CLIN 0002 (this work will be performed). The report shall be a narrative with detailed recommendations for repairs. Should action be taken on the reports recommendations a contract modification would be required.

Question 40) Overtime / after-hours notice — 72 hours vs 7 days; phasing plan with bid SOW §5 requires work Monday–Friday 8:00 AM–4:30 PM; overtime requests in writing 72 hours in advance (Cemetery Director and COR); cease for nearby interments and ceremonies. Spec 01 00 02 ¶1.4.B.2 requires 7 days’ notice to the COR for work outside regular hours. Spec 01 00 02 ¶1.5.G requires a phasing schedule and two weeks’ advance notice before starting work in each specific area. Please confirm which overtime / after-hours advance-notice period controls (72 hours vs 7 days), and whether a draft phasing plan is expected with the bid or only after award.

Response: 72 hours notice is acceptable, see revised specification.

Question 41) Crypt load test — location, NCA Crypt Specialist scheduling, and phased production /

Install Spec 03 48 21 (Double Depth Lawn Crypt) requires NPCA plant certification; ≥3 years manufacturer experience; PE-stamped design; on-site functional confined load test and shelf test before production (three sample crypts: 2 perimeter + 1 interior); and commence production only after written submittal approval and load testing / demonstration scheduled for the NCA Crypt Specialist. Please clarify: • (a) Preferred on-cemetery location for the three-crypt load / shelf test; • (b) How far in advance the NCA Crypt Specialist must be scheduled; • (c) Whether the on-site load test must occur before any of the 3,554 production units may be fabricated, and how that sequencing is expected to fit within the 545-day period of performance; • (d) Whether installation under CLIN 0003 may begin in phases (e.g., by Section 7 / 8 / 9) before all 3,554 units are manufactured; • (e) Whether any brand-name or prior-approved crypt designs are already acceptable to NCA for this project, or if all designs are performance-spec only.

Response: Crypts require load testing in a location within the limits of disturbance. Contractor may proceed at their own risk with manufacturing of crypts prior to a passing load test. Installation may begin prior to the full manufacturing of the required number of crypts. 7 days’ notice for load testing is acceptable.

Question 42) Keying / Grand Master — information needed before bid (Spec 08 71 00) -- Spec 08 71 00 requires 7-pin removable cores keyed into the existing Grand Master; the key and core system shall match existing. The specification states that keying information will be furnished at a later date by the COR.

Hardware sets HW-E6 (committal shelter storage pairs) and HW-5 (Admin TR door 101) depend on matching the existing brand, keyway, and core format (e.g., small-format IC vs large-format IC vs conventional), and on whether the keyway is restricted / patented. XXXX has not confirmed field lock brand, keyway, or core type from the site visit. We are not stating any field finding here. Please provide, to the extent available before bid opening: • (a) Existing lock manufacturer, keyway designation, and core format at the Administration / Maintenance building and committal shelters; • (b) Whether the keyway is restricted / patented and whether a VA or cemetery authorization letter is required to order permanent cores; • (c) Who holds the grand master / great grand master and bitting records, and who pins the final 7-pin cores (Contractor vs VA / cemetery locksmith); • (d) Whether construction cores plus an allowance for permanent cores is an acceptable bid approach until the COR issues final keying.

Response: Match new to existing door keyways, cores or replace all to match.

Question 43) Construction access, badging, vehicle authorization, and photography Spec 01 00 02 ¶1.4.B.3 prohibits photography of VA premises without written COR permission. Spec 01 00 02 ¶1.4.F references a 24-hour vehicle authorization request. The solicitation does not clearly describe post-award worker badging, background checks, escort rules, or any Fort Sill / Army installation access requirement for cemetery contractor forces. Please confirm: • (a) Daily access procedures for contractor workers after award (badge, background check, escort, or other); • (b) Whether any Fort Sill / Army base-access rule applies beyond cemetery check-in; • (c) How to submit the 24-hour vehicle authorization request (form, POC, lead time); • (d) Whether progress photography after award is permitted with COR written permission, and the preferred request process.

Response: Vehicle authorization is not required for this project. photography is allowed onsite. See revised specification.

Question 44) Door 001 quantity — both committal shelters Door Schedule / A-601 notes door mark 001 “to be replaced for both shelters” (louvered steel pair, 6'-0" × 7'-0", frame type 3-STL, hardware set HW- E6). Please confirm that door 001 is two (2) openings — one at each committal shelter — each a 6'-0" × 7'-0" pair with new steel frame and HW-E6 per opening.

Response: Confirmed.
