This is a technical specification document (Section 32 31 19) for ornamental steel fence and gate installation at Bakersfield National Cemetery Phase 1B Project 929 CM2002B, dated July 10, 2009.

The specification establishes comprehensive requirements for furnishing and installing perimeter security fences, gates, and accessories. Ornamental steel fence materials must conform to ASTM A653/A653M with minimum yield strength of 45,000 psi and G-90 hot-dip galvanized coating of 0.90 oz/ft² minimum. Pickets are specified as 1-inch square 14-gauge tubing with steel channel rails (1.75" x 1.75" x 0.105") spaced 4.715 inches on center. Fence panels and posts must undergo electrodeposition coating (E-Coat) with multi-stage zinc phosphate pretreatment, epoxy primer, and acrylic topcoat with minimum 2-mil cumulative thickness in black color, meeting ASTM F2408 Industrial weight fence performance standards. Swing gates utilize 1.75-inch 14-gauge Forerunner double channel rail with 2-inch square 11-gauge gate ends and 1-inch square 14-gauge pickets; gates exceeding 6 feet width require 1.75-inch intermediate uprights and cable kits. Cantilevered gates employ aluminum 6063-T-6 framing with various infill options (corrugated pales, aluminum pickets, or chain-link fabric) and include suspension and guide rollers with truss cables. Installation requires properly trained crews following manufacturer instructions, with fence posts set in concrete footers minimum 36 inches deep (±½ inch spacing per Table 3), gate posts per manufacturer drawings, and all cut/drilled surfaces sealed with zinc-rich primer and custom finish paint to maintain warranty. Post caps and supporting arms must be weathertight. PART 3 - EXECUTION

3.1 INSTALLATION

A. Install fence by properly trained crew, on previously prepared surfaces, to line and grade as shown. Install fence in accordance with the manufacturer's printed installation instructions, except as modified herein or as shown. Maintain all equipment, tools, and machinery while on the project in sufficient quantities and capacities for proper installation of posts, pickets,, rails, pales, and accessories.

B. Engage the services of a Registered Professional Land Surveyor or

Registered Civil Engineer specified in Section 01 00 00, GENERAL

REQUIREMENTS, to stake out and certify that the fence alignment meets the requirements as shown.

C. Fence post shall be spaced according to Table 3, plus or minus ½”. For installations that must be raked to follow sloping grades, the post spacing dimension must be measured along the grade. Fence panels shall be attached to posts with brackets supplied by the manufacturer. Posts shall be set in concrete footers having a minimum depth of 36” (Note: In some cases, local restrictions of freezing weather conditions may require a greater depth). The “Earthwork” and “Concrete” sections of this specification shall govern material requirements for the concrete footer.

Posts setting by other methods such as plated posts or grouted core-drilled footers are permissible only if shown by engineering analysis to be sufficient in strength for the intended application.

D. When cutting/drilling rails or posts adhere to the following steps to seal the exposed steel surfaces; 1) Remove all metal shavings from cut area. 2) Apply zinc-rich primer to thoroughly cover cut edge and/or drilled hole; let dry. 3) Apply 2 coats of custom finish paint matching fence color. Failure to seal exposed surfaces per steps 1-3

32 31 19-4 RHAA July 10, 2009 above will negate warranty. Ameristar spray cans or paint pens shall be used to prime and finish exposed surfaces; it is recommended that paint pens be used to prevent overspray. Use of non-Ameristar parts or components will negate the manufactures’ warranty.

E. Gate posts shall be spaced according to the manufacturers’ gate drawings, dependent on standard out-to-out gate leaf dimensions and gate hardware selected. Type and quantity of gate hinges shall be based on the application; weight, height, and number of gate cycles. The manufacturers’ gate drawings shall identify the necessary gate hardware required for the application. Gate hardware shall be provided by the manufacturer of the gate and shall be installed per manufacturer’s recommendations.

3.2 EXCAVATION

Excavation for concrete-embedded items shall be of the dimensions shown, except in bedrock. If bedrock is encountered before reaching the required depth, continue the excavation to the depth shown or 18 inches

(450 mm) into the bedrock, whichever is less, and provide a minimum of

2 inches (50 mm) larger diameter than the outside diameter of the post.

Clear loose material from post holes. Grade area around finished concrete footings as shown and dispose of excess earth as directed by the Resident Engineer.

3.3 POST SETTING

Install posts plumb and in alignment. Set post in concrete footings of dimensions as shown, except in bedrock. Thoroughly compact concrete so as it to be free of voids and finished in a slope or dome to divert water running down the post away from the footing.

3.4 POST CAPS

Fit all exposed ends of post with caps. Provide caps that fit snugly and are weathertight. Where top rail is used, provide caps to accommodate the top rail. Install post caps as recommended by the manufacturer and as shown.

3.5 SUPPORTING ARMS

Design supporting arms, when required, to be weathertight. Where top rail is used, provide arms to accommodate the top rail. Install supporting arms as recommended by the manufacturer and as shown.
