Introduction
EHM Engineers, Inc. has performed a study on the subject property located south of E. Elm
Street and west of N. 1600 East to determine the utility sources study for the U.S. Department of
Veterans Affairs. Refer to Figure 1 for the site vicinity map and Figure 2 for the location of the subject property in regards to the City of Buhl. The property consists of approximately six acres with access from E. Elm Street. The site has historically been used for agricultural related activities.
The property is currently in zone I1, light industrial, in the city of Buhl area allowing for the type of development desired if all criteria of the City is met for zoning designation. The property lies south of the West End Cemetery District, which was platted for similar uses. The surrounding land is mostly agricultural in nature.
EHM Engineers, Inc. understands that the proposed construction will consist of the establishment of pre-placed crypt gravesites, columbarium wall structures, US and POW flagpoles, and a memorial monument area.
This report will include the following:
1) Description of the existing subsurface materials and conditions.
2) Scope of site investigation:
a. Access
b. Surface irrigation
c. Public utilities
Site Description
The site is located directly south of West End Cemetery District in Buhl, Idaho. Figure 1 shows the site location. The subject site is primarily agriculture in a rural setting east of the City of
Buhl, Idaho refer to Figure 2. This site naturally drains due to the Portneuf Silt Loam on the west side of the subject property and Sluka silt loam primarily on the east side of the subject, refer to Figure 3. There is mild sloping of 0-2% on the west side and 1-4% on the east side of the subject site, respectively. The majority of storm water is absorbed on site. The depth to groundwater is described to be more than 80 inches below the ground surface (National Resource
Conservation Service).There are currently no buildings or permanent structures that have been constructed on the subject site.

Area Geology
The subject property is located in the central portion of the Snake River Plain of Southern Idaho.
The Snake River Plain is underlain by thousands of feet of volcanic deposits interbedded with relatively thin layers of sediment. The basalt layers are overlain in the Buhl area with a thin layer of loess/eolain (windblown) deposits of silt and sand (Eloian deposits over bedrock derived from volcanic rock). These superficial sediments generally vary between 3-15 feet in depth within the subject property. Topographic conditions appeared to range from 0% to 4% with increasing grades to the southwest.
Site Investigation
Access
The property has access from E. Elm Street. Conceivably the City would require upgrades to the road to serve the development. A new approach permit will be required through the City to change from agricultural access to commercial access.

Surface Irrigation
A. Irrigation Water Delivery Source & Water Rights
Twin Falls Canal Company
Typically, the City requires that surface water be kept with lands being developed and used as a non-potable irrigation system for landscaped areas. A pressure irrigation system would probably be required that would distribute surface water to landscaped areas.
Mr. Jay Barlogi with the Twin Falls Canal Company confirmed that the irrigation water delivery source to the subject property is Lateral 35, gates 15 and 16. Mr. Barlogi may be reached at 1(208)-733-6731. In the event that a separate head gate for delivery is desired, a minimum of ten shares of Twin Fall Canal Company water stalk will be required to be delivered. This property has full water shares to Shirley Love. The irrigation delivery system for the subject property needs to be modified and coordinated with Shirley Love through the purchase and sales agreement.
The water rights for this parcel of land should be purchased at one share per acre per portion.
One (1) share of the Twin Falls Canal Company stock is equal to 5/8 th of a minor’s inch.
Additional water rights may be purchased and transferred to the subject property with approval from the Twin Falls Canal Company.
Idaho Department of Water Resources
The Idaho Department of Water Resources (IDWR) has a set of standards to evaluate water use rights for applications and claims. IDWR Southern Regional Office may be reached at
1(208)-736-3033. According to IDWR 1 acre-foot of water is equal to 325,851 gallons of water and 1 cubic foot per second is equal to 448.8 gallons per minute. The domestic use diversion rates for irrigation purposes are “a total diversion of 0.02 cubic feet per second per acre irrigated” (IDWR). There are exceptions to this as long as the claimant can demonstrate the requirement for more. There are no additional requirements for 5 or less acres with diversion rates up to 0.03 cubic feet per second per acre. No groundwater rights are known to exist on the property. Formal request for water right to groundwater sources for consumptive use will be required to secure a water right.
Under the authority of the Director of the Department of Water Resources, there is a set of adopted rules for water appropriation regulations provided by Sections 42-180(5), Idaho
Code. According to Idaho Administrative Procedures Act (IDAPA) 37, Title 03, Chapter 08, the volume of acre-foot for water sufficient to cover one acre of land at a depth of one foot is
43,560 cubic feet.
The Idaho Statutes, Title 42, Chapter 1, specifies the appropriation of water for general provisions. It states the proprietors of water ways have water rights to the property of it while it is lawfully diverted. A domestic well may be permitted by IDAPA for domestic
EHM No. 052-16 Page 7 service, including irrigation of up to on-half (1/2) acre of land with a maximum of 13,000 gallons per day being allowed for usage.
B. Subsurface Groundwater Outlet Point
According to the Twin Falls Canal Company, there are no known documented or recorded seep tiles or tunnels that contribute to subsurface groundwater drainage outlet points.
C. Surface Drainage Outlet Point
The storm water will drain to partially to the northeast and partially to the west sides of the property due to sloping topography.
Public Utilities
A. Electrical Utility Source Availability
Idaho Power would be the provider for electrical services as in power, to the property. There are overhead power mains available on Elm Street near the subject property. Mr. Rod
Lancaster was contacted as part of this investigation. The anticipated electrical load is unknown at this time by EHM Engineers Inc. During the discussion and review with Idaho
Power Company electrical services with less than 400 Amp total load for the site are not expected to require line upsizing or utility improvements, other than a new transformer for the property and a primary electrical service pole. A formal service request is required. Cost for electrical service will vary depending upon selected service (underground verse overhead). Costs are estimated by EHM Engineers Inc, to be approximately $15,000 to
$30,000.
Filer Mutual Telephone Company provides cable services. Joint utility trench is often employed for underground utilities. Mr. Mike Gouker contacted us during this investigation.
He stated that there is currently a utility line on the east side of the West End Cemetery
District. There is an application that could be applied for directly through Mike. The range of pricing would be dependent upon the speed desired, but installation is free. Further questions can be directly answered by Mike at 208-308-1496.
Intermountain Gas Company would be the provider for gas. Mr. Lance McBride from
Intermountain Gas Company was contacted as part of this investigation. Pricing and contracting installation required would be coordinated with him. He stated that there are currently no natural gas distribution lines near the subject property and noted that the nearest line was more than half a mile away to the west of the subject property on Hatfield Lane. Mr.
McBride would require rock depths, anticipated usage/demand usage, etc. in order to properly price the cost of installation. EHM Engineers, Inc. estimated the range for cost of installation to be $75,000 to $100,000. A large variance in cost will be due to subsurface rock elevations and the distance for offsite extension.
Environmental Site Assessment
There was no environmental site assessment performed at this time.

Storm Water Retention
The City of Buhl requires that every new development capture, retain, and release their storm water within the boundaries of the subject property. This can be accomplished through several different methods including but not limited to swales, ponds, and dry wells. For this site, it is recommended that a combination of swales and basin be used. The City of Buhl uses a storm water intensity of 1.6 inches for the 25 year – 24 hour storm event.

Limiting Conditions
The site investigation was limited to the subject property and consisted only of the areas outlined by red in Figure 1. No other significant deviations were noted from the procedure set by the customary practices of Utility Source investigation.
