SOLICITATION NUMBER: 36C78618R0078 VA NATIONAL VETERANS BURIAL GROUND CEMETERY BUHL, TWIN FALLS COUNTY, ID MASTER PLAN AND DESIGN BUILD PHASE I Phase II Responses to Requests for Information for solicitation 36C78618R0078
QUESTION 1: For the Technical Proposal (Volume 1), Factor 2 (Management Approach) requires us to provide a Quality Control Plan for both Design and Construction. Will the Government accept an abbreviated/abridged version of our QC Plans? These plans exceed the page limits (15 pages) of Factor 2.
RESPONSE 1: The plan could be abbreviated (bullet format) for the Factor 2 response. The full Plan shall be submitted as an attachment, not subjected to the page limitation.
| QUESTION 2: | Will the government approve the usage of “Quad Crypts” (a 2x2 crypt) rather than the standard double-depth crypts? |
| RESPONSE 2: | Yes |
| QUESTION 3: | Can the government please provide any additional information regarding the ownership of water/irrigation rights at the site? The provided reports are unclear as to what the government owns in terms of water shares/rights. |
| RESPONSE 3: | Water Rights are attached to and sold with the land by one share per acre. |
5 acres would receive five shares which equates to 34 gallons/minute, 24/7, constant flow.
There is no more additional official information. The SOW includes the due diligence of the Offeror to provide a complete irrigation system for the new cemetery. The Offeror can directly contact the Twin Falls Canal Company (TFCC). Please refer to the Minutes of the last meeting between the government and the TFCC on February 3, 2016, which are attached with the RFI responses.
QUESTION 4: CLIN 2 includes the language: “40 oversized vaults and 40 plots for private vaults” – however, this requirement is not included in the “Elements and Features” section of the solicitation (starting on page 27 of 80). Please confirm this requirement is included in the scope.
RESPONSE 4: Yes, the 40 oversize vaults and 40 plots for private vaults are required, even if they are not listed in the “Elements and Features.”
| QUESTION 5: | The setback for burials from all property lines is 20'. Does this set back include the right of way line? i.e.: Do we need to be 20' back from the right of way? |
| RESPONSE 5: | The cemetery fence line would be installed directly on the southern edge of the 25’ roadway right of way. NCA will not allow installing any permanent cemetery fencing within the 25’ county road right of way. |
a. Any above ground surface features of the national cemetery (such as road or burial sections, etc.) would maintain a 20’ setback from that cemetery fence line.
b. Any underground features (irrigation lines or storm sewers, etc.) can be installed within the 20’ setback zone from the cemetery fence line.
| QUESTION 6: | The cap for the columbarium says it needs to be solid stone. Does that mean the cap has to be one solid piece or can it be multiple pieces to cover the columbarium? | |
| RESPONSE 6: | The capstone may be multiple pieces fit together to form a uniform capstone. | |
| QUESTION 7: | Will the government accept precast concrete caps (as opposed to solid stone) for the ornamental entryway feature and ornamental gate columns/pilasters? | |
| RESPONSE 7: | No precast concrete will be accepted. A material known as precast stone has been used at some cemeteries. However, the quality and color of the capstone shall resemble natural solid stone. The specifications for precast stone are found in the TIL (https://www.cfm.va.gov/til/ncaSpec.asp) referenced in the Scope of Work. | |
| QUESTION 8: | In ground cremation says we need to provide 250 4'x4' spaces. Do the in-ground cremation spaces need an urn vault pre-installed? If so is there a specification for the urn vault? | |
| RESPONSE 8: | In-Ground Cremains (IGC) do not require vaults pre-installed. | |
| QUESTION 9: | Please specify the size of the oversized vault. | |
| RESPONSE 9: | All oversized vaults are 4x10. | |
| QUESTION 10: | Please specify what is meant by "private vault"? Is this a single depth lawn crypt? | |
| RESPONSE 10: | Private vaults do not have a pre-placed crypt. They have a concrete beam supporting the headstone. | |
| QUESTION 11: | In regards to the Cortege area for 30 cars, can this be part of the curb side parking, or does the Cortege area need to be a separate drive/road way? | |
| RESPONSE 11: | Due to the small area, it would be acceptable either way. It is up to the designer to establish the means and methods to accomplish what is required. At this time, the NCA will not limit the various methods to accomplish this task in the most efficient manner and within budget. |
| QUESTION 12: | The solicitation (page 22 of 80) states we must irrigate the entire site within an 8-hour water window. As the water source is canal company (with lower flow rates gpm), is the government willing to waive the 8 hour water window requirement? If not, please provide additional specifications and guidelines on how the government would like the irrigation system to be operated, i.e. irrigated every day, every third day, etc. This will help determine the components of the system. | |
| RESPONSE 12: | Offeror’s proposal should meet this requirement as stated in the SOW. It is up to the designer to establish the means and methods to accomplish what is required. At this time, the NCA will not limit the various methods to accomplish this task in the most efficient manner and within budget. | |
| QUESTION 13: | If required (based on the answer to question #12 above), can we utilize an onsite pond/reservoir for the irrigation system? | |
| RESPONSE 13: | Yes, but there are several methods that can accomplish this task. Due to the small area, a method that maximizes the use of land for internments is preferred. It is up to the designer to establish the means and methods to accomplish what is required. At this time, the NCA will not limit the various methods to accomplish this task in the most efficient manner and within budget. | |
| QUESTION 14: | In the documents is says that curb and gutter is preferred (not necessarily required) along the roads. Can you specify if curbing will be required on this project? | |
| RESPONSE 14: | Curbs and gutters help direct the drainage from roads. This project, due to its size, does not have large roads. It is up to the designer whether curbs and gutters will be the most efficient and cost efficient way to drain the road. It is not a requirement. | |
| QUESTION 15: | Can you please provide the official name of the cemetery that will be utilized for signage? (For example: “Buhl National Cemetery” or “Twin Falls Regional National Cemetery”) | |
| RESPONSE 15: | At this time, there is no “official” name. The official name will be determined later through local veteran’s participation and consensus. The official name will contain the words “National Cemetery” at the end. | |
| QUESTION 16: | Please confirm the government will accept columbarium’s that are 5 niches high (5 per column) on this project. | |
| RESPONSE 16: | Yes. | |
| QUESTION 17: | Due to the potential cost impact and technical changes that could arise from these RFI’s, we respectfully request an extension to the proposal due date. Depending on the speed of the government’s response to these RFI’s, we believe 4/20/18 would provide adequate time. | |
| RESPONSE 17: | The proposal due date will be extended from April 10, 2018 to April 16, 2018. | |
| QUESTION 18: | Will the government approve using two separate electrical services to feed power to the project? | |
| RESPONSE 18: | It is up to the designer to establish the means and methods to accomplish what is required. At this time, the NCA will not limit the various methods to accomplish this task in the most efficient manner and within budget. | |
| QUESTION 19: | Please specify if there is a specific color temperature for the lighting that is required? | |
| RESPONSE 19: | No, It is up to the designer to establish the means and methods to accomplish what is required. At this time, the NCA will not limit the various methods to accomplish this task in the most efficient manner and within budget. | |
| QUESTION 20: | As per local requirements, drainage will need to be held on-site. Will the government accept the use of below-grade storm chambers for detention? They would be placed under the roadway so as to not take away from possible burial sites. | |
| RESPONSE 20: | Yes, it is one of the many methods to accomplish this task. The SOW requires following local requirements as well as State and Federal requirements. It is up to the designer to establish the means and methods to accomplish what is required. At this time, the NCA will not limit the various methods to accomplish this task in the most efficient manner and within budget. | |
| QUESTION 21: | Is there a requirement for a drainage system below the double depth lawn crypts? If so can a detail of how the system should be designed be provided? | |
| RESPONSE 21: | There is a drainage system below the double depth lawn crypts. Its design should be based in the local soil with the recommendation of the Geotechnical Engineer. We are attaching a sample drawing (Crypt Details PDF) with details. By no means should the attachment be construed as being the final required design. It is up to the designer to establish the means and methods to accomplish what is required. At this time, the NCA will not limit the various methods to accomplish this task in the most efficient manner and within budget. |
