The award will be made in accordance with FAR Part 15 "Contracting by Negotiation" and Far Part 36 "Construction and Architect-Engineer Contracts.”
The government intends to award without discussions, however; the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
The three (3) most highly qualified proposals from Phase I will be selected to participate in the Phase II process.
An organized site visit will not be conducted for Phase I or II.
Description of work: The contractor shall provide all labor, materials, tools, equipment, and the Master Plan and Design-Build services for Phase 1 to purchase and install approximately 500 double pre-placed 3’x8’ concrete lawn crypts , provide 250 4' x 4' In Ground Cremain plots, build 250 Columbarium Niches, purchase and install 40 oversize vaults , and provide 40 plots for private vaults, landscaping, irrigation, drainage, site furnishings, signage and roads construction , including the necessary infrastructure for a functioning National Burial Ground, including a dignified entrance feature. Niche covers will be government-furnishedand contractor installed. This is a Rural Initiative project
This is a 100% competitive set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). The prime contractor must also be registered in the Office of Small and Disadvataged Business Utilization (OSDBU) Vendor Information Pages (VIP) at https://www.vip.VetBiz.gov at time of proposal submision AND at time of award.

Niche covers will be government-furnished and contractor installed. Including but not limited to the construction of associated roads, walks, perimeter walls and fencing around entire site, landscaping, drainage, signage (both site signage and external roadway way-finding signage needed within a 10 mile radius of site), automatic irrigation, irrigation water storage and pump systems, dignified lighted entrance feature with NCA Seals/Emblems, automated vehicular entry gates, gravesite locator feature/structure, committal shelter with electrical service, memorial wall, burial areas (PPC, IGC, and CN), and US flag/assembly/monument area. Design shall be per NCA criteria on the VA website on the Technical Information Library. The site shall be protected from negative environmental factors (dust, pesticides, etc.), from adjacent farming activities through combination of walls and/or fencing with vegetative screens to a minimum height of 8 feet. |

Set-Aside Solicitations Issued under the Veterans First Contracting Program
Contract Administration Data
Limitations on Subcontracting – Monitoring and Compliance This solicitation includes VA Notice of Total Service-Disabled Veteran-Owned Small Business Set- Aside; VAAR 852.219-11, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting. Accordingly, any contract resulting from this solicitation will include this clause.
The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor’s compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor’s offices where the contractor’s business records or other proprietary data are retained and to review such business records regarding the contractor’s compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the contractor’s business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor’s compliance with the limitations on subcontracting or percentage of work performance requirement.
INSTRUCTIONS FOR PROPOSAL SUBMISSION
NOTE: THIS IS A PHASE I PROPOSAL ONLY. DO NOT SUBMIT PHASE-II INFORMATION WITH THE PHASE I PROPOSAL.
ALL PROPOSAL PREPARATION COSTS WILL BE THE SOLE RESPONSIBILITY OF THE OFFEROR. THE GOVERNMENT WILL NOT REIMBURSE ANY FIRM FOR THEIR PROPOSAL PREPARATION COSTS.
A. PHASE I REQUEST FOR QUALIFICATIONS (RFQ)
A. 1 Pre-Proposal Conference No pre-proposal conference will be held for Phase I or Phase II. The Offeror may investigate the site at their own convenience and expense.
A. 2 Pre-Submission Inquiries Submit Phase 1 inquiries, questions or comments electronically to the Government's Point of Contact (POC). All requests for information or clarification must be submitted via email only to: Elizabeth.Monohan@va.gov by January 22, 2018 at 4:00 PM ET, email subject line shall include “Twin Falls Regional Area DB 36C78618R0078”. Unless the question deals with issues of a proprietary nature, responses to questions or comments will be posted to www.FBO.gov under Twin Falls Regional Area DB 36C78618R0078. No hard copy replies will be issued.
Instructions for submitting Phase II inquiries, questions or comments will be posted on FBO with the RPF announcement.
A. 3 Date, Time & Place of Submission Phase I proposals must be received at 425 I Street, NW, 5th Floor, Washington DC 20001, by the submission due date of February 12, 2018 at 4:00 ET. Packages should be addressed to Elizabeth Monohan, Contract Specialist. Late submissions will not be accepted. All submitted materials will become the property of the Government and will not be returned.
All mailed or delivery service packages are subject to offsite scanning and may delay the receipt of your package by one or more days, please plan accordingly. Regardless of the manner you choose to deliver your package, it is the Offeror’s responsibility to ensure it is received before the submission deadline.

A.4 Phase I Submission Requirements Phase I proposals will be accepted and evaluated for possible advancement to Phase II. Phase I evaluation will select no more than three (3) of the most highly qualified Offerors to advance to Phase II. Submitted proposals that do not meet the following instructions may be determined to be nonresponsive and not considered for an award. Proposals shall contain all applicable information as required by the solicitation.
1. Offerors are required to submit one (1) original and three (3) copies of their technical proposal.
2. Documents required: The proposals shall be submitted to the Contracting Officer by the due date and time as specified on the SF 1442 at the address as indicated below. The proposals shall be spiral bound into volumes with a cover sheet for each volume displaying information required at item 6. The volumes shall be submitted in response to this solicitation. The proposal shall consist of two (2) physically separate and detachable submissions as follows: Volume I- Technical Capability (Factors 1 - 2) and Volume II – Past Performance Information (Factor 3). The proposal shall not exceed the number of pages identified in the table below. A page is considered to be one side of an 8-1/2 x 11 inch sheet of paper.

**NOTE: Cover pages, index pages, CPARS evaluations, and PPQ’s do not count towards page limitations. The Government will not review any information that exceeds the page limitation, including attachments, enclosures, charts, etc. For instance, if the total page limitation is 10 pages, the Government will only review 10 pages. 3. Text: Text shall be at least single spaced, on 8 1/2 x 11 inch paper, with a minimum one-half inch margin all around. Pages shall be numbered consecutively. Printing double-sided is encouraged but each printed side will count as a single page towards the total sheet count limitation for the respective section. No foldout pages shall be used except for drawings as described in (c) below. Pages submitted in excess of the page limitations stated throughout this document will not be evaluated.
4. Drawings: Drawings will be submitted as full size (30” x 40” maximum) hardcopy sheets and may be reduced and bound into the response booklet without being counted as sheets.
5. Font Size: Print shall be of a minimum 12-point font size or a maximum 10 characters per inch (10-pitch, pica) spacing. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable.
6. Proposals will be identified with the following information for each volume:

7. The first page of the proposal shall include the information identified in provision 52.215-1 paragraph (c)(2). Paragraph (c)(2)(iii) is modified to read “A statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation.” This statement should be placed on the first page of Volume 1 and 2 with the contact information.
8. Proposals shall contain all applicable information as required by the evaluation factors.
9. All transmittal envelopes or other packaging shall be clearly marked with the solicitation number, Offeror(s) name and return address.
10. All proposals should be mailed by fastest traceable means (i.e. FedEx, UPS, Airborne Express, etc.) to avoid delays by USPS package irradiation treatment procedure in Washington, DC.
11. The Offeror shall submit one (1) sealed original Phase I offer and three (3) copies to the office of Ms. Elizabeth Monohan, Contracting Officer, Department of Veterans Affairs, National Cemetery Administration by the date and time shown on the SF 1442.
12. Electronic Copy: Offerors shall include one copy of everything being submitted in paper to be also submitted on a CD. This CD shall be submitted at the same time and along with the paper copy and use MS Word, PDF and Excel format files only. If PDF is used, then each Section submitted shall be a separate file. For example all required licenses must be one file, the technical proposal must be another file, and therefore there shall be more than one PDF file on the CD. The CD shall be clearly labeled with the solicitation number and Offeror’s name. The electronic version of Volume I and Volume II is due by the date and time shown on the SF 1442. In case of conflict between the paper copy and the electronic copy of the proposals submitted, the paper copy shall take precedence.

A.5 Basis of Award The Government intends to award without discussions the proposal offering the Best Value to the Government. Award will be made on a Best Value trade off basis where all evaluation factors other than cost or price, when combined, are more important than cost or price. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

A.9 Phase 1 Technical Compliance Factor 1: Technical Approach: Design/Build Narrative: Proposals shall be evaluated based on the overall description of the design-build process from notice to proceed to project completion which shall include all stages of the contract including but not limited to: survey work, design submittal milestones, construction milestones, and closeout of the project. The VA NCA SSEB is looking for a play by play description for each phase of the design-build process. A complete and comprehensive narrative will receive a higher rating.
Factor 2: Technical Qualifications: The capability of the Design/Build team to perform on this contract will be evaluated per recent corporate specialized experience working on design-build contracts for projects of comparable size, complexity, and scope within the last ten (10) years.* Include the following information for only 5 of the most relevant projects on the past project work sheet attached herewith;
· Project title, location and contracting method (design build, design bid build, etc.)
· Project description including the building use.
· Project owner’s contact person name and telephone number.
· Project start and completion dates (original vs. actual) for each project, explain reason for increase in schedule if applicable.
· Project cost (original vs. actual), for each project, explain reason for increase in cost if applicable.
*Comparable size, complexity, and scope are defined as follows: Comparable size is defined as the dollar value of the past contracts as compared to the dollar value of this contract (are they comparable in cost); Complexity is defined as the variety and number of different trades working on past projects as compared to the trades involved for this project, such as but not limited to; site survey, site investigation, utility work, paving, concrete, masonry, carpentry, landscaping, irrigation, etc. Scope is defined as having the same work products as required for this projects’ scope of work as applicable such as: site survey work, site utility work, earthwork, roads/parking, paving, crypts, columbaria, administrative office buildings, vehicle maintenance buildings, landscaping, and irrigation systems.
Factor 3: Past Performance (Customer Satisfaction) –Offeror shall submit the CPARS evaluations (final or interim) and/or Past Performance Questionnaire (PPQ) for the five (5) projects submitted under Phase I Factor 2 – Technical Qualifications. A PPQ should only be submitted if no CPARS exists. A PPQ form is attached herewith for distribution to former customers / clients for the customer/client to complete.
Rating will be based on how well the contractor performed on the contracts and the relevancy of the projects for which CPARS or PPQs are submitted and should be similar to this project in terms of size, complexity, cost, scope and contract type.
Past performance from Federal Government databases and from other sources can also be used to evaluate past performance. Offerors shall initiate PPQ's (Attachment) for each of the projects lacking a CPARS evaluation. The Offeror shall complete blocks 1 through 7 on the form. The Offeror shall request that the owner’s representative most knowledgeable of the project complete blocks 8 through 10 on the form and submit the PPQ directly to the Contracting Officer (CO) no later than the Phase 1 proposal due date.
Offerors are responsible for ensuring that the telephone numbers provided for the owner’s representative indicated on each Relevant Project Summary are accurate and that the representative is aware that the CO may be contacting them regarding the questionnaire and the Offeror’s past performance. If completed PPQ's are not received from the owner’s representative, the Government reserves the right to contact the references directly or obtain the requested information from any other sources.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. Adverse past performance information obtained may be presented to the affected Offeror and that Offeror will have an opportunity to respond with any mitigating facts. An Offeror with limited or no recent or relevant past performance will receive a rating of Neutral/Unknown Confidence, and will not be rated favorably or unfavorably on past performance.
However, the proposal of an Offeror with no relevant past performance history, while rated neutral in past performance, may not represent the most advantageous proposal to the Government.
The Evaluation Team may consider past performance data from a wide variety of sources both inside and outside the Federal Government. B.5 Phase II Technical Compliance Factor 1, Design and Construction Concept Narratives: Contractor’s understanding of this project’s scope shall be evaluated based on the Design and Construction narratives. Complete and comprehensive narratives will receive higher rating.
Sub Factor A: Design Narrative Provide a design narrative that describes all the design elements/features included in this scope of work. Include information about survey work, materials and finishes to be used for the structures, utility systems, and identify any special considerations as applicable.
Sub Factor B: Construction Narrative Provide a detailed construction narrative that describes phasing of the work as applicable: mobilization, staging, site preparation, utility work, erection of structures, irrigation and landscaping.
Factor 2, Management Approach: Shall be evaluated based on Project Delivery Philosophy, Organizational Chart and Narratives, Quality Assurance / Quality Control Plan.
Sub Factor A: Project Delivery Philosophy : Include a narrative concerning the methods for Successful Partnering: Communication and Conflict Resolution Sub Factor B: Project Organizational Chart and Narrative: Provide Organizational Chart; identify all key personnel listed in Factor 3 on the Organizational Chart, include title/role and name.
Provide Narrative that clearly describes the prime contracting firm (or firms if a joint venture) and individuals as well as the roles and responsibilities of individuals proposed as sub-consultants and sub-contractors.
Provide a list of all sub-consultants and all proposed sub-contractors; include web site address for each.
Sub Factor C: Quality Control Plans: Provide a Quality Control Plan for the design phase of the project.

Factor 3, Key Personnel: Key Personnel shall be evaluated based on relevant experience on past projects of comparable size, complexity and scope, key personnel must have at least 5 years of experience doing design and/or construction work. Job related licenses/registrations/certifications for key staff will improve overall evaluation rating. Key staff professional licensing in the state of Idaho will result in higher evaluation rating.
Biographical data shall include the following:

· Years with the company.
· Describe work experience with 3 projects that were of comparable size, complexity, and scope to this scope of work.

Factor 4: Technical Solution for performance schedule: Provide project design and construction schedule. The Contractor’s understanding of project specific schedule parameters shall be evaluated. A complete and comprehensive schedule that includes design submission milestones and detailed construction task milestones per construction specifications institute (CSI) division will receive a higher rating.
Project Progress Schedule - The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule will indicate specific tasks with dates for each step of the process including:
Sub Factor A: Design Period: Include pre-design site survey work, each design/construction document submittal milestone, and indicate government review periods. State all assumptions.
Sub Factor B: Construction Period: Include permitting as applicable, mobilization, site prep, staging, long lead items, start and completion of construction scope items, etc. State all assumptions.
Sub Factor C: Narrative of Schedule Parameters: Provide written commitment as to the time frame for project completion. Specify how much allowance has been made for anticipated weather delays and potential delays due to cemetery operations and events. State all assumptions.
Factor 5: Price: Price is evaluated based on the Offeror’s total proposed price being complete, reasonable, and realistic given the proposed technical approach. The Offeror is directed to provide a cost breakdown of each CLIN itemized breakdown that will include material, quantities, unit prices, labor costs (separated into trades), construction equipment, etc. Include general condition items such as mobilization, overhead and profit on separate lines. The Government will evaluate the breakdown against the IGCE to determine if the proposal for the various CLIN Items is balanced, is realistic for the work to be performed which indicates that the Offeror understands the project requirements, and is complete in scope.

The Objective of this Rural Initiative project is to provide a Master Plan considering the NCA Interment projections through 2060. Additionally, it is the objective of this project to design, develop, and construct Phase 1 cemetery infrastructure and interment facilities at the VA Veteran Burial Ground National Cemetery for Twin Falls regional area for property located in Buhl, ID. Construction to be completed by March 2019 or earlier.
