About this file
This file is a Technical Questions and Solicitation Responses Tracking Sheet for solicitation 36C77626R0008, documenting contractor inquiries and VA responses regarding the EHRM Infrastructure Upgrades project at Fayetteville, NC. The responses address 13 key questions spanning pricing structure, drawing documentation, fire alarm system compatibility, specifications, conduit installation requirements, staffing needs, and Building Automation System (BAS) integration.
Primary clarifications include: contractors must complete revised price schedules with both lump sum and building-by-building cost breakdowns to enable independent building readiness tracking and phase-based payment authorization; Building 21 as-built drawings are provided in Amendment 0007 Attachment 2; fire alarm equipment must be compatible with the existing Siemens system serviced by Everon; passive barriers specifications are located in Division 34 Transportation (pages 1953-1954); interior conduit chases are required per VA PSRDM standards with exterior exposed conduit prohibited; Site Superintendent and SSHO must be present for all work including after-hours shifts; innerduct is required per Specification 27 05 33; concrete duct bank must cure uncovered for three days; and the BAS utilizes open-protocol BACNet-compliant systems (Tridium Niagara4) with all new HVAC equipment requiring connection to report graphics and points consistent with existing equipment. The document emphasizes the General Contractor's responsibility for developing coordination drawings, distributing applicable drawings to subcontractors, and determining personnel requirements to support project execution.

With the revised price schedules both labeled as A.3, one is provided for a total lump sum number and another one requires us to break out each individual building. Are we required to fill out both the lump sum portion and the building break-down?
Please fill out the revised price schedule as specified in 36C77626R0008 Amendment 0005.
Is the revised CLIN Structure for accounting purposes only? Requesting break-downs by building is very atypical, as we have bid multiple EHRM projects which have multiple buildings without providing a building break-down cost. We are more accustomed to having a lump sum divisional breakdown than a per building break-down. Subcontractors are also reluctant to provide pricing in such a fashion. Please advise
Independent Building Readiness / Phasing EHRM activation often occurs on a building-by-building basis.
Breaking CLINs out by building allows the government to:
· track progress
· authorize payments for completed phases
· report status of each building separately
Question 365 states the existing structural drawings are provided, please confirm where these drawings are? They are not in the B21 drawing set provided when the solicitation was advertised and are not included in the addenda.
See 36C77626R0008 amendment 0007 – Attachment 2 for Building 21 as build drawings.
To confirm the current Fire Alarm System installed by Edwards and serviced by Everon is a Siemens Fire Alarm system and all existing equipment will be compatible with the new components installed within the new TR rooms.
The equipment installed in the TR Rooms must be compatible with the existing Fire Alarm System identified.
Addendum-01 Summary of Clarifications, page 1, states section 34 71 13 Passive Barriers section added. Cannot find in the updated specification included in amendment 05. Please provide and show where these are to be provided
The section is added in Addendum 1, Division 34 – Transportation
Pages 1953 and 1954 of 565-22-700.Fayetteville. EHRM.IFC.Specifications.Add 1_20260224
Amendment drawing T-501 shows details C6, E7 and F9 added. This detail needs to be added to the building drawings, especially Bldg 21. since it shows the work needed inside each of the buildings. This will help all subs to see this and not just the site contractor. Much appreciated.
Contractor shall reference the site drawing package details for scope at each building entrance. General Contractor shall distribute applicable drawings to all subcontractors as required.
Response to question 126, where is division 8 specifications does it tell us the process for recertifying an existing door system? Unable to find this is division 8 specifications
See Specification 08 71 00 and 28 13 00 for door hardware/PACS requirements.
Response to question 164 states the notes have been removed from ES101 per updated plan. The notes are still on the plans. Please revisit the question and provide the requested direction.
Non-applicable keynotes removed from ES101.
Response to question 173 will require removal and replacement of the concrete slab at every building duct bank entry and exit, along with attempting to match floor covering to make the areas large enough to get into to install the sweeps and repair the foundation walls. Confirm the conduit will be left exposed on the interior of the buildings and not encased in a metal stud/ drywall chase.
Addendum 1 response to question 173 clearly states exterior/exposed conduit is not allowed as per VA PSRDM.
These dots indicate proposed conduit entrance locations. Contractor is responsible for developing coordination drawings indicating the final route and fiber entry locations with required pull boxes. Exterior/exposed conduit is not allowable per VA PSRDM.
Interior chases will be required as identified in Addendum 1.
Response to question 200, & 295 states above ceiling work to done after hours. This appears to be every building A second superintendent will be needed to supplement the daily activities. Will the SSHO & QC be required to be on site for the after-hour shifts? Confirm if two additional personnel will be required.
SSHO and Site Superintendent both are required to be on site for all work.
Contractor to determine their personnel needs.
Response to question 307, confirm this innerduct is required in all conduits for the duct bank or only at the buildings.
Addendum 1 response - Innerduct shall be provided in accordance with Specification 27 05 33 Part 2.1.H.
Please confirm the duct bank will need to be left uncovered for 3 days to allow the concrete to be cured: according to the concrete specifications.
Confirmed.
In the RFI answers sent last week, you answered the big question earlier that there is a BAS component to this job, which is helpful. And I found one note on a drawing that states the BAS is Tridium Niagara4. However, I do not know what manufacturer is specified, nor the scope of work (what units need to be tied to the BAS).
I attended the site visit and asked the COR to show me the BAS equipment. All he was able to find was the enterprise server that the Jaces connect to.
Is there any way for me to speak with someone in Fayetteville who has knowledge about the BAS and the EHRM project to answer my questions. I believe this would be of keen interest to you and the project.
1. The existing system is BACNet compliant open protocol. No proprietary programming or requirement. Whatever is provided will be the same open protocol and BACNet compliant.
1. All existing HVAC on this station are currently connected to the BAS front end with graphics and points indicated (temps, pressures, velocities, valve positions, damper positions, etc.
1. All new HVAC equipment (completely new or existing replaced shall be connected to and report like all existing equipment with graphics and points as described in part above.
1. Contract specs: refer to 23 09 23 that is included in this contract. Other projects specs books may also have some BAS/DDC relative requirements, but bidders must review to bid accordingly.
