About this file
This is a Request for Information (RFI) Responses Tracking Sheet for Solicitation 36C77626R0008, documenting 504 contractor questions and government responses regarding the EHRM Infrastructure Upgrades project at Fayetteville VA Medical Center in North Carolina.
The project involves comprehensive infrastructure upgrades including telecommunications, fire alarm systems (transitioning from Edwards EST to Siemens Desigo Compact FV2025), physical access control systems (Software House C-CURE 9000 version 2.70), and video management systems (Pelco VideoXpert 3.22). Key scope elements include installation of new data cabling (CAT6A with 10% allowance), fiber optic infrastructure with innerduct/MaxCell requirements, new cable tray systems, telecommunications rooms (TRs) in multiple buildings, access control devices, CCTV cameras (Avigilon H5A PTZ preferred), underground duct bank installation with concrete encasement, and associated building modifications. The contract is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a firm-fixed-price structure, 731 calendar days period of performance from Notice to Proceed, and includes after-hours work requirements (6:00 PM to 5:00 AM) for cable replacements, utility shutdowns, and above-ceiling activities. Critical requirements include BICSI-certified telecommunications contractors, third-party independent inspections, comprehensive site surveys by licensed Professional Land Surveyors, compliance with VA Physical Security Requirements and ICRA protocols for infection control, tax payment responsibility by contractor, and coordination with VA OIT for network outages and temporary switching support (maximum 10 temporary swing switches provided by VA). The project encompasses 14 buildings with varying scope from major telecom room renovations in Buildings 1 and 21 (including raised access floor replacement in Building 21) to telecom enclosure installations in Buildings 9, 10, 11, 45, 46, 47, 48, and 70, with extensive site infrastructure work including trenching, duct bank installation, sidewalk restoration, landscaping, and erosion control planning.

Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please change the contract type to a fixed-price contract with economic price adjustment pursuant to FAR 16.203.
In accordance with FAR 16.202 and 52.216-1, this requirement will remain a firm-fixed-price contract.
2.
2/9/2026
Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please reduce the price-hold period to 30 days.
The Government standard concerning price-hold period is 90 calendar days and will not be altered.
3.
2/9/2026
Will the government pay for materials stored per VAAR 852.232-70 and FAR 52.232-5? We have experienced PCAC Contracting Officers refusal to pay for materials stored on site during these periods of material shortages and the need to expedite procurement of materials when available to meet schedule obligations and prevent project delays. This is an important factor in preparing Price proposals.
In accordance with contract terms and conditions, Contractors should not submit an offer assuming the Government will approve monthly progress payments for material and/or equipment procured by the Contractor and stored on the construction site, as space is available, or at a local approved location off the site. Payment of stored materials and/or equipment is at the Contracting Officer’s discretion and will be handled on a case-by-case basis during the contract and under such terms and conditions as the Contracting Officer approves.
4.

This project is set aside for SDVOSBs. The bonding requirements must be met for this project per the applicable clauses, provisions, and instructions to offerors.
6.
2/9/2026

2/9/2026
Plan Discrepancy – VF101 vs. TS101 There appears to be a conflict between Sheet VF101, which shows only two new lines being installed to the building, and Sheet TS101, which shows multiple lines extending throughout the site.
We were told the scope includes only two runs at 9,000 LF total (x2 conduits), but TS101 appears to show a significantly larger amount of duct bank.
Please clarify which sheet reflects the correct duct bank layout and quantity.
VF101 is a site survey plan only to indicate existing conditions. TS series sheets show all the new work. Provide duct bank per TS series sheets and all associated contract requirements.
117.
2/9/2026

149.
2/9/2026
Of the walls that are to be removed, please confirm they are of metal stud/ gyp as implied. Removal of CMU walls cost more than removal of gyp walls.
CMU walls have been noted on plans.
150.
2/9/2026
Are all exterior walls of every building brick on CMU? Boring through CMU cost more than through metal/stud gyp. Most of the buildings imply the duct bank conduit are to enter the building through the slab requiring removal and replacement of concrete and floor coving at those locations, along with building a chase to cover the conduits at the interior. It would be less expensive, bring the conduit up the exterior of the walls and entering above the ceilings, even if the exterior walls are of brick and CMU.
Conduit must enter as shown, under the building, through the floor per VA Physical security requirements.

155.
2/9/2026
Dwg 01H-100 shows only 887sf of lead paint to be abated. Confirm this does include both rooms indicated on this sheet. Since the heights of the walls are not shown, one would think the lead paint qtys would be greater than the amount shown. Please confirm.
