About this file
This document is a Technical Questions and Answers (Q&A) Responses Tracking Sheet for solicitation 36C7762XX0000, a construction project issued by the Department of Veterans Affairs Technology Acquisition Center. The project is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with certification required in the SBA VetCert database for the prime contractor. The Q&A responses address 16 technical clarifications across multiple construction and infrastructure topics, including cabling, equipment installation, and facility requirements.
Key technical clarifications include: SBVOSB requirements apply only to the prime contractor; onsite storage and after-hours work (6pm-5am) require written contractor plans for VA approval; all ICRA Class III or IV areas require containment carts; 100% of Category 6A and fiber optic connections must be tested in the inspector's presence; contractors must relocate existing equipment to new racks rather than install new equipment; comprehensive OTDR testing is required for all fiber optic cables; Category 5e patch panels are for future copper backbone connections only; standard-density cabinets are specified with floor anchoring requirements; ladder trays are limited to vertical fiber riser applications with 40% fill maximum; and specific cabling requirements include Category 6A cables for standard-density equipment cabinets and 48-strand fiber optic cables from each Main Distribution Area (MDA) to each End Device (ED) cabinet. Additional specifications address rack blanking panels (Main Computer Room only), existing analog/phone cable retention, cable demolition scope, and Maxcell innerduct requirements for outside plant pathways.
