About this file
This file is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs on June 4, 2026, for solicitation 36C77626Q0140 regarding the Q702--Lieutenant General Richard J. Seitz Community-Based Outpatient Clinic (CBOC) in Junction City, Kansas. The amendment serves solely to post answers to questions submitted by offerors during the solicitation period. The contracting officer is Kathleen Klotzbach, and the administering office is the Department of Veterans Affairs Program Contracting Activity Central, located at 6100 Oak Tree Blvd, Suite 490, Independence, OH 44131. All terms and conditions of the original solicitation remain unchanged and in full force and effect.
The questions and answers address the scope of the technical submission requirements. Key clarifications include confirmation that vendors need only submit technical and management approaches for PWS sections 16.1, 16.2, 16.4, and 16.7—not all PWS sections. The Government will evaluate technical submissions based solely on these designated sections and will not downgrade proposals that omit approaches to unrequested PWS tasks such as sections 16.3, 16.5, 16.6, 16.8, and 17.1. The maximum page count for the technical submission remains nine pages (approximately 1.25 pages per task), with an additional five-page maximum for the Betterment section, totaling fourteen pages. The CBOC final destination address will be provided post-award once the lease is awarded. The conference room setup referenced in the solicitation remains designated as "potential" rather than confirmed.

Junction City IOTA Solicitation 36C77626Q0140 Questions & Answers
1. Question: What is the destination address for the final CBOC?
Answer: This information is unavailable as lease is presently not awarded. CBOC address will be provided when available to IOTA vendor post-award.
2. Question: “Potential conference room setup”. Will this remain “potential” Or has it been ruled out? Or confirmed” If yes, what else would this room include other than an assumed conference table?
Answer: This to remain potential.
3. Question: Page 33. Solicitation, Section E.1, (F)(2) Technical Submission: For the technical and management approach, does the VA only want bidders to describe their approach for PWS sections 16.1, 16.2, 16.4, and 16.7?
Answer: Yes. Vendors only need to submit a technical and management approach for those Tasks identified in Section E.1(F) (2).
4. Question: Page 33. Solicitation Section E.3, (a) Evaluation Factors. In the non-priced factor table providing the criteria for comparative evaluations, it states that for Technical Submission, the VA will evaluate submissions based on the PWS to “the degree to which the submission describes a detailed technical/management approach for accomplishing the tasks identified in 52.212-1(F)(2)(a)”.
Please confirm that the VA is only evaluating 16.1, 16.2, 16.4, and 16.7 and that the evaluators will not downgrade or view a proposal as weak if bidders do not detail their technical/management approach to the PWS sections not identified in 52.212-1(F)(2)(a).
Answer: The technical evaluation of the tasks will only include the Technical and Management approach to those tasks identified in 52.212-1(F)(2)(a), as well as the Basis of Estimate for those tasks only.
5. Question: Solicitation, Section E.1, (F)(2), Technical Submission. Solicitation, Section E.3, (a) Evaluation Factors. 52.212-1(F)(2)(a) specifies the PWS sections for bidders to describe their technical and management approach. The following PWS sections are not included: 16.3, CONOPS Transition Planning and Project Staffing Planning, 16.5, Acquisition Packages Development, 16.6 Relocation of Reuse and Personnel Files, 16.8 Staff Training and Orientation, or 17.1 Warehousing Management. In the non-priced factor table providing the criteria for comparative evaluations, it states that for Technical Submission, Government will evaluate the technical submission based on the PWS to (1) determine the Government’s confidence in the offeror’s approach to meet the requirements.
This evaluation criterion in context would seem to require evaluation of the bidders’ approach to all of the PWS requirements and not just those called out in 52.212-1(F)(2)(a). How is the Government determining their confidence in the offeror’s approach to meet the requirements as a whole??
Answer: The Government’s evaluation is limited to the specific PWS sections identified in Section 52.212‑1(F)(2)(a). Offerors are not required to address all PWS tasks, and the Government will not evaluate their approach to sections that were not requested. The confidence assessment under the Technical Submission factor is therefore based solely on the offeror’s approach to the designated PWS tasks listed in the solicitation.
6. Question: Solicitation, Section E.1, (F)(2), Technical Submission. If the VA does want the bidder to describe their technical and management approach to all of the PWS sections, then we would ask that the page count for the technical submission be increased to 10. This would be a total of 15 pages with the technical and the 5 pages of betterments.
Answer: Vendors are only required to submit a technical and management approach for those tasks identified in Section 52.212-1(F)(2)(a). The max page count in this section is 9 pages, approximately 1.25 pages per task. The Betterment section is allowing maximum of 5 pages, for a total of 14 pages.
