About this file
This document is a certification letter from Protection Engineering Consultants, LLC (PEC) dated July 23, 2024, regarding the design compliance for Building 121 replacement at the Michael Debakey VA Medical Center in Houston. PEC is serving as a subconsultant to Ballard, providing specialized subject matter expertise in physical security and structural blast engineering, specifically certifying compliance with the VA Physical Security and Resiliency Design Manual (PSRDM). The letter confirms that after reviewing the 100% design package, PEC found the design compliant with PSRDM requirements and did not identify any components in the 95% design package requiring deviation or equivalency. The certification is subject to potential changes based on future design efforts or PSRDM updates.

Protection Engineering Consultants, LLC (PEC) – PSRDM subconsultant to Ballard
Ballard Project Manager; File
Certification Letter – Bldg 121 Design at Michael Debakey VA Medical Center
Background:
1. Ballard is currently designing a building 121 replacement at the Houston VA Medical Center.
2. PEC is participating as a subconsultant on that design team, specifically representing the following Subject Matter Specialists required by the VA Physical Security and Resiliency Design Manual (PSRDM):
a. Certified Physical Security Specialist
b. Structural Blast Specialist
Certification:
PEC certifies that, based on our review of the 100% design package that the design appears compliant with the PSRDM requirements in place at the time of submission relevant to the above disciplines for this project.
Further, in the prior evaluation, PEC did not identify components of the 95% design package that would seem to require deviation or equivalency based on PSRDM requirements.
This certification statement is subject to change based on further design efforts or updates to the PSRDM, if any. If no material changes are made, this shall serve as the PSRDM Compliance Letter for the project specific to the PEC specialist disciplines above.
Respectfully Submitted:
Brandon R. Kehl, CPP Senior Security Consultant
