1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey for regulated building materials (RBM) as part of the A/E Design Services to Upgrade Women’s Health Clinic at the Manchester VA Medical Center (VAMC) located at 781 Smyth Road in Manchester, New Hampshire. The site survey was performed by Mr. Kevin M. Donovan of Mabbett on August 27, 2020 and September 17, 2021 and consisted of the following activities:
A review of the previous regulated building material reports and recent abatement projects;
An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by Polarized Light Microscopy
[PLM]);
Lead Containing Paint (LCP) sampling (Analysis by atomic absorption [AA]); and Polychlorinated Biphenyls (PCB) Containing Building Materials sampling (analysis performed by SW-846 Method
8082A).
The survey was limited to areas that may be impacted by the planned Women’s Health Clinic project. Sampling locations were determined based upon inspection of each location. Areas and materials outside of this scope of work were not surveyed by Mabbett.
1.1 Summary of Survey Results
Bulk samples of suspected ACM were collected and submitted to a certified analytical laboratory for asbestos analysis by PLM using stop positive methodology. Paint chip and building material PCB samples were collected and submitted to a certified analytical laboratory for analysis. The survey efforts yielded the following results and conclusions:
Seventy (70) bulk samples for suspect ACM were collected in the building.
Based on laboratory analysis of suspect ACM and review of previous asbestos survey data, four (4) of the identified materials contained asbestos greater than 1%. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) defines ACM as any material that contains greater than one percent (>1%) asbestos.
Ten (10) paint chip samples from building surfaces were collected for laboratory analysis and reporting.
Based on laboratory analysis of paint chips, none of the collected samples revealed concentrations of lead in paint that exceeded the U.S. Department of Housing and Urban Development (HUD) threshold of 0.5 percent by weight.
Two (2) bulk samples of suspect PCB containing building materials were collected for laboratory analysis and reporting.
Based on laboratory analysis of suspect PCB materials, the materials sampled were non TSCA regulated material are not considered a TSCA regulated PCB Bulk Product Waste.
1.2 Purpose and Objectives
The regulated building material survey was comprised of three primary project tasks including:
Evaluation of existing site conditions and formulation of a sampling plan.
Site survey to collect building material samples for laboratory analysis.
Development of this Regulated Building Materials Survey Report.
This project was designed to accomplish two primary objectives: to collect a representative number of building materials for laboratory analysis and reporting; and to use data from the laboratory analysis efforts to estimate the volume of regulated building materials present within the building’s interior and exterior for subsequent use in

2.0 ASBESTOS SURVEY
A visual screening inspection was conducted by a trained and accredited inspector to identify locations of suspect ACM and conceptualize the sampling program. Only areas that were accessible during the field work phase were inspected, with reasonable efforts made during the initial field survey work to access areas as necessary to complete the asbestos survey and sampling program.
2.1 Sampling Methodology
Bulk asbestos samples were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763, and Asbestos Hazard Emergency Response Act (AHERA) protocols. Bulk suspect ACM sampling was generally conducted according to the following sampling protocol:
Friable surfacing material:
• At least three bulk samples shall be collected from each homogeneous area that is 1,000 ft2 or less.
• At least five bulk samples shall be collected from each homogeneous area that is greater than
1,000 ft2 but less than or equal to 5,000 ft2.
• At least seven bulk samples shall be collected from each homogeneous area that is greater than
5,000 ft2.
Thermal system insulation:
• At least three bulk samples shall be collected from each homogeneous area of thermal system insulation.
• At least one bulk sample shall be collected from each homogeneous area of patched area of thermal system insulation.
• Sufficient samples shall be collected from elbows and fittings to determine if they contain ACM.
• Bulk samples shall not be collected from any homogeneous area where the state licensed asbestos inspector determined that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACM.
Miscellaneous material:
• At least two bulk sample shall be collected from each homogeneous area that is less than 100 ft2.
• At least three bulk samples shall be collected from each homogeneous area that is greater than
100 ft2.
Examples of areas that were inaccessible, or where the survey was limited to visual observation only, are provided below:
Within walls;
Within fire doors;
Enclosed pipe/duct chases;
Inside mechanical equipment/ductwork;
Above fixed drywall or plaster ceilings; and Electrical equipment.
2.2 Analytical Methodology
The collected bulk samples were submitted under standard chain of custody (COC) procedures to ProScience Analytical Services, Inc. (ProScience) of Woburn, Massachusetts. Sample analysis was conducted by PLM, in accordance with EPA Method 600/R-93/116, using stop positive methodology. ProScience is accredited by the

American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).
Bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Inspection Results. The EPA, Occupational Safety and Health Administration (OSHA), and the Massachusetts department of Environmental Protection, defines ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory would identify bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos. Asbestos analytical laboratory report and the chain of custody is provided in Appendix B of this report.
2.3 Summary of Asbestos Containing Materials Findings
Mabbett identified twenty-four (24) types of homogenous materials and collected seventy (70) representative bulk ACM samples. Asbestos sampling locations and results are identified on Figures 1 and 2. The current and historical laboratory analytical data indicated that four (4) homogeneous materials have greater than 1% asbestos and are ACM. Materials identified as ACM are presented in Table 1 below:

5.0 CONCLUSIONS AND RECOMMENDATIONS
5.1 Asbestos
Identified ACM materials must be removed by a licensed asbestos abatement contractor prior to being disturbed by renovation activities. Any suspect materials encountered during renovation or demolition activities that were not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise.
Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any renovation or demolition process or until otherwise verified.
5.2 Lead Containing Paint
The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of interior and exterior building coatings were collected and analyzed for lead content. The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities.
Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. A LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities but is intended to provide guidance as to the locations of LCP. Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks.
A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels. All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.
5.3 PCB Containing Material
The suspect PCB caulk material sampling results determined the materials to be non TSCA regulated material and meets TSCA Excluded PCB Product definition. Excluded PCB Product waste can be managed as solid waste at any landfill permitted to accept waste with PCB levels up to those observed.

Case Narrative
I, the undersigned, attest under the pains and penalties of perjury that, to the best of my knowledge and belief and based upon my personal inquiry of those responsible for providing the information contained in this analytical report, such information is accurate and complete. This certificate of analysis is not complete unless this page accompanies any and all pages of this report.
Authorized Signature:
Title: Technical Director/Representative Date: 09/04/20
The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.
Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all
NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter
(i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified
Compounds (TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target
Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively.
When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed
Acceptance Criteria is bolded in the report. In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances, the specific failure is not narrated but noted in the associated QC Outlier Summary Report, located directly after the Case Narrative. QC information is also incorporated in the Data Usability Assessment table (Format 11) of our Data Merger tool, where it can be reviewed in conjunction with the sample result, associated regulatory criteria and any associated data usability implications.
Soil/sediments, solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.
HOLD POLICY - For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless you have contacted your Alpha Project Manager and made arrangements for Alpha to continue to hold the samples. Air canisters will be disposed after 3 business days from the date the project is completed.

Limit of Quantitation: The value at which an instrument can accurately measure an analyte at a specific concentration. The LOQ includes any adjustments from dilutions, concentrations or moisture content, where applicable. (DoD report formats only.)
Limit of Quantitation: The value at which an instrument can accurately measure an analyte at a specific concentration. The LOQ includes any adjustments from dilutions, concentrations or moisture content, where applicable. (DoD report formats only.)
Method Detection Limit: This value represents the level to which target analyte concentrations are reported as estimated values, when those target analyte concentrations are quantified below the reporting limit (RL). The MDL includes any adjustments from dilutions, concentrations or moisture content, where applicable.
Matrix Spike Sample: A sample prepared by adding a known mass of target analyte to a specified amount of matrix sample for which an independent estimate of target analyte concentration is available. For Method 332.0, the spike recovery is calculated using the native concentration, including estimated values.
Matrix Spike Sample Duplicate: Refer to MS.
Not Applicable.
Not Calculated: Term is utilized when one or more of the results utilized in the calculation are non-detect at the parameter's reporting unit.
N-Nitrosodiphenylamine/Diphenylamine.
Not Ignitable.
Non-Plastic: Term is utilized for the analysis of Atterberg Limits in soil.
Reporting Limit: The value at which an instrument can accurately measure an analyte at a specific concentration. The RL includes any adjustments from dilutions, concentrations or moisture content, where applicable.
Relative Percent Difference: The results from matrix and/or matrix spike duplicates are primarily designed to assess the precision of analytical results in a given matrix and are expressed as relative percent difference (RPD). Values which are less than five times the reporting limit for any individual parameter are evaluated by utilizing the absolute difference between the values; although the RPD value will be provided in the report.
Standard Reference Material: A reference sample of a known or certified value that is of the same or similar matrix as the associated field samples.
Semi-dynamic Tank Leaching Procedure per EPA Method 1315.
Toxic Equivalency Factors: The values assigned to each dioxin and furan to evaluate their toxicity relative to 2,3,7,8-TCDD.
Toxic Equivalent: The measure of a sample's toxicity derived by multiplying each dioxin and furan by its corresponding TEF and then summing the resulting values.
Tentatively Identified Compound: A compound that has been identified to be present and is not part of the target compound list (TCL) for the method and/or program. All TICs are qualitatively identified and reported as estimated concentrations.
