7/17/2023 Div 10 / 11:
1. Please clarify the abbreviations “VC”, “VV” & “CC” used to identify who is installing each piece of equipment in the equipment schedule on Drawing AQ201. We can’t find any reference in the docs for definition of the abbreviations. These designations are under a column labeled “Installed By”. In addition to understanding these abbreviations, please clarify if the intent of this column is to designate the responsibility for both furnishing and installing.
Drawing AQ201 has been revised to show VA Acquisition Codes (V= VA, C= GC) for provider and installer where “installed By” was labelled.
2. Please confirm the intent for Medical Equipment on this project. Will the contractor be responsible for the furnish and/or install (if supplied by owner) of the medical equipment scheduled on Drawing AQ201. If so, please also provide a Specification for the medical equipment.
See above.
3. Please provide an updated specification section for the Division 10 28 00 – Toilet Accessories, which reflects the scope scheduled on Drawing AQ201. The specification and the schedule on AQ201 do not align, in that there are items in the schedule that are not listed in the specification.
Revised AQ201 indicates VA provides all toilet accessories with GC to install.
Site/Civil:
Specification 31 20 00 1.6.B states that “No separate payment shall be made for rock excavation quantities shown.” Please indicate where the rock quantities to be included are shown.
In the Allowance Section (01 21 00), 3.3, it calls out “include quantity of 15 cubic yards of rock removal.”
7/19/2023
Casework CB011:
Casework assemblies for the Exam, Consultation and Procedure Rooms on drawing AS602 (1/AS602, 2/AS602 & 7/AS602) and AQ201 are labeled as “CB011”. There are two sections 12 32 00 “Manufactured Wood Casework” and 12 31 00 “Manufactured Metal Casework”. We can not find any further drawing notes or specification that indicates which of these two specification sections apply to the CB011 casework, i.e., is it metal or wood, or possibly another specification other than a Div 12 spec should apply. Please clarify which specification section should be used for casework CB011.
CB011 is the VA code for wood casework. (Section 12 31 00 Metal Casework has been removed from the specs.
The schedule on drawing AQ201 lists “CB012”. We can’t find any reference to casework CB012. Please clarify where casework CB012 is located.
See above.
Consistent with our previous questions on the abbreviations on the schedule on AQ201, please clarify if “CC” indicates the bidding CM is furnishing and/or installing the CB011/CB012 casework.
Drawing AQ201 has been revised to show VA Acquisition Codes (V= VA, C= GC) for provider and installer where “installed By” was labelled.
Light Box Assembly:
Please reference detail 11/AS701 Light Box detail. This entire assembly is labeled as “Deduct 2B”. Please clarify if all, or specific portions of this detail should be considered as part of Deduct 2B.
Please only fill in deductive alternatives that are in the cost schedule of the solicitation.
c. See drawing AQ201, Item #A0701 “Back-Lit Window Infill”. Please advise if this item is intended to represent the Light Box detail on drawing AS701.
Yes.
1. From several glass subcontractors:
0. Please provide Blast (PSI) number, and GSA TS01 Blast rating for the blast-resistant windows. There is no information to be found in the drawings or specifications. See Kawneer Selection Guide attached for the full blast-resistant window collection.
Per Physical Security Engineer: I am not allowed to provide those parameters. Although the VA allowed me to do that until a few years ago, a communication went out from the VA requiring that the contractor/vendor is to follow the requirements in the VA specifications and the PSRDM. Both of those documents require that the contractor/vendor apply to the VA to gain direct access to the FOUO blast parameters.
Spec section 08 56 53, paragraph 1.5.F.
PSRDM 2020, paragraph 6.1.2.
It is my recommendation that the window vendor or the vendor’s design agent apply for the information.
0. Do the blast-resistant windows require a large missile impact test? See above
1. From sitework subcontractor:
1. Please clarify the scope of work included under specification 31 20 00 Earthwork regarding disposal of unsuitable and excess soils.
“use disposal facility that can accept the materials in accordance with state and federal regulations”
1. The requirements of specification 31 20 00 Earthwork include:
0. Section 1.2.R that states the definition of contaminated soils: ”Soil that contains contaminates as defined and determined by the Resident Engineer or the Government’s testing agency.”
0. Section 3.5.C that states in part: “Segregate all excavated contaminated soil designated by the Resident Engineer”
0. Section 3.5.C that states in part: “Dispose of excavated contaminated material in accordance with State and Local requirements.”
1. The requirements of specification 01 74 19 include:
0. Section 1.4.A that defines a class III landfill as a “A landfill that accepts non-hazardous resources such as household, commercial and industrial waste resulting from construction, remodeling, repair and demolition operations.”
0. Section 1.4.E that defines disposal as “Acceptance of solid wastes at a legally operating facility for the purpose of land filling (includes Class III landfills and inert fills).”
0. Section 1.4.H that defines inert solids/waste to include “soil and concrete that does not contain hazardous waste or soluble pollutants at concentrations in excess of water-quality objectives established by a regional water board, and does not contain significant quantities of decomposable solid resources.”
1. Has the Resident Engineer or the Government’s testing agency defined and determined any contaminated soils? No contaminated soils have been identified
0. If the answer is yes, please provide the definition and determination developed by the Resident Engineer or the Government’s testing agency. This is necessary for the contractor to know the quantity and type of contaminated soil that must be included for disposal (in accordance with “State and Local requirements.”) in the proposal.
Please confirm that Specification 01 74 19 requires that all soil disposal must be at a Class III landfill. The definition of Class III landfill was provided however specification require a “disposal facility that can accept the materials in accordance with state and federal”. Disposal reports are required for project documentation
1. There was an Amendment posted today (July 13, 2023), with attachments 13 and 14, the SF-30 is identified as Amendment 0004. We also received Amendment 0004 on July 10, 2023 (Incorporating FAR 52.204-27.) Should the Amendment sent today be considered Amendment 0005?
