About this file

This amendment modifies a solicitation for construction services. The solicitation seeks to renovate a women's health clinic at the Manchester VA Medical Center. The amendment extends the response deadline from July 18th to August 1st at 2:00 PM Eastern time. It also announces a second optional site visit on July 13th at 11:00 AM to view the pharmacy/temporary lab area. The amendment provides answers to questions about the scope of work shown on conceptual design drawings for this area. While these drawings convey the current layout for full demolition and renovation, they lack details needed for accurate bidding. The responses clarify that the drawings are for demolition purposes only and that all new elements shown will be removed.

CONTINUATION PAGE

The purpose of amendment 0003 to RFP 36C77623R0050 is the following:

To Extend the suspense date for proposals to 36C77623R0050 from July 18, 2023 at 2:00 PM Eastern to August 1, 2023 at 2:00 Eastern time.

To provide information regarding a second site visit taking place: Thursday July 13th at 11am. Meet outside at Mountain Entrance Canopy

Provide an update on unanswered RFIs. An additional amendment will be posted with remaining RFI’s to be answered by the designer of record.

To provide the below answers to below questions

Please reference the 11x17 “Pharmacy”/Temp Lab sketches (12 pages) provided in Amendment 0001. These drawings are conceptual sketches, provided by the Facilities Department, and are not biddable in their present form, due to missing information, details, spec references, interior elevations, etc., that are needed in a hard-bid environment. These documents were created inhouse as a temp fit up of vacant space. They have been provided as a means of conveying updated layout information for demolition/ full gut renovation to this space. All new items shown in these addendum drawings compared to original drawings shall be considered for demolition.

0. Explanation for the intent of phasing/timing for the scope shown on the updated pharmacy W110 area, and coordination with the new construction shown on the bid documents. (or possibly coordination with another construction project by others, in another area of the building). Area was shown as current space layout suited for full demolition. Phasing does not change from original drawings and specifications. Drawings reflect current layout of space for full gut renovation/demolition purposes. For W110 all walls, doors, windows, flooring shall be demolished consistent with the remainder of the area per original drawings.

0. Missing interior elevations and details showing architectural interface of relocated, new and existing construction. Not needed for full gut renovation/demolition

0. Missing door and hardware spec. Not needed for full gut renovation/demolition

0. The sketches presumably show new counters (since not shown on the demo drawings), base cabinets, supports, counter type not indicated. Drawings provided showing current layout for full gut renovation/demolition. All counters, base cabinets, supports etc. are slated for demolition

0. Missing specs for plumbing fixtures. Not needed for full gut renovation/demolition

0. Missing sewer/drain diameters for new and diameters of existing. Not needed for full gut renovation/demolition. See original drawings

0. Missing domestic water line sizes and routing. Not needed for full gut renovation/demolition. See original drawings

0. Etc.

0. This is a partial list to convey that critical information is missing for subcontractors to accurately bid the scope shown on these sketches. These documents were created inhouse as a temp fit up of vacant space. They have been provided as a means of conveying updated current layout of space slated for demolition/ full gut renovation. All new items shown in these addendum drawings compared to original drawings shall be considered for demolition

0. Please provide a complete set of bid drawings and specs for the work in this area, fully designed by the Architect of Record (with a PE stamp). These documents were created inhouse as a temp fit up of vacant space. They have been provided as a means of conveying updated current layout for demolition/ full gut renovation to this space.

0. We would suggest another option would be for the VAMC to establish a place holder allowance for the scope shown on these sketches, for all bidding CM/GC’s to include in their bids, which would provide a level pricing environment for all bidders and also allow more time for fully designed drawings and specs to be prepared. These documents were created inhouse as a temp fit up of vacant space. They have been provided as a means of conveying updated current layout for demolition/ full gut renovation to this space.

1. We are also requesting a second site walk to re-examine this temp lab area, since the scope on these sketches were not part of the project at the time of the first site walk. The Lab area toured during the first walk through reflected the layout of the sketches provided and conveyed onsite as full gut renovation.

1. We would like to respectfully reiterate our request for a 2-week extension to the bid date to allow for a second site visit and to facilitate better subcontractor participation. Due to the July 4th Holiday weeks, subcontractor participation is very limited. We believe an extension to the bid date will provide for much better subcontractor coverage and provide for more competitive pricing.

2nd walkthrough will be conducted Thursday July 13th at 11am. Meet outside at Mountain Entrance Canopy
