SOLICITATION # 36C77623B0046
PROJECT NAME: OKC Parking Garage 2
TECHNICAL QUESTIONS AND VA RESPONSES
1. The Electrical Sheets do not have any scale associated with them. To do proper take off, scale is important to get the proper lengths of conduit and wire for the different systems.
Answer: Sheet scales are as follows:
ES101 1’=20’-0” SCALE
ES102 1’=30’-0” SCALE
E-101 3/32” = 1’-0” SCALE
E-102 3/32” = 1’-0” SCALE
E-103 1/16” = 1’-0” SCALE
E-104 1/16” = 1’-0” SCALE
E-105 1/16” = 1’-0” SCALE
E-106 1/16” = 1’-0” SCALE
E-401 ¼” = 1’-0” SCALE
E-402 ¼” = 1’-0” SCALE
2. I attended the initial site visit and was told by Cody Cooper that we will need another site visit to inspect and document the existing electrical equipment we will be adding to. This will require the equipment to be unlocked by a representative of the hospital or maintenance staff. Can an additional visit be scheduled?
Answer: No
3. Specifications for raceways in concealed concrete call for rigid Steel, IMC, or EMT. Generally, in outdoor and precast structures, schedule 40 pvc is used to prevent corrosion and staining of concrete. Will it be permissible to use Sch 40 PVC when concealed in precast or poured concrete?
Answer: Concrete encased conduits shall be PVC.
4. The DBA wage determination document attached does not have Oklahoma County on it.
This project is in Oklahoma County. Will we be using Davis Bacon wage rates for Oklahoma County?
Answer: Yes, you will be using David Bacon Wage rates For Oklahoma County. I updated the file with the correct county information where project will be performed.
5. Plans on pages ES101 note 15 and CU101 note E3 call for an allowance for relocation of the medium voltage primary. Do we need to put this allowance in the electrical contractors bid, or will this be by the general contractor? If so, what is the amount? What will the Electrical Contractors responsibility matrix include on this part of the project?
Answer: The intent is for the contractor to coordinate with the utility company, to determine the cost of the allowance. The utility company was involved to a significant degree during the design and is aware of the extent of the relocation.
6. What is the line of delineation where the Power Utility company responsibility ends, and the electrical contractor begins? This is usually at the meter and perhaps more clarity will present itself at the next site visit.
Answer: The VA owns their own medium voltage distribution system and the responsibility of the local utility ends at the utility company demarcation point.
7. Plans on ES101 call for 2 lighted bollards. There is nothing on the light fixture schedule for this fixture. Is this fixture being provided by the electrical contractor or will it be by others?
Answer: All lighted bollards are to be provided by the electrical contractor. This includes the fixed, lighted anti-ram bollards indicated on the site plan. Refer to specification section 34 71 13 for more detailed information on the basis of design product.
8. There is mention on demolition plan AD 100 note 4 to see electrical drawings for demolition of existing equipment. There is not a Demolition page(s) in the electrical drawings.

28. Are asbuilts for the piers for full demo available?
29. What is the approximate depth of the full piers for demo?
Answer:
The design team does not have existing drawings for the PV Array canopy, total depth of existing piers is not known. They do not likely extend below the elevation of weathered rock.
Comparing the "expected weathered rock el." from the Caisson Elevation schedule on sheet
S304 for nearby column locations would yield reasonable approximate estimates of anticipated length of existing piers.
30. Does the Landscaping have to be completed for Phase 1 Parking or can it wait until Phase 2
Landscaping is ready, and be done at one time?
Answer: Landscape plans are not phased, therefore that determination needs be be made by the governing jurisdiction and/or client.

Please clarify.
Answer: Concrete encased conduits shall be PVC.
51. Does the VA have a contract administrator under contract for this project to process submittals, answer RFIs, etc.?
52. Will another site visit be available?
53. The electrical sheets do not include any scale. Can that be provided for quantity take off purposes?
Answer: See response to Question 1 regarding scale.
54. Page PP-101 appears to show a 2" domestic water line routing over head from mechanical room 101, North along column line C then East along column line 9 to the stair well, please confirm this water line is overhead. If so, does it require heat trace? If heat trace is required, please provide a specification.
Answer: The water line is overhead. No heat trace required. The pipe is to be drained for winter. A drain valve is to be installed in mechanical room per detail 11/P-501 to allow for winterization.
55. Note 13 on page PP-101 refers to a pipe guard for the storm drain conductor, there is no detail or spec for a pipe guard. Who is responsible for providing and installing the pipe guard? Please provide a spec for a pipe guard.
Answer: Refer to detail 5/S311 for pipe guards adjecent to columns. Pipe guards are provided by Architectural
56. There is a discrepancy in the elevations of the foundation system that needs to be addressed to appropriately determine the grading and caisson installation plan. Plan sheet
S304 indicates the top of caisson elevation for each caisson. The elevation identified for the caissons on the plan sheet is the same as the elevations identified for the top of grade beams on sheet S100. Please clarify the elevations required for the caissons and grade beams.
Answer: The T/GB (top of grade beam) elevations found on S100 are correct for the top of grade beam elevations. For top of caisson elevations, use the T/Caisson elevations listed on S304 and subtract the elevation by the caisson cap thickness per 1/S304 to get the accurate T/Caisson elevation.
57. Refer Elevation 3/S211, note calls out “Precast Wall”. Refer Elevation 1/AE201, note #5 calls out wall as cast-in-place (CIP) concrete. We would recommend that all walls below grade and acting as retaining walls, should be CIP. If this is not addressed before the Bid, then the Precaster will be forced to price the walls under discrepancy and the Cast-In-Place Concrete Contractor will be forced to price the same walls.
Answer:
58. Refer Plan 2/S021, calls out 30” Double Tees and Detail 7/S311 calls out 28” Double Tees.
Our normal parking garage Double Tee is 28” deep. Are 28” Double Tees acceptable?
Answer: Yes
59. Refer Table 3/S301, Note 9, fiber is not typically used for cast-in-place topping slabs in Oklahoma. Is fiber required?
60. Refer Table 3/S301, Note 2, do not use Light Weight Concrete unless specifically indicated.
Can Light Weight Concrete be used for the Double Tees. This would be a sizable reduction in price because the light weight concrete would allow us to ship (2) Double Tees in lieu of (one) hardrock Double Tee. This would also lighten the loads on the foundations.
Answer: Concur
61. In a phone conversation with the Engineer of Record (EOR), Lucas Nisley, he indicated that he would provide the lateral design package in coordination with the selected Precaster, but will not provide the CIP “Topping Slab” design. The field applied topping slab (by others) will need to be designed to enable the CIP Contractor to properly bid this project. The “Topping Slab” design will need to be provided under the Precaster’s Contract or the General Contractor’s (GC) Contract. We recommend, the GC handle the Contract with either the EOR or an outside Engineer with precast concrete experience. Your local precaster can provide recommendations, if the EOR is not interested or available.
Answer: Concur
62. Refer Sheet S212, Elevations 1 – 6 calls out base shear of the shearwalls transferred to the foundations. There appears to be a discrepancy between the loading of the East-West
Shearwalls and the North-South oriented shearwall base loads. The summation of the loads in the E–W direction are 1700k and the summation of the shearwall loads in the N–S direction are 4810k. In our experience, we are accustomed to the total base shear in the E-
W direction being similar in magnitude to the total base shear in the N-S direction. If it is determined that this is a discrepancy in need of correction, it may also result in changes to the cast-in-place concrete foundation design (by others).
Answer: There is no discrepancy in the base shears listed. The difference in magnitudes of the base shears in each direction is due to variation in the building stiffness between the two directions.
Specifically In the N/S direction of the structure, the calculated building period is 0.235 seconds, resulting in a Cs value of .091. In the E/W direction of the structure, the calculated building period is
0.938 seconds, resulting in a Cs of 0.29. Since the structure is precast concrete, and is a performance specified delegated design system, the precast contractor’s engineer may calculate the natural frequency of the structure independently and use more favorable values of Cs as substantiated by analysis. Also, the precast supplier may opt to use an Intermediate Precast Shear wall lateral system, which would provide a higher R, and more favorable Cs value as well.
63. Refer Sheet S003, STRUCTURAL PRECAST CONCRETE (PARKING GARAGE), calls out 1” camber for double tees. This camber can be achieved in a “pretopped double tee”, but this is designed as a “field topped double tee” and that chamber will be exceeded.
Answer: It is acceptable to exceed the stated camber.
