1. 6-9-23 6-12-23 Is this project tax exempt? If the project is sales tax exempt will the government/ VA provide a sales tax exemption certificate?

It “clearly” states in the Special Notes Regarding FAR 52.229-3, Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well.

2. 5-11-23 6-23-23 Section 01 91 00 - General Commissioning Requirements has not been included in the Specifications. Is this a requirement? If so, who is responsible the General Contractor or the VA?

General Commissioning is not required for this project. Disregard section 33 08 00 as well.

3. 5-11-23 6-23-23 I see that the subject referenced EHRM project has been released as a solicitation. Upon review I do not see “Telecommunications Drawings”. However, there are many references in other drawings packages referring to the installation of new cabling. Are there “Telecommunications Drawings” for this project?

The Electrical and Technology have combined and are included in the bid set – All sheets with the ET designation. The General sheets contain information about fiber routing, power connections, fire walls, cable tray and room numbers corresponding to data drop spreadsheets.

general sheets also have general phasing and ICRA requirements. the ET sheets contain information about telecommunications, grounding and electrical, and the MP sheets contain information about mechanical, fire protection. A sheets include information related to architecture an interiors. In the 400 series sheet One (1) MP and ET and A sheet per TR room of the same number represent one TR room (example A-421, MP-421 and ET-421 would all represent the same closet. It is imperative that the general contractor share the entire set with each sub. The general contractor is responsible for all requirements in the set.

4. 5-30-23 6-23-23 The mechanicals on page 41 show a room water alarm. I am not seeing the quantity or rooms that need this sensor.

Can you provide this information?

Water/moisture sensor will be provided for each TR room. This is in addition to detectors provided for the drain pan.

5. 6-1-23 6-23-23 I was wondering if you could point me in the right direction to Section 27 15 00 Appendix #1. Is this a separate document? I do not see this in the Specifications Volume 1 or 2.

6. 6-1-23 6-23-23 What is the existing Fire Alarm system? Notifier by Honeywell. System is currently maintained by Tech Electronics.

8. 6-6-23 6-23-23 The specs call out various interfaces (Power Distribution, Chiller/Boilers, CRU A/C Unit Controls). I do not see any chillers, boilers, or CRU A/C units on the schedule.

Which chiller/boilers are you referring to, and where are the CRU A/C Units, and quantity?

There are no new chillers and boilers for the project. Existing chilled water is being used. New pumps are provided.

9. 6-9-23 6-23-23 Specification 01 35 26-10 -1.7 SSHO requirements, can the site superintendent perform two roles SSHO or

QCM?

10. 6-9-23 6-23-23 Are we utilizing existing conduits in walls for new data runs?

Refer to question 11 for methodology.

11. 6-9-23 6-23-23 When installing the data cables down existing walls. Can the VA confirm the below scenarios?

a. Where existing masonry or concrete walls are, the VA will accept wall surface mounted conduits?

b. Where new walls are constructed EMT conduit to above ceilings will be used?

c. Where there are adequate wall cavities in existing walls fishing the flexible conduit with cable down the wall is acceptable?

13. 6-12-23 6-23-23 On the G series drawings, Note A states that the contractor is responsible for taking new data drops to rooms according to Schedule refer to specification 271500 Appendix 1. This Appendix 1, detailing the # of data drops new and demo’d is currently not in the specifications. Please provide.

14. 6-12-23 6-23-23 In Specification Section 271500 page 13 states fiber cable shall run in conduit underground and in innerduct inside as shown on the drawings. Also on page 17, item 6 says run indoor fiber in indoor innerduct. Since the specifications call for armored fiber cable, please confirm that indoor innerduct is not required. There is no need to install armored fiber in innerduct.

Fiber is not required to be installed in innerduct indoors.

15. 6-12-23 6-23-23 In Specification Section 271500 page 16 states to provide

(10) 3-meter duplex fiber optic patch cords and 10% spare with a minimum of 6 for each telecommunication room. Is the contractor responsible for (16) 3-meter duplex fiber optic patch cords for both SM OS1 and MM 0M4 fibers. Please confirm?

16. 6-12-23 6-23-23 On Drawing 01-ET601, item C states to provide 24 strand singlemode fiber (OS2) from A001 fiber distribution racks to Bldg. 3 MCR thru existing duct bank. Is the contractor responsible for new innerduct or we to assume that all raceways and innerducts are present.

Bid providing three 1-1/4" innerducts as part of the bid.

17. 6-12-23 6-23-23 Please confirm that the contractor is responsible for removing all furniture to get access to the existing or new workstation locations.

Yes, the contractor is responsible for removing all furniture to get access to the existing or new workstation location. See 01-A-602 Equipment General Notes and 00-A-001 Demolition Note 14.

18. 6-12-23 6-23-23 It was mentioned in the site walk through that the rack mount UPS units have been discontinued. We were told that the manufacture has stopped production for possibly 8-10 months. Please let us know if there is a specific rack mount UPS unit that you would like for us to provide.

Based on recent conversations with suppliers it seems that the supply chain issues are no longer present. The 5 kW UPS's are being made available but may require Eaton to be told they are for a VA job in order for them to be available.

19. 6-12-23 6-23-23 Please advise if the attached ceiling product can be used as a substitute. Reference Ceiling Product attachment.

Ceiling tile listed in project is campus standard basis of design. Contractor is to bid the ceiling tiles as shown on the specifications.

20. 6-12-23 6-23-23 Structural Drawing 01-SI000 indicates a geotechnical report by Terracon dated 3-4-2022 exists. Can this report be provided for review?

21. 6-12-23 6-23-23 Page 00-G-201 implies there is abatement work—A-400 series drawings also mention an “inspection report by RSH from January 28, 2019,” so can this report be provided? Is there an abatement scope of work? Can any HA drawings be provided?

Areas of work known to have ACM at tower construction and TR rooms have been shown on the Architectural drawings. Quantities are listed in Division 2 specifications.

22. 6-12-23 6-23-23 Page 00-ET502, detail 5.

• The floor plans all show the new TR to have an “ES”.

Detail 5 shows the “ES” in the location of a maglock, but likely should be in the location of the “EP” as all of the specified electronic locking hardware are electrified locksets. Please confirm this is the case.

• Is all of the rough-in required as shown, or only what is needed for the associated devices at a specific door?

Confirmed utilize electrified locksets. Only rough in for what is included for the specified devices is needed.

23. 6-12-23 6-23-23 There are conflicts between the plans and specs.

• The Door Hardware Specification section 08 71 00 calls for Doors B005A, CB34, A738 and B619 to be equipped with a card reader, but these doors are not shown on the plans. Please confirm there are no readers needed on these doors.

• Similarly, doors B009, A001, D145, B630 and B702 are shown on the A sheets and the T sheets to be equipped with a card reader and electronic lock, but these doors do not show up in the Door Hardware Specification and therefor have no electronic locking hardware. Please confirm that electronic hardware will be included for these doors.

• A001 appears to be missing from the Door Schedule on sheet 01-A-601. Please confirm.

Door’s B005A, CB34, and A738 can be excluded.

Include hardware for doors B009, A001, D145 and B630.

For A-001 leave existing doors in place. Supply mag locks and card reader for doors with request for exit button on the inside.

24. 6-12-23 6-23-23 I believe a Motion Detector and a Siren are required in each TR. Please confirm.

These items are not required.

25. 6-12-23 6-23-23 The SSTV specification 28 23 00 has conflicting information regarding the desired camera for the TR’s.

Some specifications are for an analog camera, while some are for an IP camera. PASS would recommend one of the following cameras for use in the TRs, as these are cost effective and work well with the existing March Networks platform. Would one of these be acceptable?

• ONCAM C-12 Indoor – cut sheet attached.

• ONCAM C-08 Indoor – cut sheet attached.

IP cameras required. ONCAM Cameras noted would be suitable cameras as the meet the requirements of the National Defense Authorization Act.

26. 6-12-23 6-23-23 The G drawings, sheet Notes A says to refer to Appendix 1 for the data drop schedule. There is no Appendix 1.

Could we please get the quantity of new data drops?

27. 6-12-23 6-23-23 A lot of electrical and telecom work is shown on the G drawings this work is not on the electrical drawings.

Could you please confirm this work is part of this project?

28. 6-12-23 6-23-23 We are not able to locate the referenced excel documents with demo schedule nor the new data drop schedule.

They were referenced in Attachment 2 - Specifications Volume 2: Section 27 15 10 -7, parts 3.4 and 3.5.

3.4 EXISTING DATA DEMOLITION

A. See attached excel spread sheet for the demolition of ALL existing data drops, cabling, surface raceway, boxes, cover plates, patch panels, racks and all related material area outlets.

B. Contractor is responsible for confirming all the WAO locations.

C. Voice cables for legacy analog telephone system shall remain. Contractor notify the COR of any instance of legacy analog devices found in the facility and leave these devices operational while continuing the work of this project.

3.5 NEW DATA DROPS

A. See attached excel spread sheet for the new data drops for the work area outlets.

B. Contractor is responsible for confirming all the WAO locations. We cannot accurately bid this without this information. It is not in any of the documents on Sam.gov. that we have downloaded.

30. 6-12-23 6-23-23 FP for the tower? Provide gate valve, check valve and flow sensor for fire alarm zone serving the tower. Provide tamper and flow switch and connect to Fire Alarm panel.

32. 6-12-23 6-23-23 Are we removing old cables in the cable tray? Contractor needs to remove all cables call for in the cable demolition spreadsheet back to the patch panels that serve them. All other cables to remain.

33. 6-12-23 6-23-23 Will street storage be available? City of St. Louis owns the streets. Must coordinate with city to request and pay for street storage.

34. 6-12-23 6-23-23 Drawing show exterior wall that we are butting against as CMU with Brick veneer and it is double width brick cavity wall.

35. 6-12-23 6-23-23 There are steam radiators on every other floor on the stairwell. Are these getting demolished or relocated? Do the stairwells need to be conditioned?

These will be demolished as indicated on sheet demolition note 1, sheet # 01-MP-424

36. 6-12-23 6-23-23 Do the data drop need to connect into the furniture? Where applicable, yes.

37. 6-12-23 6-23-23 Are there any requirements for as-builts conditions of installed data Jacks?

Spreadsheet denoting installed locations of all faceplates and numbers of jacks installed by room will be required. Log of ports that have something plugged in must be provided to OIT during changeover to new TR racks so that OIT can know which ports will be active.

38. 6-12-23 6-23-23 What phasing requirements are there for existing IT closets to remain?

See 00-G-201 for phasing requirements for the job.

39. 6-12-23 6-23-23 How many switches provided by VA for new TR racks? 6 Switches will be provided. Work needs to be sequenced so that no more than 6 switches are needed for TR changeovers.

40. 6-12-23 6-23-23 Walls listed as fire rated in the plans is that needed? Walls to go to deck but do not need to be rated for all rooms, aside for existing ratings on corridor walls.

43. 6-12-23 6-23-23 A section of tunnel under the courtyard where the tower is to be located. Was observed during the walk. What precautions need to be taken for this?

Please provide structural rigging design of movement of heavy equipment over this tunnel and or lift heavy equipment into the courtyard space.

45. 6-12-23 6-23-23 What is required for fire retardant paint in the IT closets? Three coats are needed, two coats of intumescent base and one semi-gloss.

Window film changed to be 3M Scotchshield Ultra Night Vision S25 to meet security requirements.

Sheet 01-MP-401 piping for 1-FCU-A019 is shown incorrect. It should be routed within the building around the staircase.

Submittal register is attached.

49. 6-12-23 6-23-23 Are smoke detectors and fire annunciation devices needed in each TR?

No these are not required please remove from bid.

50. 6-12-23 6-23-23 What type of data cable and jacks are required for data cabling?

All data cabling must be CAT6A wired to CAT6A keystone jacks.
