Dear Ms. Kramer:
Terracon Consultants, Inc. (Terracon) is pleased to submit the attached report for the above-referenced renovation project to Apogee Consulting Group (Client). The purpose of this report is to present the results of an asbestos inspection, which was performed at the John Cochran Veterans Affairs (JC VA) Building 1 on October 10 and 11, 2022 and in general accordance with our proposal number P15227036, dated September 27, 2022. We understand that this inspection was requested for the purpose of a planned renovation project pertaining to upgrading telecommunication rooms (TRs) and the routing of telecommunication cables and cable trays at project-specific locations. Please note per your request, the scope of this inspection only included telecommunication rooms (TRs), various rooms adjoining TRs for tie-in work, and various hallways associated with Building 1 at the JC VA.
Asbestos-containing materials (ACM) were identified as a result of this project-specific inspection pertaining to specific areas in Building 1. Please refer to the attached report for further detail.

1.0 INTRODUCTION
Terracon Consultants, Inc. (Terracon) conducted an asbestos inspection which was specifically limited to telecommunication rooms (TRs) and other rooms/areas in Building 1 as noted on Client-provided renovation plans and Client-guided information. This project-specific inspection was performed at the site on October 10 and 11, 2022 by Terracon representatives Mr. Jeremy Wood and Mr. Hugh Murrell who are Missouri United States Environmental Protection Agency (USEPA)-accredited asbestos inspectors and who are also licensed as asbestos inspectors by the Missouri Department of Natural Resources (MDNR) (#7118012822MOIR17919 and #7118001062MOII21375, respectively). Client representative Ms. Alex Kramer guided Terracon to the project-specific locations during the inspection. Homogeneous areas of suspect asbestos-containing materials (ACM) were visually identified and documented within the boundaries of the project-specific renovation areas. Although reasonable effort was made to inspection accessible suspect materials, additional suspect but un-sampled materials could be located in walls, in voids, or in other concealed areas. Bulk samples from suspect ACM were collected in general accordance with the sampling protocols outlined in USEPA 40 Code of Federal Regulations (CFR) Part 763, Subpart E, known as the Asbestos Hazard Emergency Response Act (AHERA).
Samples were delivered to an accredited laboratory for analysis by polarized light microscopy
(PLM).
1.1 Project Objective
Terracon understood that the purpose of our inspection pertained to project-specific TR rooms/areas for cable runs in Building 1, which will undergo renovation activities, as noted by the Client during the onsite inspection. Asbestos inspections are required prior to renovation and demolition activities to satisfy requirements of the USEPA 40 CFR Part 61, Subpart M, the National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation and Missouri Air Conservation Law Sections 643.225 - 643.250 of the Revised Statues of Missouri.

1.2 Reliance
This report is for the exclusive use of Apogee Consulting Group (Client) for the project being discussed. Reliance by any other party on this report is prohibited without written authorization of Terracon and the Client. Reliance on this report by the Client and all authorized parties will be subject to the terms, conditions, and limitations stated in the proposal and the agreement between Terracon and the Client.
2.0 PROJECT DESCRIPTION
Terracon understood the renovation project pertains to expanding/adding various telecommunication rooms (TRs) and associated telecommunication cables in corridors at the JC VA in Building 1. Terracon only inspected the rooms/areas in Building 1 as indicated by the Client during the onsite inspection and as indicated on renovation plans.
3.0 FIELD ACTIVITIES
The inspection was conducted by Mr. Jeremy Wood and Mr. Hugh Murrell who are Missouri United States Environmental Protection Agency (USEPA)-accredited asbestos inspectors and who are also State of Missouri licensed asbestos inspectors. A copy of Mr. Wood’s and Mr.
Murrell’s MDNR asbestos inspector licenses are attached as Appendix D. The inspection was conducted in general accordance with the sample collection protocols established in USEPA 40 CFR Part 763, Subpart E, Section 763.86, AHERA. A summary of survey activities is provided below.
3.1 Visual Assessment
Inspection activities were initiated with visual observation of the project-specific accessible areas and accessible building components to be impacted by the renovation project to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of building materials that appear similar throughout in terms of color and texture with consideration given to the date of application.
3.2 Physical Assessment
A physical assessment of each HA of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the USEPA as a material which can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.

3.3 Sample Collection
Based on results of the visual observation, bulk samples of suspect ACM were collected in general accordance with USEPA AHERA sampling protocols. Samples of suspect materials were collected from randomly selected locations in each homogeneous area. Bulk samples were collected using wet methods as applicable to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
The selection of sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content.
Regarding the cable tray runs in corridor areas, Terracon inspected the following approximate corridor areas near TRs at the Client’s direction:

Regarding the intended cable runs in hallways outside of the above-referenced rooms in the bullet points above, Terracon only inspected/sampled the ceilings in the corridor areas outside of these rooms as instructed by the Client (e.g., sampling of ceiling tiles if different types than telecommunication rooms).
Terracon collected a total of 176 bulk samples from 60 homogeneous areas of suspect ACM amongst the project-specific areas. A summary of collected samples and homogeneous areas is included as Appendix B.
Additionally, please note that Terracon was provided by the Client with a document entitled “2018 Asbestos and Lead Reinspection” dated January 28, 2019, and prepared by RSH of Saint Louis, Missouri. Terracon reviewed this report which provided data on previously identified ACM at the facility (as identified in 2018) and Terracon did not re-sample certain previously identified ACM and has included previously identified ACM, where applicable, in the conclusions section and Appendix A of this report.

3.4 Sample Analysis
Bulk samples were submitted under chain of custody to EMSL Analytical Inc. (EMSL) in St. Louis, Missouri, for analysis by PLM per USEPA’s Method for the Determination of Asbestos in Bulk Building Materials (600/R-93/116). The percentage of asbestos, if present, was determined by microscopic visual estimation using PLM. EMSL is accredited for PLM analysis under the National Voluntary Laboratory Analytical Program (NVLAP), accreditation number 200742-0.
The laboratory analytical report is included in Appendix C.
4.0 REGULATORY OVERVIEW
The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The asbestos NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or renovation activity. Friable ACM is a material containing more than 1% asbestos that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. All friable ACM is considered regulated asbestos containing material (RACM).
The asbestos NESHAP regulation classifies material subject to demolition or renovation as either RACM, Category I non-friable ACM, or Category II non-friable ACM. RACM includes all friable ACM (pre-disturbance), along with Category I non-friable ACM that becomes friable (during disturbance), and Category I non-friable ACM subject to sanding, grinding, cutting, or abrading, or Category II non-friable ACM with a high probability of becoming crumbled, pulverized, or reduced to powder by forces expected to act on the material during disturbance. Category I non-friable ACM are exclusively asbestos-containing packings, gaskets, resilient floor coverings, and asphalt roofing products that contain more than 1% asbestos. Category II non-friable ACM are all other non-friable materials (other than Category I non-friable ACM) that contain more than 1% asbestos. Category II non-friable ACM generally includes (but is not limited to) cementitious material such as: cement pipes, cement siding (Transite™), cement panels, glazing, mortar, and grouts.
The Missouri Department of Natural Resources, (MDNR) Air Pollution Control Program, enforces the asbestos NESHAP as adopted by reference at 10 Code of State Regulations (CSR) 10-6.080.
The owner or operator must provide MDNR with written notification at least 10 working days prior to the commencement of asbestos abatement activities that will disturb regulated ACM (RACM) in amounts greater than or equal to 160 square feet, 260 linear feet ,or 35 cubic feet.

If the identified ACMs will be impacted by the renovation project, such materials will first need to be properly removed, handled, and disposed by a state-licensed abatement contractor in

Responsive ■ Resourceful ■ Reliable 6 accordance with applicable federal and state EPA asbestos regulations, Occupational Safety and Health Administration (OSHA) asbestos regulations, and per VA abatement project specifications.
It should be noted that inaccessible/concealed suspect materials, other than those identified during this inspection, may exist. This inspection did not include disassembling equipment or electrical wiring/electrical components as the building was fully active/operational and inspecting/sampling such equipment/materials would representative a safety hazard to the inspector. Should additional suspect materials be uncovered prior to or during renovation activities, those materials must be assumed asbestos-containing until sampled by a state-licensed asbestos inspector and analysis refutes the positive assumption. Additionally, please note that if renovation plans change after the 65% design stage, an additional inspection may be required to address any additional rooms/materials expected to be impacted as a result of any design changes.
6.0 LIMITATIONS/GENERAL COMMENTS
The inspection was project-specific and limited to the rooms/areas in Building 1 as indicated by the Client as accompanied during this inspection and as indicated on project-specific renovation plans. This inspection is not meant to be a comprehensive inspection of all buildings or all materials at the facility and may not reflect any other rooms/areas/buildings that may be included in this renovation project outside of Building 1 and may not reflect any later design changes. In addition, Terracon did not perform sampling which required demolition or destructive activities such as knocking large holes in walls, dismantling of equipment or removal of protective coverings. Reasonable efforts to access suspect materials within known areas of restricted access (e.g., crawl spaces) were made; however, confined spaces or areas/equipment which may pose a health or safety risk to Terracon personnel were not sampled (inspecting/opening energizing equipment, inspecting/sampling electrical wiring and similar components). Sampling did not include suspect materials which could not be safely reached with available ladders/man-lifts.
This asbestos inspection was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions, and recommendations expressed in this report are based on conditions observed during our inspection of the building. The information contained in this report is relevant to the date on which this inspection was performed and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by Apogee Consulting Group. for specific application to their project as discussed. This report is not a bidding document. Contractors or consultants reviewing this report must draw their own conclusions regarding quantities, further investigation or remediation deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories, or other third parties supplying information which may have been used in the preparation of this report.
